Mobility Fee Study Brad Thoburn State Transportation Development Administrator Florida Department of Transportation June 9,2010

The Florida Community Renewal Act Senate Bill 360 (2009) the state shall evaluate and consider the implementation of a mobility fee to replace the existing transportation concurrency system. Requires a final joint report on the mobility fee methodology study to implement the mobility fee as a replacement for the existing local government adopted and implemented transportation concurrency management systems.

The Florida Community Renewal Act Problems with the Existing Concurrency Regulations Complex Inequitable Lacks uniformity Too focused on roadways May work against growth management objectives

Mobility Fee Stakeholders Formed by DCA and FDOT Met four times (Aug., Sept., Oct. and Nov.) Presentations on local government alternative approaches used or planned Discussion on key issues: Nature of mobility fee (e.g. funding of transit) Geographic scale for implementation Fee calculation Distribution of mobility fee

Stakeholder Comments Developers: simple and transparent, no duplication of fees, everyone pays Local government: home rule, transit operations, local discretion Regional or countywide scale? Broader context of transportation funding Pilot projects

Joint DCA/FDOT Report Includes: Principles for a mobility fee Legislative options Implementation plan Activities to implement fee Economic analysis Potential costs and benefits

Mobility Fee Principles: Fairness and Funding Transparency and Predictability Countywide Minimum Application Multimodal Planning Promote Compact Mixed Use and Energy Efficient Development Local Government Flexibility

Building Blocks of the Mobility Fee Interlocal Agreements Land use and transportation strategies Mobility Plans Methodology for calculating the fee Methodology for distributing the fee

Interlocal Agreements Single county wide agreement Includes all local governments and transportation providers in the county Interlocal agreement establishes procedures for: establishing project priorities calculating the fee distribution of funds among the partners

Mobility Plans Should support and address multi modal transportation Identify transportation priorities Provide cost basis for the fee Incorporated into local comprehensive plan elements Coordinated with existing plans (i.e. MPO long range plans)

Calculating the Fee Mobility plan provides basis for fee Improvements based or consumption based Credits for local impact fees Site related improvements for safety, access and internal circulation not included in fee calculation

Distributing the Fee Fee collected at permitting Distribution of funds can be made: In proportion to travel demand anticipated by development then spent on plan priorities, or by service areas in order of mutually agreed upon priorities

Legislative Options 1. Require mobility fees statewide by a date certain; 2. Require mobility fees in DULA counties and authorize mobility fees in all other counties; or 3. Authorize mobility fee pilot counties

Local Initiatives Alachua County Broward County Hillsborough County Jacksonville Pasco County Seminole County

Buckle up QUESTIONS?

How did we get here?

How did we get here? MOBILITY FEES How did we get here? ULI Report (2008): The County should conduct long-range concurrency studies for each of the five market areas linked to a defined concurrency fee schedule specific to
