2 STAFF REPORT TO: FROM: Mayor Gunning and City Council Heather Lunde, Accountant DATE: September 10, 2014 FOR: SUBJECT: September 16, 2014, City Council Meeting July 2014 Tax Collection Reports Summary July 2014 sales tax collections were up 7.44% compared to July Total year-todate 2014 sales tax revenue through July of 2014 has increased 5.6% over 2013 which is above budget projections of 3%. Top twenty vendors outside of Park Meadows Mall showed an increase in July of 17.96%. Year over year, these vendors have increased 13.62% through July. This is being driven somewhat by new vendors that opened late in the year in 2013, however, several of the other top twenty vendors are showing strong year over year increases. Collections of all tax types (sales, use, admissions, lodging) were also up by 7.91% in July 2014 over July Year-to-date, taxes are up for lodging by approximately 15.6%, use tax is down by approximately 3.3%, while admissions tax revenue is also up 8.1% year over year. Park Meadows Mall vendor sales were up in July 2014 compared to July 2013 by 2.27%. Overall the mall is still down year to date 0.40%; however we continue to see this variance go down as the year continues. Top-twenty Mall vendors were up in July by 1.65% and year-to-date are down 1.27%. Some of this decrease is a result of several locations at the mall being currently closed, that are being remodeled and will open later in the year, but that had tenants in the locations last January to March. Budget projections for the mall this year were conservative and assumed zero growth for the mall due to these changes in tenants and build-out time. 3 Background The City s tax department issues monthly collection reports that summarize the total collections for the current month as well as year-to-date comparisons for current year total collections versus prior year total collections. Updates are made yearly to the Top Twenty outside Park Meadows Mall (PMM) and the PMM Top Twenty vendor reports based on tax remittance figures for the prior full calendar year. Mayor and Council receive the following collection reports: Total Yearly Comparison Comparing total sales tax revenue from the current year to the prior year. Top Twenty Vendors (Outside Mall) Top-twenty sales tax vendors located outside of the Park Meadows Mall. Top-twenty vendors were selected by review of total 2013 sales tax remitted. Removed from the Top Twenty reports are Chick-fil-A and Safeway, replaced by Verizon Wireless and Cabela s for Total All Taxes Yearly Comparison Comparing total tax revenue, including sales, use, admission, and lodging taxes, from the current year to the prior year. Park Meadows Mall Total Yearly Comparison Comparison of only the total Park Meadows Mall sales tax revenue from the current year to the prior year. Park Meadows Mall Top Twenty Vendors Top-twenty sales tax vendors located inside the Park Meadows Mall, which is the City s largest single revenue geocode. Top-twenty mall vendors were selected by review of total 2013 sales tax remitted.
