1 1.1 PUBLIC CONSULTATION Public Hearing was consulted on 29 th December 2017 at 11:00 am on project site i.e. 85/B, Village Dungri, Taluka Valia, District Bharuch, Gujarat. An application was made for conduct Public Hearing to Gujarat State Pollution Control Board (GPCB) on 29 th September 2017 along with following documents: Draft EIA & EMP report Executive Summary in English and Gujarati Language Soft Copy containing covering letter, Draft EIA report and Executive Summaries After processing the application for public consultation, GPCB in accordance with district administration fixed date 29 th December 2017 and venue-project site for public hearing Notice of Public Hearing An advertisement covering the requirements laid out in EIA notification Appendix IV Procedure for conduct of public hearing) Section 3 (Notice of Public Hearing) was issued by GPCB in widely circulated national daily The Indian Express and regional vernacular daily Divya Bhaskar in Gujarati (local language) on 25 th November 2017 attached as Annexure 1. Draft Environmental Impact Assessment report and the Executive Summary in both English and Gujarati were sent to the following authorities to display the same for inspection by public till the public hearing gets over that is the period from 25 th November, 2017 (the date of publication of advertisement in print media) to 29 th December, 2017 (the date of Public hearing) by GPCB: The District Collector office, Bharuch District Industries Centre, Bharuch The District Development office, Bharuch Taluka Development office, Taluka Valia, Bharuch The Chief Conservator of Forests Ministry of Environment & Forests, Regional office (West Zone), Bhopal In addition to above, Executive summary in English and Gujarati language along with draft EIA report were made available digitally on website of GPCB i.e Publicity of Public Hearing In order to get maximum reach to the people in study area and to ensure their maximum participation during public hearing, executive summaries in Gujarati and English (on demand) were distributed to Talati / Sarpach of all 53 villages falling within study area. Copy of the receipt is attached as an Annexure 2. In addition to above, publicity by car tagged with large banner of public hearing notice and announcement with microphone was done in all villages to ensure that maximum number of people in study area aware and take participation in public hearing. The key objections, suggestions, and comments raised during public hearing have been summarized in Table 1 and photographs are shown in Photograph 2.
