1 November 26, 2018 RE: RFP ITEM: Mobile Ticketing System RFB: Closes: December 4, 2018, 4:00 PM MDT ADDENDUM #1 Questions and Answers Addendum #1 for Valley Ride/Valley Regional Transit Request for Proposal (RFP , Mobile Ticketing System) is hereby made part of the project requirements and contract documents for the referenced project. Please note, failure to acknowledge this Addendum does not relieve you from fulfilling the Addendum requirements. The following questions have been addressed and are now part of the procurement process: 1. Is there a preference on type of validation that is prepared? To start out with, we are most likely going to use visual validation. In time, we would like to move to a process that would not involve the driver. We would like proposers to outline different methods and include different solutions. 2. Is the farebox data provided in the RFP from calendar year or fiscal year? It is from our fiscal year 2018: Oct Sept 30, Please could you provide a breakdown of tickets sold by type? One Day Adult - 276,432 One Day Student/Senior/Disabled 3,661 One Day Universal Adult 351 One Day Universal Student/Senior/Disabled 45 $12 Stored Value Card 1349 $24 Stored Value Card Day Adult Day Adult Employer Day Student/Senior/Disabled Day Universal Adult 196

2 31 Day Employer Universal Pass Day Student/Senior/Disabled Universal Month Adult Local Month Employer Local 71 3 Month Student/Senior/Disabled Month Adult Universal 36 3 Month Employer Universal 23 3 Month Student/Senior/Disabled Universal Month Local Month Universal Please could you define what you would define as success leading to an extension beyond the initial 12 months? At a minimum a successful pilot would demonstrate a seamless/automated integration with current ridership systems, positive rider perception, and a reduction in the amount of cash collected on the bus. Ideally, the pilot will also result in increased in fare revenue, reduced dwell times at stops, reduced use of paper/plastic media (and their associated costs both in production and management), a clear path toward integration with other transportation options (Lyft, Uber, Bike Share, Scooters etc.), a clear path toward expanding use of mobile ticketing to employer and other types of fare contracts. 5. Does VRT have a budget to deploy mobile ticketing? If yes, could VRT make that figure available to bidders? No specific budget for mobile ticketing has been identified. 6. Please identify the number and type of vehicles in your fixed route fleet. 57 buses, which consist of full size buses Gillig, and New Flyers and cutaways El Dorado Aerotech, and Ford E The Minimum Service Standards (beginning on page 4) include a requirement to support reloadable tokens. Please provide a definition for this term. A reloadable token would be the same as a reloadable smart card or similar fare media. 8. Please confirm if VRT has an operating cellular modem on its fixed route buses. 9. Yes. 10. If confirmed, please provide: The make and model of the modem Yes. Cradle Point IBR 1100 s

3 A confirmation that the modem and its data plan may be used by the new Mobile Ticketing System Yes, the modem and data plan can be used. A confirmation that there is at least one open Ethernet port available on the modem for use by the new Mobile Ticketing System Port availability vary by bus and additional switch may be required for connectivity. A brief description of the current data plan associated with the modem including, at a minimum, the cellular network provider and number of megabytes or gigabytes of data transfers allowed monthly. Data plans are unlimited, plans are in place to separate rider data usage and bus systems The type and location of the antenna(s) attached to the modem.- Modems have both 3G and 4G antennas, location varies by bus. Some buses have roof mount antennas and others received connectivity inside of modem housing. *Some routes have intermittent connectivity depending on area. 11. The instructions for submission of a price proposal (page 6) requires bidders to propose pricing for a one-year period. Please confirm if proposed agreement will be for one year and if pricing should include options for future renewals The proposed agreement will be for a one year pilot, but pricing should include options for future renewals. 12.
