7 Provide overview of the solicitation package, clarify contractual concerns and address technical requirements. DART will attempt to identify potential problems prior to the bid due date.

8 Sign the attendance sheet. Provide the point of contact s telephone number and address. You must register as a DART vendor in the Vendor Business Center to receive a copy of the solicitation package. If your firm is not registered, you will not receive critical information, such as amendments. Questions, answers, statements made during this conference shall not change or modify the solicitation unless they are provided in writing and issued in an amendment to the solicitation.

9 During this Pre-Bid Conference we will attempt to answer all questions, however questions that need more research will be answered in an amendment to the solicitation. If you want your questions from this Pre-Bid Conference to be apart of the solicitation, submit your questions on Exhibit O to Reginald Valentine in writing. Reference the Exhibit/Paragraph/Page Number when submitting questions concerning the solicitation. Deadline for submission of questions will be Tuesday, April 10, 2012.

11 NorthwestTransit Building Roof Replacement Project The removal of the existing ballasted Ethylene Propylene Diene Monomer (EPMD) Roof System and replacement with approximately 11,500 square feet new roofing system. The NWBOF Transportation Building is located at 2424 Webb Chapel Ext, Dallas Texas, 75202, which was constructed in All work shall be completed within one hundred twenty (120) calendar days from issuance of the Notice to Proceed (NTP). All removed construction material shall properly dispose of at a DART approved offsite disposal location

12 The Contractor shall provide all the materials, equipment, and labor to complete work associated with this project with minimal disruption to the daily operating activities of the facility. (The Facility serves as the Bus Dispatch Center). The contractor will also be required to: Erect, and maintain warning signs, construction fence, and barricades for the protection of other contractors, DART personnel, DART property and parking facilities. Erect fencing and other devices to prevent entry into the worksite or staging area for the project and/or storage areas by unauthorized personnel. Provide protective devices in accordance with local codes, OSHA and regulations of jurisdictional agencies. Install a temporary canopy system over the entry doors to the parking area.

13 One (1) existing Evaporator system (equipment #AW-T1) shall be disconnected and removed from the roof. Contractor shall install new-scheduled 40 black steel gas piping and regulator conforming to ASTM A53 Comply with City of Dallas local building codes, OSHA, IBC and DART safety requirements and standards as stated in section 1.0.D within this SOW. Obtain all necessary permits and final City of Dallas Inspections required to complete renovations.

14 Acceptable Manufacturers and Systems Firestone Building Products Company Manville Corporation Owens Corning Carlise Tire and Rubber Company GlenFlex Roofing Systems Or approved equals The new roofing system and component materials shall have been evaluated by Factory Mutual System for fire spread, wind up-lift, and hail damage and are listed in Factory Mutual approved Guide for Class I construction. Membrane Building Adhesive shall be compatible with membrane and formulated to withstand a minimum of sixty (60) psf uplift force.

15 Roofing manufacturer representative shall complete weekly inspections of the roofing system installation to verify and document the new roof system is being completed as outlined per manufacturer written recommendations. Manufacturer shall provide qualified technical representative on site at the start-up of the roofing installation to ensure that the installer s workmen are properly trained and that manufacturer s instructions are being followed. The manufacturer s representative shall make at least two (2) interim inspections to ensure good quality control. Upon completion of the installation, the manufacturer s representative shall make a final inspection and issue the specified roofing warranty. Submit written certification that installation has been completed in accordance with manufacturer s recommendation and that punch list items have been completed.

16 Provide a maximum thermal resistance (R-Value) of 20 F A walkway shall be placed from the foot of the roof hatch and ladder to all HVAC equipment (Approximately x 36 x ½ spaced 6 apart) All material shall be from a single source A pre-construction meeting shall be held a minimum two (2) weeks prior to the start of the new roofing system project at a location provided by DART.

17 Warranty A total system warranty shall be provided, which includes the roofing membrane, base flashings, roofing accessories, roof insulation fasteners and other components of membrane roofing system the warranty period shall be for fifteen (15) years from date of Final Acceptance. Membrane material warranty includes membrane deterioration to point of failure due to weathering. The warranty period shall be for twenty (20) years from date of Final Acceptance. Manufacturers shall warrant roofing material free from defects and workmanship for one (1) year from the date of final acceptance. The Contractor shall meet with DART to complete an inspection a minimum of ninety (90) days prior to the end of warranty.

18 Critical Contractor Deliveries Signed Bonds within ten (10) calendar days after Notice to Proceed (NTP) has been issued Preliminary Work Plan and Preliminary Schedule within ten (10) days after NTP. As-built shop drawing showing roof configuration, sheet layout, seam locations, details at perimeter and special conditions thirty (30) days prior to starting installation of roofing system Product data, MSDS information and other information about materials or products to be utilized for this scope for approval, within ten (10) calendar days prior to delivery of construction material to the project site Written certification signed by the roofing material s manufacturer or its authorized representative, ten (10) days prior to final acceptance A minimum of three (3) closeout manuals fourteen (14) calendar days prior to final acceptance and release of final payment.

21 Insurance General Liability - $5MM per occurrence, including Completed Operations coverage. Coverage shall be primary and non-contributory. Automobile Liability - $1MM per occurrence including Hired & Non-Owned coverage. Workers Compensation Statutory Benefits and $500,000 Employers Liability. Employer Indemnity type policies will NOT be accepted. Required from Prime & Subcontractors working on site. Builders Risk Insurance DART needs to be listed as an additional insured and provided a waiver of subrogation. Copies of endorsements are required. Certificate alone is not sufficient. Only the successful offeror will be required to submit evidence of insurance.
