3 The CGAP-Ford Foundation Graduation Program is a global effort to understand how safety nets, livelihoods and access to finance can be sequenced to create sustainable pathways for the poorest out of extreme poverty and into sustainable livelihoods. Since 2006, the Graduation Program has partnered with local organizations and governments to adapt the approach in 10 pilot projects in eight countries. A unique element of the Graduation Program is that a robust learning and/or evaluation agenda, including qualitative research and randomized controlled evaluations, is embedded in all the pilot sites.

8 HAITI Chemin Lavi MiyÒ Project implementer: Fonkoze Project partner: Partners in Health Cofunders: Concern Worldwide, The Worldwide Vincentian Family, Haitian Timoun Foundation, KANPE Foundation, The MasterCard Foundation (with Mennonite Economic Development Associates), Pathy Family Foundation, Vista Hermosa Foundation, W. K. Kellogg Foundation Location: Rural Boukan Kare, Lagonav and Twoudinò Start date: 2006 No. of participants: Piloted with 150 women Research: Qualitative and quantitative evaluation by the Institute of Development Studies, BRAC Development Institute and CGAP; sustainability study by Concern Worldwide Livelihoods: Livestock (chicken, goats and pigs), small trade, knitting and sewing Consumption support: US$5.50 per week (based on price of a kilo of rice a day) for 6 months Financial service: Individual savings accounts at Fonkoze Financial Services Additional services: Construction materials for a nine square meter home, a latrine and water filter. Confidence-building, enterprise management and life skills training, plus support from Village Assistance Committees. Cofunder: Plan International Location: Lempira Start date: 2009 No. of participants: 800 households Research: Randomized impact assessment (household level) and qualitative research by Innovations for Poverty Action Consumption support: US$17 per month for six months during year 1 and matched savings on individual accounts at ODEF Financiera during year 2 Livelihoods: Coffee, cereals, pigs, fishery and vegetable gardens Financial service: Savings through village community banks and individual accounts at ODEF Additional services: Business development and social training, and health prevention; Village Assistance Committees and peer groups Graduation criteria: Two income generating activities; increased assets; three meals per day; access to safe water, latrines, improved stoves, AA services, and microfinance; children attending school; increased rights awareness Graduation rate: 85% Scale up: Plans yet to be determined

10 INDIA Targeting the Hardcore Poor Program Project implementer: Bandhan Konnagar Project partner: Bandhan Financial Services Limited (BFSPL) Cofunders: Axis Bank Foundation, BFSPL, Ford Foundation India, Michael and Susan Dell Foundation (MSDF) Location: West Bengal Start date: 2007 No. of participants: 300 women Research: Randomized impact assessment (household level) by Institute for Financial Management and Research and the Abdul Latif Jameel Poverty Action Lab Consumption support: US$2.30 per week for 15 weeks (non farm enterprises) or 40 weeks (farm enterprises) Livelihoods: Livestock (goats, cows, sheep, pig and poultry farming) and small trade (grocery, cosmetics business,ready made garments, fish and meat vending, sandal selling etc) Financial service: Weekly savings of US$0.20 on individual accounts at BFSL; Participants are encouraged to open a savings account (with the help of Bandhan staff) at a bank/post offices; credit option towards program end Additional services: Veterinary and other livestock services; health services with links to UNICEF for sanitary latrines, hospital visits; links to local government bodies for sanitary latrine installation Graduation criteria: At least two income sources; monthly income over US$34; over US$10 in savings; at least two meals a day; two fruit or vegetable trees; safe drinking water and housing; hygiene; child immunization (0-5yrs); access to healthcare, family planning, basic literacy; children in schools; beneficiaries can write their names and numbers and have identity and ration cards Graduation rate: 98% Scale up: Reached 22,595 households (urban and rural) in 2013 with support from Axis Bank, BFSPL, Ford Foundation India, MSDF, and others. Plans to reach 55,000 by 2016

11 INDIA Trickle Up Ultra Poor Program Project implementer: Trickle Up Project partner: Human Development Centre Cofunder: Ford Foundation India Location: West Bengal Start date: 2007 No. of participants: 300 women Research: Mid-term process evaluation, endline qualitative evaluation, and two-year post-pilot qualitative evaluation by BRAC Development Institute Consumption support: US$2.25 per week for 6 months Livelihoods: Livestock, rice paddy, fish and small trade Financial service: Savings with self-help groups (SHG); each SHG has a savings account with a formal bank; SHGs can obtain bank credit after two years Additional services: Preventive health care education, neo and post-natal care, sanitary latrines and community veterinarians; support from Village Assistance Committees Graduation criteria: Over US$150 in assets; over US$20 in savings; diversified sources of earnings; active participation in SHGs; sanitation and hygiene knowledge; awareness of government services Graduation rate: 86% Scale up: 5,864 in India with over 10 partner agencies, plus over 2,600 participants in West Africa and Central America with a modified graduation approach; plans to reach an additional 1,375 by August 2014

13 PAKISTAN Pakistan Graduation Pilot Project implementers: Aga Khan Planning and Building Services Pakistan, Badin Rural Development Society, Indus Earth Trust, Orangi Charitable Trust, and Sindh Agricultural and Forestry Workers Coordinating Organization Project partner: Pakistan Poverty Alleviation Fund (PPAF) Cofunder: PPAF Location: Coastal Sindh Start date: 2007 No. of participants: 1,000 families Research: Randomized impact assessment (household level) by Innovations for Poverty Action, qualitative research by BRAC Development Institute Consumption support: Food or cash transfers of US$12 per month for 12 months Livelihoods: Petty trade, crafts, and livestock Financial service: Community savings Additional services: Health services Graduation criteria: Asset value increase of 25% or more; savings over US$23; at least two meals a day; two sources of income; normal hemoglobin level; and children aged five to ten in school Graduation rate: 79%-88% Scale up: 3,100 households in 2011; 40,000 households in 2012; 80,000 households by A new Livelihoods, Employment and Enterprise Development (LEED) Group formed within PPAF to lead this agenda
