4 A Summary of Economic Conditions in El Reno and Canadian County, Oklahoma The economy of El Reno and Canadian County is based primarily on services, retail trade, and manufacturing. However, government, agricultural services, and construction are also important to the residents of El Reno and Canadian County. This report is designed to provide an overview of the economic conditions of El Reno and Canadian County. Specifically, trends in population, employment, income, and retail sales will be examined. In addition, a final section will present some historical data for El Reno and Canadian County dating back to No recommendations will be made regarding the findings of this report. Population Trends According to the U.S. Bureau of the Census, the overall population of El Reno increased 4.7 percent from 1980 to 2000 and 3.1 percent from 1990 to From 1980 to 2000, El Reno s population peaked at 16,650 in 1984, and was reportedly at it lowest in with 14,950 residents (Figure 1). The population increase from 1989 to 1990 is probably explained more by errors in previous Census estimates than by a sudden growth spurt for El Reno. Total population for Canadian County was 87,445 in 2000, an increase of 52.8 percent since 1980, and 17.1 percent since 1990 (Table 1). Other census population data is expected to be available in June of 2002 including place of work and journey to work, place of birth, citizenship, and year of entry, and ancestry. Also, information on housing will also be available, such as number of rooms and number of bedrooms, farm residence, and plumbing and kitchen facilities. Table 1 shows the population in Canadian County for residents age 65 and over and residents aged 19 and under from 1980 to During this time period, the number of residents age 65 and over 1

5 increased by 89.9 percent while the number of residents aged 19 and under increased by 35.1 percent. From 1990 to 2000, the number of older residents increased by 41.7 percent and the younger population increased by 12.8 percent. The percent of total county population that is aged 65 and over increased from 8.1 percent in 1980 to 10.1 percent in The percent of total county population that is aged 19 and under fell from 36.0 percent in 1980 to 31.8 percent in From 1980 to 2000, Canadian County's older population peaked at 8,794 in 2000 and was at it lowest in 1980 with 4,631 residents age 65 and over. The younger population peaked at 27,812 in 2000 and was at it lowest in 1980 with 20,583 residents aged 19 and under. 2

8 Employment Trends Table 2 shows employment numbers provided by the Oklahoma Employment Security Commission (OESC), from 1980 to 2001 for Canadian County. Employment for the county increased 70.9 percent over this time period and increased 22.7 percent from 1990 to 2001 (Figure 2). The unemployment rate during this time peaked at 6.73 percent in 1986 and was its lowest in 2000 at 1.93 percent (Figure 3). The 2001 unemployment rate for the state is 3.33 percent. Table 3 provides information on employment by industry for Canadian County from 1980 to The top three industries that provided the greatest number of jobs in Canadian County in 1999 are services, retail trade, and manufacturing respectively. From 1980 to 1999, percentage growth in employment by industry was largest in the agricultural services sector (203.1%) followed by manufacturing (174.6%) and services (144.8%). Losses were experienced during this time in transportation and public utilities (-21.2%) and mining (-24.1%). From 1990 to 1999, percentage growth in employment by industry was largest in manufacturing (93.1%), followed by finance, insurance and real estate (76.3%), and construction (70.7%). A loss in employment occurred during this time in the transportation and public utilities sector (-22.1%). Table 4 further analyzes the conditions in Canadian County by using a location quotient to determine a community's degree of self-sufficiency in a particular economic sector. The location quotient is used to identify exporting activity and is calculated by dividing the percentage of those employed locally in a particular sector by the percentage of those employed in the same sector statewide. 1 1 Community Economic Analysis: A How to Manual. 9 The location quotient can be used to interpret whether a county is self-sufficient, is an importer, or is an exporter in a particular sector. A location quotient that is approximately one ( ) suggests selfsufficiency; a quotient less than.75 shows that a county is probably an importer. If the location quotient is greater than 1.25, the county is considered an exporter in that sector. The greater the location quotient, the more significant that sector is to the local economy. According to Table 4 and Figure 4, Canadian County is likely an exporter in agricultural services, mining, construction, and manufacturing. It is probably self-sufficient in the following sectors: farm, retail trade, finance, insurance, and real estate, services, and the government sectors. Canadian County is probably an importer in the remaining sector transportation and public utilities. 6

16 Total Personal Income and Per Capita Income Table 5 provides data showing total personal income by major source for Canadian County from 1980 to Overall, total personal income from 1980 to 1999 increased percent and from 1990 to 1999, increased by 62.8 percent. For these same time periods, the state's total personal income grew by 165 percent and 51 percent, respectively. From , Canadian County's Wage and Salary Income grew by 85.1 percent, and Proprietors' Income increased by 25.2 percent. Other Labor Income grew by 61.9 percent, while Transfer Payments increased by 87.2 percent. From 1980 to 1999, Wage and Salary Income grew by percent, Proprietors' Income increased by percent and Other Labor Income grew by percent. Transfer Payments grew by percent. Adjustment for residence income has been positive and growing since This indicates an increase in county residents commuting outside the county to work. When people commute to other counties to work, they bring their income home with them, and so this adjustment has to be added to income totals. Per capita income levels in Canadian County grew by percent from 1980 to 1999 and by 40.5 percent from 1990 to 1999 (Table 5). As shown in Figure 5, per capita income (PCI) in Canadian County has done a good job of keeping pace with the state s level of PCI. Transfer payments are often referred to only as welfare payments, but in actuality contain a much more diverse group of recipients. Table 6 gives the breakdown of the various types of transfer payments received in Canadian County from 1980 to Income maintenance benefits (welfare payments) increased by percent in the county during this time. From 1990 to 1999, income maintenance benefits increased by percent. From 1980 to 1999, other payments to individuals grew the most at 2,883.3 percent. From 1990 to 1999, income maintenance benefits grew the most at percent. Veterans benefits fell by 13

