RECOMMENDATION: Adopt Resolution, Approve and Authorize Mayor to Execute Agreement. BACKGROUND: This item is to approve application and acceptance of a Federal Aviation Administration (FAA) grant, if offered, to complete an environmental study to clean and enlarge the Airport's west drainage ditch. ISSUE AND DISCUSSION: Cleaning and enlarging West Drainage Ditch is required to increase the drainage system capacity for airfield drainage to its original capacity by removing most vegetation, obstructions and sediment. An Environmental Assessment (EA) is necessary to meet the National Environmental Policy Act (NEPA) as required by the FAA. A California Environmental Quality Act (CEQA) document will also be completed as required by the State of California. The West Drainage Ditch runs from the very south end of the airport to the very north end of the airport and lies between the ramp area and Taxiway Alpha. The south end of the ditch requires less vegetation and sediment removal than the north end where a considerable amount of sediment and vegetation have rested due to the slope of the ditch. The large amount of sediment has led to an abundance of vegetation which attracts wildlife that is dangerous to aircraft operations. This environmental project is expected to take approximately 18 months to complete due to the FAA approval process.

If approved by the FAA, the funding would be as follows: FAA Share of 90% City Share of 10% Total $161,550 $ 17,950 $179,500 Upon completion of the environmental documents, staff will return to the City Council with a request to fund the sediment removal project - design and construction. Currently the estimated cost of the project is $430,000 of which the City will be responsible for a 10% match. CITY COUNCIL WORKPLAN: The above project meets multiple strategic goals that the City Council has in place such as Economic Development, Public Trust and Accountability and Partnership Development. This project will improve the life, usefulness and safety of one of the City's most important assets as well as improving public safety. FINANCIAL AND/OR POLICY IMPLICATIONS: Funds for this project are not included in the Airport's 2015/2016 FY budget therefore; additional budget is requested to be appropriated from the General Fund reserve in the amount of $17,950 along with the FAA grant of $161,550 to be appropriated as follows: FAA Grant $ City Match $17,950 Project Cost $179,500 By: Sherry Miller, Airport Director on, Assistant City Manager Attachment 1 - Resolution

4 CITY OF SOUTH LAKE TAHOE RESOLUTION NO Resolution to Apply and Accept a Federal Aviation Administration (FAA) Grant, if Offered, for $161,550 to Conduct an Environmental Study for Enlarge West Drainage Ditch and Appropriate $17,950 from Available General Fund Reserves for the City Match and Amend the Adopted 2015/2016 Fiscal Year Budget. WHEREAS, the City of South Lake Tahoe desires to continue improving the infrastructure of Lake Tahoe Airport to improve emergency access, safety and efficiency and; WHEREAS, the City of South Lake Tahoe desires to continue to comply with Federal Aviation Administration (FAA) Grant Assurances, Orders and Directives and; WHEREAS, a grant application will be submitted for Clean and Enlarge West Drainage Ditch and; WHEREAS, in order for FAA to enter into a grant agreement with the City of South Lake Tahoe, the City Council must give the City Mayor or his designee the authority to enter into a grant agreement and; WHEREAS, it is necessary to amend the Airport Division Fiscal Year 2015/2016 budget to accept grant funds not to exceed $161,550 for Clean and Enlarge West Drainage Ditch and; WHEREAS, the FY 2013/2014 budget does not include funds for this expenditure, it requires an appropriation of funds from General Fund Unassigned Excess Reserves in the amount of $17,950; Continued
