Recommendation: The City Manager recommends the adoption of: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHICO AUTHORIZING PAYING AND REPORTING THE VALUE OF EMPLOYER PAID MEMBER CONTRIBUTIONS TO THE PUBLIC EMPLOYEES RETIREMENT SYSTEM (PERS)AS SPECIAL COMPENSATION FOR CHICO EMPLOYEES' ASSOCIATION RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHICO AUTHORIZING PAYING AND REPORTING THE VALUE OF EMPLOYER PAID MEMBER CONTRIBUTIONS TO THE PUBLIC EMPLOYEES RETIREMENT SYSTEM (PERS) AS SPECIAL COMPENSATION FOR SERVICE EMPLOYEES INTERNATIONAL UNION, TRADES & CRAFTS UNIT RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHICO AUTHORIZING PAYING AND REPORTING THE VALUE OF EMPLOYER PAID MEMBER CONTRIBUTIONS TO THE PUBLIC EMPLOYEES RETIREMENT SYSTEM (PERS)AS SPECIAL COMPENSATION FOR STATIONARY ENGINEERS, LOCAL 39 BACKGROUND: As a result of recent contract negotiations with Chico Employees' Association; Service Employees International Union, Trades and Crafts Unit; and Stationary Engineers, Local 39, the parties have reached agreement to enter into a new contract, which includes adjustments to the amounts currently reported as EPMC with Special Compensation (Government Code 20636c). FISCAL IMPACT: The fiscal impact of EPMC with Special Compensation for these bargaining units is included in the FY Annual Budget and was included in the fiscal impact for the recently concluded negotiations. 3 1 RESOLUTION NO. _ 2 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHICO AUTHORIZING PAYING AND REPORTING THE VALUE OF EMPLOYER PAID MEMBER 3 CONTRIBUTIONS TO THE PUBLIC EMPLOYEES RETIREMENT SYSTEM (PERS) AS SPECIAL COMPENSATION FOR CHICO EMPLOYEES' ASSOCIATION 4 5 WHEREAS, the governing body of the City of Chico has the authority to implement 6 Government Code Section 20636(c)(4) pursuant to Section 20691; 7 WHEREAS, the governing body ofthe City ofchico has a written labor policy or agreement 8 which specifically provides for the normal member contributions to be paid by the employer, and 9 reported as additional compensation; 10 WHEREAS, one of the steps in the procedures to implement Section is the adoption 11 by the City ofchico ofa Resolution to commence paying and reporting the value ofsaid Employer 12 Paid Member Contribution (EPMC); 13 WHEREAS, the governing body ofthe City ofchico has identified the following conditions 14 for the purpose ofits election to pay EPMC; This benefit shall apply to all employees ofthe Chico Employees' Association This benefit shall consist of paying zero percent (0%) of the normal contributions as 17 EPMC, and reporting ofcompensationearnable (excludinggovernment Code Section 20636(c)(4)), 18 as additional compensation The effective date ofthis Resolution shall be April 16, NOW, THEREFORE,BE IT RESOLVED thatthegoverningbodyofthe City ofchico elects 21 to pay and report the value ofepmc, as set forth above S:'R~oluliOIl5\Archi\'cEPMC PERSResolution CEA.wpd Page 1 of2 L-AGR-12-11
