Transcription

1 Service Level Agreement for Landscape Maintenance School Year Assembly Bill 469 requires the to allocate at least 85 percent of unrestricted funds to school strategic budget workbooks for the school year and prescribes that the Board of School Trustees must approve any authority transferred to schools to carry out responsibilities. On January 11, 2018, the Board of School Trustees approved the transfer of authority for carrying out certain responsibilities through the service level agreement (SLA) process and the transfer of funds to school budgets. 1. Purpose of Service and Agreement This SLA represents an agreement between the Landscaping and Grounds Department in the Facilities Division and the school for the provision of landscaping and grounds support to schools, while creating a safe and healthy environment. 2. Minimum Requirements has an estimated 80 million square foot of improved landscape area at the schools. The cost to replace this asset would be well over $250 million dollars. Plant density and species type were selected to meet county and city standards and irrigation systems were designed to keep these assets alive while providing irrigation efficiency. It should be the minimum requirement of CCSD to maintain these assets and provide a safe and aesthetically pleasing environment for the students and staff of this district. 2 3. Budget Overview Please note that in this SLA all allocations are estimated based on the 2019 Final Budget. Revision is possible after the development of the 2019 Amended Final Budget. Quality Assurance Specific feedback to the department regarding the quality of services provided under this agreement may be provided at the following link: whateveritis.com 5. Recourse if Dissatisfied with Level of Service If a principal enters into this agreement and is dissatisfied with the services provided, the principal may express a desire to modify this agreement or terminate the services for future school years while developing the Plan of Operation for that school year. Please note that any changes that may result in a reduction in positions or a recommendation for outsourcing will require approval by the Board of School Trustees. 6. School Guidelines and Responsibilities Responsibilities Schools are responsible for: Submitting all Landscape Maintenance work orders through the online Facility Asset Management Information System (FAMIS). Communicating with the Landscaping and Grounds Department, in a timely manner, about any concerns or safety issues, i.e.; sprinkler line breaks, flooding and runoff, broken limbs, dying grass, upcoming events requiring special attention and concerns of rescheduling visits because of holidays. Decision Making Over the Provision of the Service Schools have the opportunity to assess the needs of their campus and change the function of a certain area (i.e.; school gardens) as long as they comply with the requirements of a site funded project. All approved site funded projects not able to be completed by Landscaping and Grounds should be sent through the Purchasing Department to ensure compliance with NRS statutes. 7. Scope of Work for the Assessment Department Below is the Landscape Maintenance Scope of Service. The seasons listed below are broken down as such: Spring starts March 1, Summer starts June 1, Fall starts September 1, and Winter starts December 1. The boxes with x highlighted in yellow are considered as needed maintenance needs, i.e. grass starts growing early because of warm weather and weekly mowing needs to start May 14. LANDSCAPE CREW: Composed of two members when SPRING SUMMER FALL WINTER fully staffed. Crew schedules visits on a set day weekly, typically two elementary schools and one middle school per day Yearly corrective pruning x x Raking of all shrub beds and disposal of all weeds and debris Perform light general maintenance, clearing plant debris and raking Landscape Maintenance Page 2 of 19 x x x

3 Removal and replacement of dead or dying plant x x x material that has adequate irrigation present Provide weed control (chemical and removal) for unsightly weeds Provide one spring and one late summer lawn x x fertilization Provide pest control, i.e.; bees, ants, possible rodent control Mow weekly x x x Spot mow and mulch leaves x x x Edge lawn areas and weed eat bi weekly with mowing x x x Accomplish work orders desired by school administration and approved by Grounds supervisor Accomplish site funded projects agreed upon by school administration and Grounds supervisor Grounds supervisor performs site inspections and shares with site administration on a quarterly basis x x x HIGH SCHOOL GARDENER: Currently composed of 44 SPRING SUMMER FALL WINTER site based Gardeners Schools hire, evaluate, and supervise site based gardener High School gardeners should be expected to perform same duties as listed above for crews inclusive of lining of sports fields As current practice, site based gardeners report to Grounds regional yards to assist Grounds every other Tuesday Grounds provides training to new hire gardeners Landscaping and Grounds provides mowing service to x x x schools in case of unforeseen absences over two weeks by site gardener Grounds supervisor performs site inspections and shares with site administration on a quarterly basis x x x IRRIGATION TEAM AND TECHNICIANS: Composed of two crew members when fully staffed. Responsible for between 25 to 32 sites including administrative sites Crews visit each site twice monthly, but schedule is determined by site generated work orders and/or preventive maintenance work orders generated by crew supervisor Team responds within two hours to shut down broken mainlines to reduce waste Yearly maintenance expectations: greasing of pumps, raising and straightening of heads, repair of leaks, station by station run through assuring all components working correctly, bubblers buried SPRING SUMMER FALL WINTER Landscape Maintenance Page 3 of 19

5 MOWER SHOP: Composed of a supervisor, one technician, and one assistant technician Maintains Grounds mower fleet and grounds equipment to assist our crews in providing service to all district sites SPRING SUMMER FALL WINTER 8. Budget Detail Please note that in this draft SLA all allocations are estimated based on the 2018 Amended Final Budget. All SLAs will be updated with revised estimates after the development of the 2019 Final Budget. Refer to the attached spreadsheet which indicates the budget allocation per school and the total acreages serviced by CCSD. See Section 11 for allocation by school. Schools will not receive an additional list of charge back services. Any service required outside the scope of service in this Agreement, will be considered a site funded project. Sitefunded projects must be agreed upon by the school principal and the Landscaping and Grounds Department. Additional exclusions include: Any landscaping work in or related to school gardens, except review and finding water mains Removal of healthy plant material not deemed a health hazard Seeding or reseeding of Rye grass on Bermuda grass fields Repair of school based gas equipment Repair of landscaping equipment purchased by the school Landscape Maintenance Page 5 of 19

6 9. Agreement Parameters for Service Level Agreements a. Upon the mutual consent of both parties, this Agreement will take effect immediately. b. This Agreement remains valid until superseded by a revised agreement mutually endorsed by the stakeholders. c. If the parties agree to adjustments to the services provided, adjustments will not go into effect until the following school year, at the earliest. d. Any changes to this agreement or future versions of this agreement that may result in the loss of positions or a recommendation for outsourcing must be presented for approval by the Board of School Trustees. e. The Principal of the school should discuss this agreement and the services provided herein with their School Organizational Team. The purpose of this discussion is to: i. Inform the SOT as to the services being purchased with the school s budget and the expectations for that service. ii. Allow the SOT to provide advice and assistance toward the principal s option to express a desire to modify this agreement or terminate the services for future school years while developing the Plan of Operation for that school year. f. If the principal wishes to modify this agreement or express interest in no longer purchasing this service from the District, the Principal of School should confer with their School Associate Superintendent. g. Please note that any changes that may result in a reduction in positions or a recommendation for outsourcing will require approval by the Board of School Trustees. 10.
