1 CONSENT CALENDAR Agenda Item No.: 7g CC Mtg.: 04/12/2016 DATE: TO: FROM: SUBJECT: April 12,2016 Mayor and City Council Members Public Works/Utilities Department RESOLUTION NO A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT NO. 2 TO THE AGREEMENT (CONTRACT NO ) WITH KENNEDY/JENKS CONSULTANTS FOR ENGINEERING SERVICES FOR THE WILLOW HILL PIPELINE REHABILITATION PROJECT BACKGROUND / ISSUE The City is currently participating in regional planning through the Regional Water Authority (RWA) for long-term water supply needs in the Folsom Water Service Area. In 2009, Folsom began working to assess ways to increase efficiencies in our water delivery systems and, more specifically, to develop a program that would comply with the requiiements of the Sacramento-San Joaquin Delta Reform Act of 2009 (SBX7). SBX7 requires a reduction of statewide average per capita daily water consumption by 20% by December 31, 2020, and requires "all water suppliers to increase the efficiency of this essential resource" (CWC Section (a)). Based on SBX7, the City of Folsom must assess, present and propose future measures, programs, and policies to achieve water use reduction of 20% per capita. Consequently, the City has launched its water conservation program and a Leak Detection and Repair Program that, combined, will allow the City to comply with SBX7. Through the City's System Optimization and Review (SOR) Program, staff identified a leak detection and repair program. Through this program, the City has identified that the Willow Hill Pipe requires rehabilitation to fix existing leaks. This system diverts raw surface water from the Folsom Dam-Water Treatment Plant delivery system and conveys this raw water through 22,000 lineal feet of pipe to the Willow Hill Reservoir to serve Aerojet's non-potable industrial needs. The City applied for and received a $1.94 million grant from the Department of Water Resources (DWR) for the Willow Hill Pipeline Rehabilitation Project. This grant program is for the implementation and construction of integrated water resource management (1RWM) projects that will make more efficient use of existing water supplies in California. During the pre-design phase, City Staff evaluated various rehabilitation alternatives and construction methods prior to moving forward with the design phase. During the pre-design, the alignment was divided into four sections, see Attachment 2. Sections 1 & 2 were easily accessible with a CCTV camera to determine the conditions of the pipeline, where Section 3 & 4 had no access points. The 1 Staff Report Page No. 1 of 7
2 evaluation of these four sections lead to a final Pre-Design Report that recommended a two phase project. The two phases of construction include: 1. Phase 1 Construction This phase included cleaning and assessing Section 1, lining Section 2 and providing access points for Section 3 & 4. (Completed Spring 2016) 2. Phase 2 Construction This phase includes the lining of Sections 1, Section 3 and Section 4. This resolution will authorize the City Manager to execute Amendment No. 2 to the Agreement (Contract No ) with Kermedy/Jenks Consultants for engineering services for the Willow Hill Pipeline Rehabilitation Project for the not to exceed amount of $17,535. POLICY/RULE In accordance with Chapter 2.36 of the Folsom Municipal Code, contracts valued at $54,883 or greater shall be awarded by the City Council. ANALYSIS Previously, the City Council authorized the City Manager to execute and original agreement and Amendment No. 1 with Kennedy/Jenks, under Resolution No and 9325, for the Willow Hill Pipeline Rehabilitation Project. This amendment provides additional funding for design costs that weren't anticipated under Amendment No. 1. Additional design costs include: > Providing a detail for demo of the existing vault piping, valving and appurtenances to house the in-line water flow meter and motor operated valve (MOV) > Addition of an in-line water flow meter and MOV, and modifications to an existing vault to house the meter and MOV. This includes developing a cost alternative analysis to determine the location of the meter and MOV, and added design drawing details and specifications for the new MOV and mag meter. > Revise the open cut trench plan and profile drawings due to the required pipeline realignment to the existing vault. > Develop additional design detail for slip lining, with a new 24-inch pipeline through the existing 42-inch diameter welded steel pipe into the existing vault > Provide additional details for reuse of existing 18-inch diameter water as a casing for electrical conduits. > Provide additional project management for the added technical design described above, including QA/QC and overseeing and directing the staff to complete the work. This resolution provides the funds for Kennedy/Jenks to finalize the design for the Willow Hill Pipeline Rehabilitation Project in the amount of $17,535 for a total contract amount not-to-exceed of $727,535. 3 FINANCIAL IMPACT The cost for this agreement will be fully reimbursed through CFD 17 and the Folsom Plan Area landowners group. This project is included in the FY 16 Capital Improvement Plan with sufficient funds budgeted and available for this amendment in the amount of $17,535 for a total contract amount not-to-exceed of $727,535. ENVIRONMENTAL REVIEW Pursuant to the California Environmental Quality Act (CEQA), the City is required to prepare the environmental documentation for the proposed Willow Hill Pipeline Rehabilitation Project. The required environmental review is covered under Resolution ATTACHMENT I. Resolution No A Resolution Authorizing the City Manager to execute an Amendment No. 2 to the Agreement (Contract No ) with Kennedy/Jenks Consultants for the Engineering Services for the Willow Hill Pipeline Rehabilitation Project. 2. Project Location Map RECOMMENDATION/ CITY COUNCIL ACTION The Environmental and Water Resources Department recommends that the City Council pass and adopt Resolution No A Resolution Authorizing the City Manager to execute Amendment No. 2 to the Agreement (Contract No ) with Kennedy/Jenks Consultants for engineering services for the Willow Hill Pipeline Rehabilitation Project.
