1 CBMS Database / Repository Information Sheet Burkina Faso Project Title: Strengthening the CBMS in Yako, Diebougou and Koper Communes and Assessing Elements of the Impact of Global Financial and Economic Crisis in these Localities Administrative Information: Project Leader: Address: Dr. Lassina Konate Centre d Etudes de Documentation et de Récherche Economique et Sociale University of Ouagadougou, Burkina Faso lassina.konate@univ-ouaga.bf I. Project Abstract Established in Burkina Faso since 1997, the CBMS was consolidated through three main phases. While making it possible to experiment with and confirm the feasibility of the system, the three successive phases achieved the collection of reliable and comprehensive quality data on the facets of poverty with the participation and empowerment of village communities. Many studies, nationwide surveys and databanks on poverty have indeed been realised, but these quantitative data, though interesting, are not disaggregated down to the village level and are not designed to empower the grassroots populations in their fight against poverty. If well mastered, the CBMS can help to generate information for locally-driven monitoring of poverty trends by village communities and local authorities and can also inform certain regional indicators. Given the relevance of the tool and its usefulness for decentralised structures, and while waiting adequate funds for the scale up of the CBMS, it is indispensable to strengthen achievements in the localities where the CBMS is already in use (Yako, Diébougou) and experiment a small scale expansion to the rural commune of Koper. Moreover, as part of this project, the CBMS will serve to assess the impact of global financial economic crisis on the localities involved.
2 II. Project objectives General objective Contribute to the efficiency of projects aiming at reducing poverty in the population of Burkina Faso. Specific objectives In the communes of Diébougou and Yako: o Reinforce the operational capacity of CBMS; o Reinforce, in the villages and sectors of Diébougou and Yako, the capacity of the Village Development Committees in production of reliable data according to the CBMS method, by which the facets of poverty can be defined in their respective areas. In the rural commune of Koper: o Bring the communal authorities to conviction about the relevance of CBMS as a management tool of their community and its adoption in the elaboration of the commune development plans. o Empower the Village Development Committee with appropriate skills for the production of reliable data and treatment of light indicators, according to the CBMS method. o Ensure the ownership of the CBMS by the populations of the Koper Commune. At the level of all three (3) communes: o Analyse the impact of the global financial and economic crisis on households and communities based on the CBMS data on the multiple facets of poverty in urban sectors of Yako and Diébougou, and in Koper ; o Produce relevant and reliable data that enable local and regional political and administrative authorities to take appropriate steps to alleviate the adverse effects of the crisis.
