2 January 14, 2014 Anderson County Schools 101 South Main Suite 500 Clinton, TN Director: The department of education released the list of Reward Schools for the school year on August 19, As stated in previous communication with directors, the department would provide directors with the following list of schools in their district: Reward School Cusp List Performance: Defined as schools that were in the top 6 to 10 percent of schools for performance measured by a 1 year success rate. No schools in your district are on this list. Reward School Cusp List Progress: Defined as schools that were in the top 6 to 10 percent of schools for progress based on 1 year TVAAS school composite. District Anderson County School Clinton High School Reward School Exclusion List: a list that identifies schools in your district that would have been Reward Schools, but were excluded from Reward School status because of a gap that was larger than the state median and widening from to for any of the following subgroups: Economically Disadvantaged, Students with Disabilities, English Language Learners, and Black/Hispanic/Native American. 23 Anderson County ADA Oversight Committee Minutes for January 31, 2014 Tour of the New Addition of the Detention Facility. The committee did not meet January 3, as was scheduled, because of the extreme cold. Because the tour of the detention facility was scheduled for January 31 st, we decided to combine this what would have been the February 3 rd meeting. Present for the ADA survey of the detention facility were: Commissioners Jerry Creasey and John Shuey; Law Director Jay Yeager; Sheriff Paul White; Captain Davidson; Architect Jay Henderlight with Michael Brady Inc.; Jerry Coffey, the Anderson County Project Manager; Jerry Devine, Project Manager for Rouse Construction; Jason Cathey, the architect for Rouse Construction; Chris Kord with Rouse Construction, Louise McKown, the chair of the ADA committee; and Leroy Gilliam, member of the ADA committee. We only had slight recommendations for the construction crew. The parking lot has yet to be completed because of the cold weather. The ADA committee will come back to see it later. ADA signs for the public restrooms have yet to be installed. Leroy noted that the weight of the doors were a bit heavy. In bookings, no seating cut outs were available for wheelchair users. The seats have yet to be anchored to the floors, so they may move one of the sets of four chairs to the medical waiting area. One cell in each of the six pods has accessible facilities. But we noted that the lower bunk is really low. We requested that a grab bar be placed near the bed to help someone get up who has weak or arthritis in his legs. Leroy noted that the edge of the bed platform had a sharp edge, but maybe that won t be so noticeable once a mattress is on the bed. The medical unit had a grab bar near the bed and the commode, so they don t have to put a grab bar near the bed in that accessible unit. After the tour, the ADA committee met. Roger Lloyd, Anderson County ADA coordinator, was on vacation. We had hoped to get him to tell us about any progress with the plumbing situation for the Courthouse s second floor restroom renovation. The commodes are too low to meet ADA compliance. If the plumbers get this done before our March meeting, we will request to make a final tour as soon as we can get the group together so the contractors can get paid. Louise noted that she had been in the Courthouse the week of January 23 rd, and the toilets had been removed. Parking signs: Jerry Creasey said that a friend who made signs is no longer in business. Roger will report at the next meeting whether Gary Long will make the signs for free for us, or find out how much he will charge. Mr. Long has been very gracious in the past with making them for free, but Louise suggested that possibly we should not take this for granted on additional signs we need now. 24 Anderson County Fire Commission January 14, 2014 Meeting Minutes Meeting called to order at 6:30pm by Josh Waldo. Members present: Delbert Kennedy (Andersonville), Josh Waldo, Terry Allen, Tony Braden (Clinton), Sam Bailey, Terry Phillips, Darrell Kerley, A.J. Harris, Fletcher Bean (Medford), Robin Biloski, Stephanie Fox, Steve Payne, and Nathan Sweet. Old Business Election of Officers for Chair Person Commissioner Robin Biloski. Motion by Josh Waldo, second by Sam Bailey, motion carried. Vice Chair Person A.J. Harris. Motion by Terry Allen, second by Sam Bailey, motion carried. Secretary Stephanie Fox. Motion by Josh Waldo, second by Darrell Kerley, motion carried. Jay Yeager reviewed the revised truck resolution. 9/16/2013 the revised resolution passed Commission. Under the current version, Andersonville isn t eligible for a truck but should still be eligible for the $20,000 annual contribution. The amount approved for a truck is $229,511.85, which will increase 2.5% each year. Rescue vehicle or other approved apparatus are approved under the resolution. If you have a policy not to respond to mutual aid then you are ineligible. If you go over the approved amount, Anderson County must be listed as an additional lien holder. Departments can charge standby services for athletic events or highly dangerous/special need requests and still be eligible. Fiscal year will start with department 8 Marlow Volunteer Fire Department since Andersonville is ineligible.
