By separate letter that includes a reference to this solicitation and amendment number. 2 Tab F Solicitation LRTA , Provide the following information: 1. Stanchion/grab rail layout for the Proposal Trolley Buses. 2. The passenger seats shall be natural or faux oak slat and cast aluminum design, and shall meet flammability requirements of FMVSS-302. Sample slats material shall be submitted with the proposal. 3. A completed seating layout for review by Lowcountry Regional Transportation Authority. The layout shall include all seat dimensions, hip to knee space, wheelchair maneuvering dimensions, modesty panels, grab rails and stanchions. 4. A seating layout with the maximum forward facing seating. 5. A plan including layout drawing for entry, maneuvering, parking, and exiting of wheelchair passengers. 6. Wheelchair tie-down specifications of the equipment to be furnished for LRTA. 7. State if your firm s access ramp installation meets the 6 to 1 ramp angle, and provide documentation that illustrates the access ramp installation and ramp angles when deployed. 8. State all assumptions made in determining the cost of the Radio system wiring. Motorola will do installation. 9. State all assumptions made in determining the cost of the Apollo Video on-board video surveillance system and wiring. 10. Copy of the Test Report prepared for the bus model proposed. 11. It is understood that warranty work on major components where the base warranty is provided by others (e.g., Cummins, Voith, Allison) will be performed at locations outside of LRTA facilities. Include discussion of how this type of work will be performed and disabled vehicles moved to and from outside shop facilities. 12. Engine warranty details. 13. 3 XXI. EVALUATION CRITERIA Solicitation LRTA , A. Technical Merit (65 points) i. Product Design and Performance. (35 Points) The Contractor shall provide vehicle construction and system design, as well as documented reliability and other design and performance elements of the components which comprise those systems. At a minimum, test results, safety and maintenance factors, and cost of normal operation for the bus design and system components shall be provided. ii. Relevant Work Experience and Capabilities. (30 Points) 1. The Contractor shall submit a listing of work experience for projects similar in scope and nature to the work described in the Scope of Work. A minimum of three (3) projects shall be submitted and include a description of the work, project value, value of the work performed by the Contractor, and work duration and dates. 2. The Contractor shall provide a general description of the company, including annual revenue, facilities location, number of permanent and part-time employees, and current and project workload. This description is intended to provide information to LRTA to evaluate the capability and capacity of the Contractor to perform the work. LRTA may conduct a site-visit of the Contractor s facility during the evaluation process. 3. The Contractor shall provide overall organizational and financial capabilities and other key components to include organizational reporting structure, quality control, quality assurance, research and development, technical training and parts support, response time, product capabilities, and the ability to furnish multiple bus configurations. iii. Price (35 Points) The price for each offeror will be compared against the values assigned the various elements of the technical proposal. The evaluators will determine whether additional technical merit in a proposal justifies a higher price. The objective of this process is to obtain the best available combination of technical capability and price. (End of Clause) XXII. EVALUATION PROCESS This solicitation is a Request for Proposals. Proposals shall be evaluated by Lowcountry Regional Transit Authority staff. Selection shall be made of the offeror(s) deemed to be most fully qualified and best suited among those submitting proposals, on the basis of the 13a

4 Evaluation Criteria listed above. Negotiations shall be conducted with the selected offeror(s) and an award shall be made to the offeror(s) that has made the best proposal. An initial evaluation will be made of all proposals by the evaluation committee. Based on this evaluation offerors may (1) be determined, that one proposal is clearly superior to all others; determine that the price of that proposal is fair and reasonable; and recommend that LRTA accept that proposal without discussions; (2) determine that no proposals are capable of meeting LRTA s needs and recommend cancellation of the solicitation; or (3) determine which firms, based upon the initial proposals received, are capable of meeting LRTA s requirements at prices capable of being determined fair and reasonable after negotiations. Following the initial evaluation, offerors may be requested to submit additional information in writing, by telephone or by a meeting with the evaluation committee. LRTA shall engage in individual discussions with two or more Offerors deemed fully qualified, responsible, and suitable on the basis of initial responses and with emphasis on professional competence, to provide the required services. Repetitive informal discussions shall be permissible. Such Offerors shall be encouraged to elaborate on their qualifications and performance data or staff expertise pertinent to the proposed project. At the discussion stage, LRTA will enter negotiations based on the Offerors Technical Proposal and Fee Schedule shall be discussed and considered along with the other Evaluation Criteria contained in the Request for Proposal (RFP). At the conclusion of formal interviews, on the basis of evaluation factors published in the Request for Proposals and all information developed in the selection process to this point, LRTA shall select, in the order of preference, two or more Offerors whose professional qualifications and proposed services are deemed most meritorious. Negotiations may then be conducted with each of the Offerors so selected. After negotiations have been conducted with each of the selected Offerors, LRTA will select the Offeror which, in its sole opinion, has made the best proposal. At the end of the evaluation/negotiation process, the Purchasing Coordinator shall request all offerors still under consideration for award, to submit a Best and Final Offer. Written confirmation shall be obtained from the successful Offeror on any modifications of the original proposal. If a contract satisfactory and advantageous to LRTA can be negotiated at a price considered fair and reasonable, the award shall be made to that Offeror. If a contract cannot be negotiated with the Offeror so selected, LRTA may re-open negotiations with next most qualified Offeror, and so on, until a contract satisfactory and advantageous to LRTA has been negotiated. LRTA reserves the right to reject any and all proposals without explanation. Price shall be considered, but need not be the sole determining factor. After negotiations have been conducted with each Offeror so selected, LRTA shall select the Offeror that, in its opinion, has made the best proposal, and shall award the contract to that Offeror. 13b

