1 EuropeAid Financial Contributions to the World Bank Group in 2005 AIDCO F4-19 September 2005
2 EuropeAid financial contributions to the World Bank Group in Methodology These statistics provide two sets of data: signed contracts and payments made. 1.1 For signed contracts the source is the Information System used by EuropeAid (*). The data here presented consist of the list of contracts awarded in 2005 (**) and include the Information Systems' reference to facilitate retrieving additional information. This section is completed by a piechart showing the geographical share(***) of 2005 contracts and two graphs showing annual amount of contracts since 1999, one with HIPC(****) and the other one without. 1.2 The source for payments is the World Bank Trust Fund Accounting Department. A table shows payments during period for each trust fund. A graph resumes annual payments since 1997 with and without HIPC. 2 General overview EuropeAid financial cooperation with the World Bank started in 1997 but it was only after the signature of the Framework Agreement in November 2001 that it grew steadily from just under 2 million in 2000 and less than 60 million in 2001 to the annual amount of about 450 million during the last three years. 2.1 More than half of EuropeAid/WB cooperation concerned three global initiatives: - HIPC: $ million - Global Fund to fight Aids, Tuberculosis & Malaria: $ million - Agricultural research (CGIAR): $ million. 2.2 In the last three years about half of EuropeAid/WB cooperation concerned reconstruction in post-conflict or post-catastrophe situations (principally Iraq, Afghanistan, post-tsunami assistance and support for the Palestinians), while commitments for global initiatives have been less than 15%. 2.3 This trend from global initiatives to reconstruction was confirmed also in Of the million contracted in 2005 only 81.6 million was for public goods (Fight against Tuberculoses, Aids and Malaria; Agricultural Research) while the rest was for post-conflict or post-catastrophe situations such as food in Sub-Saharan Africa ( 104,2 million), Tsunami rehabilitation ( 81.5 ), Afghanistan reconstruction ( 70 million). (*) OLAS for programmes funded out of the European Development Fund (to ACP countries, ie : Sub- Saharian Africa, Caribbean and Pacific and CRIS for programmes funded out of the general Commission budget (to the remaining countries). (**) signed by both EuropeAid and the World Bank between 1 January and 31 December. (***) In accordance with Aidco Annual Report, this geographical share follows the geographic and thematic budget lines. (****) Highly Indebted Poor Countries, by far the largest single EuropeAid contribution.
