1 Keys for a Successful Dealer Application: Welcome to CIADA, your one stop shop for all of your dealership needs. Enclosed you will find the paperwork for obtaining the bond, joining CIADA and the forms required by the Colorado Auto Industry Division. We hope that you will take advantage of the many benefits we offer, please review the benefits listed on the reverse side of the CIADA Member Application. You may register for the 8 hour Pre Licensing Certification Class by phone. The class is required for first time Used Motor Vehicle Dealers and Wholesalers. We offer the class on Wednesdays from 8am to 5pm for $ Once you have taken the class, you will receive a certificate that will be included in your state application. The class also prepares you for the Mastery Examination given at the end of class. The full text is available at CIADA offers the test between 8:30 am and 1:30 pm Monday through Friday. Please call to verify availability. The Examination Affidavit is valid for one year. To set up your entity with the Secretary of State yourself, go to then go to businesses, trademarks and trade names and then click on file a business document. You may also add a trade name if you wish to the new entity. You will need copies for the dealer application packet. You will need a Federal Employer ID number (EIN) and is the website to obtain it. Then for your Colorado State Sales Tax ID number, you may apply online at cbe You will also need a city sales tax number for the city in which the business is located. As a non-profit trade association, membership is required if you choose to obtain the state required bond through CIADA. Please fill out the bond application enclosed and fax, mail or bring it by the office along with the completed membership application. The Bond premium for the $50, surety bond required to become a dealer is $ and the membership is $ The bond company does a credit check on each owner and approves or denies the bond based on the credit bureau score. Finally, if you would like to bring in your state application packet, we can look through the completed application and advise you if we see any missing or incomplete forms prior to you turning in your application to the state. The Colorado Auto Industry may take 6 to 8 weeks so the more complete your paperwork is, the quicker the process will be. 4 Place of Business Requirements New and Used Motor Vehicle/Powersports Vehicle Dealers Permanent enclosed office large enough to accommodate dealer's office. Books and records stored safely and available for inspection. Electrical service. Adequate sanitary facilities (restrooms). Space to display one or more vehicles. Hours of operation posted and opened at least 3 days per week for a continuous four hours per day between 8 AM and 9 PM. Complies with local zoning requirements. Used exclusively for dealer business (the office, entrance and display area cannot be shared with another business). Powersports are exempt from exclusive use. Property must be owned or leased. Permanent sign in place or a temporary sign in place with a permanent sign ordered. Sign displays licensed name of dealer (dba). Sign's letters are at least 6-inches high. Sign is visible to the major avenue of traffic. The Place of Business Affidavit must be submitted along with four photos showing a full view of the lot and sign from across the street (at least 100 feet displaying the entire building and lot), one close-up photo of the office building and sign, a photo of the restroom, and one photo of the inside of the office. 7 All documents submitted shall be on 8.5 x 11 size paper. Do not submit double sided copies. Do not staple. Do not submit Legal size copies. NOTE: During the background investigation, additional information may be requested/ required. If you would like to authorize the Background Investigator to discuss your application with anyone other than yourself, or other co-applicants, please provide a signed authorization with your application packet. You cannot hold a license issued by the Colorado Motor Vehicle Dealer Board if you have been convicted of a felony within the last 10 years of an Article 3, 4, or 5 of Title 18 of the Colorado Revised Statutes or any crime involving odometer, salvage, motor vehicle title fraud, or the defrauding of a retail consumer in a motor vehicle sale or lease transaction. (See C.R.S (7)(a) and C.R.S (6)(a). Article 3 of Title 18 includes but is not limited to crimes against persons such as murder, assault, kidnapping, sexual assault, custody violation, menacing weapon, vehicular homicide, manslaughter, criminal extortion and enticing a child. Article 4 of Title 18 includes but is not limited to crimes against property, arson, theft, burglary, robbery, criminal mischief over $500, criminal trespass in the 1st degree and unlawful transfer for sale (copyright infringement). Article 5 of Title 18 includes but is not limited to fraud, forgery, criminal possession of a forged instrument or forging instrument, criminal impersonation, fraud by check (over $500), commercial bribery, bribery in sports and equity skimming. Any license issued by the Colorado Motor Vehicle Dealer Board may be denied, suspended, or revoked if a material misstatement is made in an application for a license. A Material Misstatement means any false or misleading statement, omission, or misrepresentation regarding personal identification information, employment history, prior occupational licensing history, criminal background and history, including filings, indictments, municipal, misdemeanor, and/or felony convictions and deferred judgments.