5 Oral presentations may be required. The oral presentation should utilize a visual methodology such as Power Point or overhead slides and include printed copies for the evaluators. No cost/price information shall be included in the presentation. The purpose of the presentation is to provide clarifications and to respond to any questions or concerns regarding the proposal raised by the evaluators. The presentation itself is not an evaluation factor; however, any clarifications, discussions, or changes to a proposal requested as a result of the presentation shall be made in writing and will thereafter be considered in the evaluation. A demonstration of vehicle may be required. Vehicle shall be available within the state of Virginia or North Carolina so that LRTA may conduct a site-visit to see the operation of the vehicle by another transportation service provider or visit the Contractor s facility during the evaluation process. may cancel this Request for Proposals or reject proposals at any time prior to an award, and is not required to furnish a statement of the reason why a particular proposal was not deemed to be the most advantageous. General These specifications cover requirements for Low Floor Trolley Bus which are to be used for transit service operations in the general environmental and climatic conditions prevailing throughout the Hilton Head, Bluffton South Carolina service area. The trolleys procured shall comply with standards for Small heavy-duty transit buses 30' 10 years/350,000 miles classified under FTA Circular D The trolley bus shall be fully compliant with the applicable requirements of the Americans with Disabilities Act (ADA) and any revisions published by the Architectural and Transportation Barriers Compliance Board or the Federal Transit Administration (FTA) for fixed route operations. Where these specifications exceed the requirements of ADA, the specification requirement shall apply. IV. Conformity a. All Contractors must conform to these specifications and the product they furnish shall be of first class quality and the workmanship shall be the best obtainable in various trades. b. The design of the body, chassis, and equipment the Contractor furnishes shall be of the latest design and model so as to produce a vehicle of substantial and durable construction in all respects. c. No advantage shall be taken by the Contractor in the omission of any part or detail which is required to make the trolley bus fully serviceable and durable operational vehicles in all respects even though such parts or detail are not mentioned in these specifications. d. All units or parts not specified shall be manufacturer s standard units. In all cases, material and dimensions must be furnished as specified, but if the term, "approved equal" is used, LRTA s Project Manager must approve any materials, equipment, or dimensions substituted for those specified. e. The vehicle and all related equipment provided under this Contract shall meet all applicable State and Federal laws, vehicle codes, regulations, and standards. Pg 16

XXX.VI WIFI The Trolleys procured hereunder shall have WIFI capabilities installed. The WIFI system shall provide a broadband package providing each trolley vehicle with 5GB of broadband capacity, which includes a bridge to cellular service. To ensure connectivity throughout the LRTA service area. This prescribed WIFI capability shall be compatible with Verizon Networks Cellar/WIFI systems which provides full cellular/data service throughout the LRTA service area. This system shall be configurable by LRTA to restrict access and speed if desired. XXX.VII Real time GPS locators, Passenger counting and Passenger Smart Phone Application for Real time passenger Bus Arrival information a. A system that tracks vehicles in real-time from GPS data and provides arrival predictions and transit information on the web, through an open API, and with the Rider app on Android and ios devices free of charge. b. A Rider app shall compatible for use on both Android and Apple devices. c. The system shall provide access to the LRTA s system maps through a mobilefriendly webpage for interactive real time use of the agency and its passengers. d. Provide anonymous survey data to LRTA about how passengers use the LRTA system to get around. Passengers contributing totally anonymous data shall be optional and may be disabled at any time from the settings menu in the app without negative affect to the passenger real time application. e. Both the Android and ios versions of the passenger application shall use protocols for location-aware apps, provided by Google and Apple, to collect location data with minimal impact on battery life. Location data shall be enabled by default. Both apps is configurable to be used with location data completely disabled. END OF SCOPE OF WORK Pg. 93
