3 2013 in Review In 2013, Cuyahoga Job and Family Services continued to experience modest caseload growth. The advent of Medicaid expansion is expected to result in caseload increases in Highlights for 2013: $238,406,513 child support dollars were collected. As of December 31, 2013, 201,422 families were in receipt of benefits assistance. The number of families in receipt of Food Assistance is 149, % of Cuyahoga County residents are receiving Food Assistance and 38% of Food Assistance recipients reside in the suburbs. The number of OWF families subject to time limits averaged just under 3,300 in 2013 as compared to 4,400 in The number of child only cases remains constant at 5,300. In 2013, PRC utilization totaled 5,405 issuances with $ 2,330,977 in funds distributed. 85% of all PRC issuance is for utility assistance. The Ohio Works First (OWF) All Family Participation Rate increased from 34.30% in January to 43.89% in November; and the Two Parent participation rate increased from 43.09% in January to 46.12% for the same time period. In January 2013, CJFS opened the Earning & Learning Lab at Reserve Square-a fully-staffed, 80 station computer lab designed to offer OWF participants immediate engagement in work activities and multiple resources to facilitate job search. Key Performance Measures CJFS continues to measure and show progress in an ever-changing and challenging environment as evidenced by key performance measures: The Participation Rate for customers in receipt of cash assistance continued to make increases toward the goal of 50%. The November 2013 All-Family rate was 43.89%, up from 34.03% in December The rate of insured children: Cuyahoga County covered 141,097 children through Medicaid. A Paternity Establishment rate of 90.76%, exceeding the annual goal of 86.5%. A Support Order Establishment rate of 82.01%, exceeding the goal of 78%. A Support Collections rate of 60.33%, above the established goal of 60.25%. An Arrears Collections rate of 55.28%. 4 Child Support Federal Performance Indicators Federal performance indicators for child support are tracked on a Federal Fiscal Year cycle, beginning October 1, 2013 and ending September 30, Paternity Establishment Jan '13 Feb '13 Mar '13 Apr '13 May '13 June '13 July '13 Aug '13 Sept '13 Oct '13 Nov '13 Dec '13 In December 2013, paternity establishment was 87.56%. The FFY14 target is 94.26%. The 2014 Federal Fiscal Year began on October 1, Support Order Establishment In December 2013, the order establishment rate was 83.07%. The annual target of 78% was exceeded every month in FFY13. The FFY14 goal is 79.4%. The 2014 Federal Fiscal Year began on October 1,

The FFY14 goal is 63.83%. The 2014 Federal Fiscal Year began on October 1, Arrears Collection Rate As of December 2013, collections were received from 37.54% of cases with arrears obligations. This measure is expected to increase throughout the FFY. The FFY14 goal is 57.28%. The 2014 Federal Fiscal Year began on October 1,

Support collections are tracked on a calendar year basis. Customer Service Call Volume In the fourth quarter of 2013, the child support call center handled a total of 28,784 calls. In addition to call volume, customer service facilitated 1,108 bold chats and processed 416 data requests this quarter. 6

Approximately 44% of children receive their health insurance through the county. As Medicaid expansion is implemented, the adult caseload is expected to rise significantly in

8 Households Receiving Food Assistance As of December 31, 2013, 149,250 households were participating in the Food Assistance Program. Of these households, 34,031 or 23% had earned income. Of these households, 5,395 were child only households, which are not subject to work requirements or time-limits. There was no significant increase or decrease to the caseload in In December, 136 households were in receipt of either good cause or hardship extension of OWF benefits. In the fourth quarter of 2013, 109 cases closed due to exhausting 36 months of OWF benefits. 8

9 Nursing Home and Waiver Benefits Recipients As of December, 21,482 individuals were receiving Medicaid services and other benefits through the Specialized Medicaid Benefits Center (SMBC). The SBMC is responsible for benefits and services to individuals who have a home health aide coming to their home to provide care, receive waiver services for assisted living, or reside in a long-term care facility. The SMBC has caseworkers stationed at MetroHealth hospital providing onsite access to Medicaid benefits. These workers are focused on the pregnant mothers, newborns (including the Neo-Natal Intensive Care Unit), disability determination applications, and spend-down releases. Initial eligibility for subsidized child care is 125% of the federal poverty level. Families remain eligible for ongoing benefits up to 200% of the FPL. 9

10 PRC Vouchers and Expenditures (in thousands) In the fourth quarter of 2013, there were 1,942 PRC issuances totaling $809, Issuance peaks during late spring and early fall months are attributed to the HEAP cycle, which runs November through April. PRC usage tends to decrease in the winter months when customers are able to access utility assistance and weatherization programs such as HEAP. Approximately 85% of all PRC usage is for utility assistance. Rates and Measures Contracted Employment-Related Services and Outcomes The above chart looks at job placements and employment retention for OWF clients served through contracted employment services. In 2013, 308 clients were placed in employment and 195 maintained employment for at least 3 months. 10

11 Participation Rate for Households Receiving OWF Cash Assistance The above chart shows the All-Family and Two-Parent participation rates for OWF households required to participate in work, training, or education activities. For the month of November, the All Family participation rate was 43.89% and the Two-Parent rate was 46.12%. The All Family rate has increased by 3.8 percentage points from one year ago and November marks the ninth consecutive month the All- Family rate has exceeded 40%. The All-Family participation goal is 50% and the 2-Parent participation goal is 90%. 11

Approximately 44% of children under the age of 19 receive health insurance through the county. 13 OWF Recipients As a result of initiatives put in place to educate applicants about program requirements as well as offering alternative sources of income and employment opportunities, the OWF adult caseload continues to decline. The number of recipients is down by 34% from two years ago and 8.5% from this time last year There are currently 2,897 families subject to time limits. Child Care Recipients The eligibility level for new subsidized child care applicants is 125% of the Federal Poverty Level. Families remain eligible for ongoing benefits up to 200% of the FPL. 13
