The amendments affect: Capital funding (additinal capital allcatins) Full Day Kindergarten funding (funding fr new schls & additins plus minr adjustment fr Years 4 & 5 allcatins) Supply teacher funding (crrectin fr 3 bards) Operating Revenues (ne-time funding fr benefits enhancements) Transprtatin (adjustment resulting frm E&E reviews) The Ministry f Educatin has requested that the Supply Chain Ontari (SCO), Ministry f Gvernment Services (MGS) undertake a prcurement prcess review f the varius Requests fr Prpsals (RFP) issued by transprtatin cnsrtia. The review will examine the issues raised by the schl bus peratrs assciatin and identify pprtunities fr best practices fr transprtatin cnsrtia t cnsider in future RFP design. SCO will cnsult directly with the schl bard sectr and industry assciatins frm February t April SCO plans t prvide findings t the Ministry f Educatin by the summer. Within this amunt: $119.7 millin is allcated by prgram, with schl bard allcatin detailed in this memrandum; and $59.2 millin has been allcated by prgram, with schl bard allcatins t be cnfirmed later in the year. The mem als prvides details regarding new streamlined reprting requirements. In August f 2013, memrandum SB24 was issued detailing the reprting and apprval prcess regarding the usage health care benefit plan reserves. This prcess was put in place due t the prvisins f the memranda f understanding (MOUs) signed by the sectr s bargaining agents and the Ministry f Educatin. Mem SB24 indicated that the apprval prcess was effective up t August 31, 2014 as this was the term f cllective agreements within the scpe f the MOUs. In the absence f a new agreement, prvisins in the MOUs carry frward, unless they are bund by specific dates. As the related prvisin is nt assciated with any specific dates, the apprval prcess will cntinue fr the schl year, r until a new agreement is reached which des nt include an apprval prcess B Memranda Page 3

The Public Sectr Accunting Bard s (PSAB) new standard n accunting fr cntaminated sites requires that a liability be recrded if a gvernment has a cntaminated site. T cmply with the accunting standard, schl bards will be required t assess which sites are cntaminated and undertake the assciated reprting under the new standard. This memrandum prvides details f the new Schl Cnslidatin Capital (SCC) prgram and t slicit requests fr capital prject prpsals frm Schl Bards. The prgram is supprted thrugh the $750M in funding that was annunced in the GSN release as part f the Schl Bard Efficiencies and Mdernizatin (SBEM) initiative. This funding is intended t help schl bards adjust their cst structure in respnse t reductins in Ministry funding that currently supprts empty space. The Ministry recgnizes that fr schl bards t effectively and efficiently manage their excess capacity, they will need t (in sme cases) right-size their capital ftprint. Capital funding will be available t schl bards t supprt prjects that address a bard s excess capacity thrugh the SCC prgram. Funding fr the SCC will be allcated n a business case basis fr new schls, retrfits and additins that supprt cnslidatins. This memrandum prvides details f in-year amendments t the educatin funding regulatins that have been made by the Lieutenant Gvernr in Cuncil. These amendments make changes t the Grants fr Student Needs (GSN) funding regulatins fr the , , , and schl years and are effective immediately. 5 B10 September 25, 2014 B11 Octber 3, Schl Year Educatin Prgrams Other (EPO) Funding (Secnd Mem) Student Transprtatin Cmpetitive Prcurement Review This memrandum is an update t Memrandum B5 (released n March 27, 2014). This current mem prvides further allcatin details fr the schl year EPO transfer payment funding. Memrandum B10 prvides a bard-by-bard breakdwn f $39.9 millin f funding (see Appendix A fr details). Remaining funding (abut $22 millin) will be cmmunicated in the future, pending the availability f further data and infrmatin. On Octber 3, 2014 the Minister annunced a review f cmpetitive prcurement prcesses fr student transprtatin. The review will have tw intended purpses: 1. A review f current cmpetitive prcurement practices and student transprtatin RFPs that have been issued since December 31, 2011, t identify best practices and pprtunities fr imprvement, 2. T explre ptins ther than RFPs that are in cmpliance with the Brader Public Sectr Prcurement Directive The review is expected t be cmpleted by December The review will be chaired by Mr. Clin Campbell, retired Justice f the Ontari Superir Curt. The tw members f the Expert Panel are Le Gtlieb and Paul Emanuelli. Bth members are public prcurement experts.