21 Trends in Retail Sales Table 7 presents sales tax collections for the city of El Reno from 1980 to Total sales tax collections of the city have increased from nearly $1.4 million in 1980 to over $4.6 million in 2001, an increase of 238%. The tax rate increased from 2% to 3% in 1985, and then to 3.5% in From sales tax collection figures, it is possible to estimate retail sales activity. Figure 6 shows trends in retail sales from 1980 to 2001 for El Reno. Retail sales growth can be an important indicator for communities to track over time. In nominal terms, El Reno s retail sales show strong growth since After these figures have been adjusted for inflation (using the Consumer Price Index), retail sales continue to show growth since Not only are retail sales an indicator of the strength of an economy, but, since most communities depend on municipal sales tax revenues to fund their budgets, they also determine a local government's ability to provide for local services. Furthermore, careful analysis of retail strengths and weaknesses may indicate possible areas of improvement for communities intent on economic development through the retention of local retail dollars. Contact your county extension office for more information about retail market analyses performed by the Cooperative Extension Service. Farms and Agriculture The importance of agriculture may be understated in discussions about total employment and personal income. Many jobs and salaries are generated in businesses that support agriculture, but the method of reporting data is such that is difficult to isolate the agricultural businesses. For example, a farm supply store would be classified as a retail establishment. To indicate the magnitude of agriculture in Canadian County, specific agriculture data were collected. 18

22 Table 8 contains farm income and expenditure data as reported by the Bureau of Economic Analysis for the years The volume of sales and expenditures reflects, to some extent, the relationship of agriculture to agri-related businesses. The cash receipts from marketing plus other income totaled $95,632,000 in 1999, an increase of 9.7% from 1990 and an increase of 3.0% since Total production expenses were $85,539,000 in 1999, an increase of 6.7 percent since 1990 and an increase of 9.3% since Thus, income grew slightly faster than income from 1990 through The result is that total farm labor and proprietors' incomes increased slightly by 0.5% from , from $11.11 million to $11.16 million. Figure 7 illustrates the total farm labor and proprietors income in El Reno and Canadian County. The big decline in is typical for the state, in general. Many counties dropped into negative numbers during those years. Table 9 summarizes Census of Agriculture data for 1982, 1987, 1992, and In 1997, there were 1,165 farms, of which 517 operators were classified as full owners, 492 as part owners, and 156 as tenants. The average size of a farm in Canadian County in that year was 401 acres. The 1997 market value of agriculture products sold was $66.6 million, the average market value per farm was $57,

29 Historical Data for El Reno and Canadian County Figure 8 and Table 10 show population for El Reno from every Census year since Table 10 also shows historical population data for Canadian County. Oklahoma became a state in 1907, so the 1910 Census is the first one for which Oklahoma was officially a state. Since that time, Canadian County s population has grown from 23,501 to 87,697, while El Reno s population has grown from 7,872 to 16,212. In 1910, El Reno held 33% of the county s population. In 2000, El Reno held just 18% of the county s population. Figure 9 shows Canadian County s total employment as a percent of total employment in the State of Oklahoma. As can be seen from the chart, this percentage has grown every decade, from 1.0% in 1969 to 1.8% in Growth has been particularly strong in the manufacturing sector. Canadian County s manufacturing sector went from having 0.9% of the state s manufacturing jobs to having 3.2% of the state s manufacturing jobs. See Figure 10. From 1969 to 1999, the state s manufacturing employment increased by 42.3% while Canadian County s manufacturing employment increased by 415.6% over the same time frame. As reported earlier in Figure 5, Canadian County s per capita income has been relatively successful at keeping pace with the state s level of per capita income over time. Figure 11 shows that Canadian County s personal income as a percentage of the state s personal income has been growing consistently since 1969 when it was 1.3%. In 1999 it was 2.6%. 26

33 Summary This report was intended to provide an overview of the economic base of El Reno and Canadian County. Economic development strategies should utilize the existing economic base to maximize the benefits to local residents. Below are some of the major changes that have occurred in the economy of El Reno and Canadian County over the last several decades. El Reno s share of the county s population dropped from 33% in 1910 to 18% in The percent of the county s population that is 19 and under has dropped from 36.0% in 1980 to 31.8% in The percent of the county s population that is 65 and over has increased from 8.1% in 1980 to 10.1% in Employment growth in Canadian County has been particularly strong in the manufacturing sector, which employed 6,130 in Services have also been an important source of job growth. Canadian County historically has a per capita income that is on par with the state s per capita income. El Reno city sales tax collections have increased from $1.4 million in 1980 to $4.6 million in Part of the growth is due to increased tax rates from 2% to 3% to 3.5%. Other data sources yield information on El Reno and Canadian County. The appendix is a copy of a county and community profile for El Reno and Canadian County.