25 Josh Waldo asked if department audits would be scheduled. Jay said it would be discretionary, approved, and funded by Board of Commissioners. Five of the 800mhz radios were delivered today. Chief Lucas will have the others ready within a few weeks. There is some additional funding left that will be used to purchase radios for the sheriff s department. Steve Payne confirmed there are still funds available from EMA for the testing of pumps, air packs, ladders, and rescue tools. Must have invoices submitted by May 30, New Business Departments are required to attend 51% of the Fire Commission meetings in order to be eligible for a truck under the truck resolution. Attendance will be kept in detail throughout the year. Nathan Sweet provided some updates from Anderson County EMS. The Advanced EMT level has been rolled out. Current EMT IV level will have until 2016 to take the bridge course, if they don t take the course they will drop back down to an EMT Basic. The bridge course consists of 4 hours online, and 4 hours taught by an IC. ACEMS will schedule this training in the near future, and all departments are welcome to attend. There are no plans to charge for this class. Supplies please let your departments know that we have a new process for ordering supplies, and should no longer take supplies off the ambulances. Please complete the provided supply order forms and submit to Mark Dison. The goal isn t to limit supplies to any department, just to create a more efficient process inservices have been scheduled and are available for all departments to attend. If you have members who wish to attend please notify Bobbi Jo Henderson so we can insure we have adequate space and instructors. Stephane Fox prior to the March meeting with any updates to the department Chief if applicable. Also if there are any members designated to attend on behalf of the Chief please send their contact information to her.
26 Andersonville Clinton Fire Department will be taking over services provided to Anderson County High School. Andersonville requested a letter from Commission relinquishing all liability of anything taking place at the high school. Also requested an updated map showing the new districts and boundaries. Jay Yeager said he would follow up with Andersonville to clarify and provide the requested information. They clarified they don t charge any fees for mutual aid response. Daniel Miller spoke in regards to the audit, firm found nothing improper and the audit has been completed. Sargent Kenny Bradley is now over the dispatch center. He is looking forward to working with all departments and is looking for any feedback on the dispatch center. Department Reports Andersonville They have a Swedish live in who is learning the fire service and operations. Briceville not present Claxton not present Marlow Annual chili supper at Grand Oaks Elementary on Saturday March 15 th 6:00 8:00. Marlow was awarded a grant for 20 new sets of turnout gear, which has already been ordered and placed in service. We have some of the larger stream light box lights and parts if there is a department interested in them please let A.J. Harris know. Medford Chili supper at Clinch River Baptist Church on Saturday February 22 nd 6:00. Rescue Squad Free community CPR class on Saturday February 15 th. Clinton Completing some station renovations. Lake City no report Norris not present Oak Ridge Josh Waldo and the Oak Ridge Fire Prevention Office has been named Tennessee Fire Educators of the Year for Oliver Springs Thanks to Marlow and Oak Ridge for mutual aid assistance on the Oak Cir fire.

EMS Has requested that County Commission put a new CAD system on capital outlay. EMD is going to launch at the beginning of March. EMA There are several classes being offered. ICS 300 is April 2 nd & 3 rd 8:005:00 ICS 400 is April 8 th & 9 th 8:005:00 Weather spotter is February 13 th 6:308:30 Damage assessment team is February 20 th 6:0010:00 Departments aren t required to provide insurance under the Affordable Health Act.
