3 1 Introduction This technical note details the assumptions used to calculate land use for the Traffic Analysis Zones (TAZ) in the enhanced model for the final year The land use data forms the basis for the trip attraction calculations in the model while socio-economic data is mainly responsible for the calculation of trip generation. The model has proven to be more sensitive to trip attraction data and hence it is imperative to ensure that sound land use input data is used. Chapter 7 of Working Paper 1 had set out the broad approach to the establishment of a land use pattern for The land use database includes the number of square meters of floor space (Gross Floor Area or ) for each of seven categories, which are Housing, Retail Office Industrial School Medical and Other. Note: The 2008 landuse database consists of a total of twelve landuse categories and has additional categories for Social/Recreational, Palace, Religious, Utility and Museum. However, the model uses the same trip rate for these categories and therefore they have been combined into the single category Other for the purpose of the 2030 database. The development of the 2008 landuse database is set out in Technical Note No. 12. Socio-economic data includes the number of: Households Population Workers Students and Hotel Rooms The land use and socio-economic data used for this work comes from three main sources: 1. Data provided by the UPC 2. Plan Abu Dhabi Data extracted from Abu Dhabi Municipality s existing Emme/2 model for year 2021 Page 1

4 2 Methodology In an initial step, a database had been produced based mainly on data extracted from Abu Dhabi Municipality s existing Emme/2 model for year To a lesser extent data provided by the UPC on individual future developments and from Plan 2030 was also used as input. When comparing this initial database with data provided in Plan 2030 several major discrepancies and problems were discovered. In particular office and industry areas were significantly higher in the database compared to data provided in Plan Also, doing some sense checks by calculating values for average housing floor area per person, average Medical per hospital bed etc. lead to some questionable results. Two main reasons for these discrepancies were identified: 1. Plan 2030 and the ADM Emme/2 model use significantly dissimilar baselines. Baseline data provided in Plan 2030 appears to be significantly lower than the baseline values in the ADM model. Baseline values for the latter are based on ADM GIS database and have been combined with 2005 census data. 2. In some areas, adding up the data provided for all proposed developments results in higher values than proposed in Plan 2030 if built as currently planned. UPC agreed to review the landuse and socio-economic data provided in the initial database and make changes where appropriate. To do this UPC were provided with a spreadsheet showing data from the initial database for the following categories by Traffic analysis Zone (TAZ): Residential, Retail Office Industrial School Medical Households Population and Hotel Rooms The landuse and socio-economic database had also been incorporated into GIS and maps showing the density of the various attributes were also provided to UPC for easier review. Density was calculated by dividing the values for the individual attributes by the land area of the corresponding TAZ. An example of such a map is shown in Figure 2.1 below, illustrating the density of Residential in the CBD. Page 2

5 Figure 2.1: Example of Density Map for Housing /Area in CBD The review process was carried out on a precinct by precinct basis and conducted by the corresponding planning officers at UPC. Depending on data availability and resources available at UPC data provided varied in detail and a number of assumptions had to be made by Mott MacDonald to complete the data sets. These assumptions are set out by precinct in the following chapter. The precincts used in the enhanced model for the Abu Dhabi metropolitan area are predominantly based on the precinct boundaries set out in Plan Abu Dhabi The precincts as shown in Plan Abu Dhabi 2030 are shown in Figure 2.2 while Figure 2.3 illustrates the precincts as used in the enhanced model for year The only major difference between the two is that for the enhanced model Capital Core, Capital District North and South have been aggregated into a single precinct and an additional precinct has been created for Khalifa City B. Al Ain metropolitan area is represented by a single precinct in the enhanced model and the individual zones that make up this precinct have been based on the precincts in the draft version of Plan Al Ain Figure 2.4 shows the extent of the Al Ain precinct along with the individual zones that form this precinct. Similarly, Figure 2.5 illustrates the zones that form the Al Gharbia (Western Region) precinct. Page 3

10 3 Assumptions This chapter sets out the main assumptions made when putting together the landuse and socioeconomic data used as input into the Enhance STMP Model. When referring to the original 2030 model or database, the initial database used prior to the review by UPC is meant as described in Chapter Assumptions made for r the individual precincts UPC reviewed the data on a precinct by precinct basis and various assumptions had to be made to complete the data sets depending on data availability. The main assumptions made for the individual precincts are as follows: Abu Dhabi Island Data used as provided by UPC Assumed 0.55 workers per population (based on 2008 model input grand totals) Assumed 0.25 students per population (as requested by UPC) No labour camp residents Housing in TAZ 30 clearly incorrect and changed from 35,982,107 m 2 to 1,000,000 m 2 School in TAZ 216 clearly incorrect and changed from 863,264 m 2 to 86,326 m 2 Values for Category Other from original 2030 database In the original database, several TAZs which currently consist of palaces showed significant residential or other developments for the final year This was deemed to be unrealistic and it was assumed that the landuse in TAZs with palaces in the base year will remain unchanged. In consistency with the 2008 model trips generated by palaces are assumed to be negligible and hence socio-economic and landuse data in these zones is set to zero for the purpose of modelling. The following TAZs are affected: 116, 170, 174, 253, 254, 308, 309, 310, 94, 155, 289. Several zones indicated an unrealistic ratio between Residential and population. These zones were assessed individually and either changes to residential or population were made. The following TAZs were affected: 126, 128, 130, 140, 141, 150, 169, 183, 188, 221, 233, 236, 237, 255, 256, 259, 304, 305, 311, 313, 332, 767, 769, 314, 171, 168, 287, 135, 139, 315. This caused a significant change in the precinct totals previously agreed with UPC and in a final step population related attributes for the whole precinct were factored to match the previous precinct population. TAZs 777, 932, 933, 934, 948 and 948 (of the original model) were incorrectly allocated to Al Raha precinct. They should have been part of Yas Island which has been completely re-zoned (see below) and these zones have been deleted. 25 5 Comparison with Abu Dhabi Plan 2030 Plan Abu Dhabi 2030 does not contain data on all attributes which are used as input to the model but it does provide information on population, area of office, industry and retail and the number of hotel rooms. The information provided in Plan Abu Dhabi 2030 for year 2030 is summarised in the table below along with the corresponding data used as input to the 2030 transportation model. Data for schools and hospitals use dissimilar units in Plan 2030 and the model (Number of schools vs. School and number of hospital beds vs. Hospital respectively). Combining the two values results in an average of 14,300m 2 per school and 300m 2 per hospital bed. Both values are rather high, indicating that data from Plan 2030 either underestimates, the model input data overestimates the future situation or both. Main reason for this is probably the fact that the baselines for Plan 2030 and the transportation model show significant dissimilarities with the baseline in Plan 2030 being significantly lower compared to the transportation model. It is important to note that the figures for Office and Retail in Plan 2030 are provided as GLA (Gross Leasable Area) whereas the input to the enhanced model is in the form of (Gross Floor Area). To convert GLA to in most cases a factor of 1.28 was applied to Office GLA and a factor of 1.62 was applied to Retail GLA. These numbers are based on the grand totals for the Reem Island development for which both GLA and values had been provided. Applying these factors to the Plan 2030 estimates shown in Table 5.1 above results in an equivalent of 9.6 million m 2 for Office and 6.48 million m 2 for Retail, both significantly less than the model input. Precincts have been created in Plan 2030 to provide a finer grain of organisation and a variety of projections for 2030 are provided down to precinct level in Plan 2030 as summarised in Table 5.2.
