5 Content of discussion 1 1. J. Peter Burgess (INEX Coordinator) thanked the participants for the great effort prior and throughout the Midterm Conference, which was held on 29 October He welcomed the participants to the Management Committee Meeting. (MCM) In particular, he welcomed and introduced Julien Giordani who was attending the meeting from the EU Commission. Although not having a formal part to the meeting, Giordani was granted the right to address the MCM. 2. No issues were added to the agenda. 3. Burgess reiterated that the MCM was an informal preparation session for the upcoming EU Commission evaluation later that day. 4. Giordani introduced himself, his job and role within the INEX Project and the EU Commission. He stated that his first impression had been that the INEX Project was well on track, and further, that he saw it as a common objective for the partners and the EU Commission to accomplish the goals and deliverables as laid out in Annex I: Description of Work. Moreover, he noted that the EU Commission sought to work to find solutions together with the partners of the INEX Project to ensure the best possible transition of the project. 5. Concerning last year s activities, WP1 stated that the work had been according to anticipated goals and deadlines, and that there had been no changes to the WP s staff and administration. Additionally, Julien Jeandesboz reported that deliverable D.1.3, which was due in August 2009 (M17), would be delayed until November 2009 (M20). This delay had already been clarified with both the Project coordinator (PRIO) and the EU Commission. 6. WP2 told the MCM that there had been no changes to the WP in terms of staff, but that Gloria González Fuster would be on maternity leave from December 2009 (M21) to May 2010 (M26). González Fuster reported that there had been no major delays of their deliverables so far, and that they were happy with the results of their submitted work. 7. WP3 noted that two post-doctoral researchers had been hired to work with the INEX Project namely Matteo Tondini and Isabelle Ioannides. Moreover, Monica den Boer informed the MCM that there had been some issues regarding funding and distribution of financial resources internally at the University. The University regulations stated that 10% of the received financial contributions from the EU Commission should be deducted and go to the University administration. As a result, WP3 would have to reconsider the positions of the research assistant and some of the researchers. However, this issue was currently under negotiation 1 Please, find agenda attached. 5

6 with the University Administration. Additionally, Matteo Tondini notified the MCM that there had been no delays to the work of WP3 so far, and that no delays were foreseen in the near future. 8. Furthermore, WP4 informed that Stephan Davidshofer had left the WP earlier this year after finishing the WP s first deliverable, D.4.1. This had resulted in a delay of deliverable D.4.2, which was due in July 2009 (M16). However, the delay had already been notified and clarified with the EU Commission. Burgess explained that Eva Gross had been hired as a consultant to finish the last of WP4 s deliverables. Deliverable D.4.2 was foreseen to be submitted in early WP5 reported that Kerry Longhurst had been on maternity leave for parts of 2009, but that she was now back to work full-time. The maternity leave had resulted in a delay of WP5 s deliverables, D.5.1 due in April 2009 (M13) and D.5.5 due in September 2009 (M18). The delays had been reported to the Project Coordinator and the EU Commission, and both deliverables were foreseen to be submitted within the current reporting period. 10. In regards to WP6, it was informed that there had been no changes to the staff so far. However, Eduard Soler notified the MCM that he would be working for the Spanish Ministry of Foreign Affairs during the Spanish EU Presidency of the EU. This would, however, have no effect on his work in the INEX Project. 11. WP8 noted that they consisted of the same team as at the start of the INEX Project in Moreover, WP8 would be looking to collaborate with WP2 in the organisation of a series of lunch time meetings. 12. On the issue of the policy briefs, Burgess reiterated the text from Annex I: Description of Work where it is stated that each WP is required to provide two policy briefs per year throughout the Project. Moreover, Massimo Merlino referred to the report series intended for the dissemination of these policy briefs. So far, the consortium had prepared three policy briefs in the year of 2009, and there were several policy briefs in the pipeline. It was thus foreseen that each WP would be able to provide the required amount of policy briefs within the reporting period. 13. Regarding the milestone reports, Burgess contended that there had been a misunderstanding between the INEX Project Coordinator and the EU Commission in terms of what type of publication the Milestones reports were intended to be. In Annex I: Description of Work the respective reports were defined as textual presentation. The INEX Project Coordinator had interpreted these reports to be informal, which were meant to indicate milestones to the partners internally in the INEX Project. On the other side, the EU Commission interpreted the formulation to mean a formal, textual presentation to be submitted to the EU Commission. Despite the fact that these milestones had been designated to the different WPs, PRIO as the coordinator took the responsibility to prepare 6

7 and submit 8 milestones due before 1 November 2009 by hiring Jonas Gräns as a research assistant. The rest of the milestone reports were outsourced to the respective, responsible WPs. Giordani contended that this had all been a misunderstanding, and that he had nothing to report on the submitted milestone reports. Further, he noted that it was crucial to follow up on what was laid out in Annex I, as it had legal implications. In his view, the milestones were rigorous and pragmatic reports, adding credibility to the INEX Project. 14. Concerning the issue of publishing documents on the web, Bigo explained that WP1 would not want to have their deliverables published on the external part of the INEX Website. This was due to the issue of copyright and possible future publication of these documents in journals and similar foras. No other WPs objected to having their deliverables published on the website. 15. Burgess drew the MCM s attention to changes in the Advisory board, and informed that Ruediger Klein had left due to a new job. This person would have to be replaced, and Nina K. Hoffmann was suggested. The MCM agreed that she should be asked to replace Klein. 16. In regards to the way forward in 2010, each WP reported to expected developments within their respective WPs, as well as planned collaborations with other WPs. WP1 had been planning to arrange a conference and a series of seminars throughout the course of These seminars would be in collaboration with INEX, Suerte and King s College and LSE, London. Topics on the agenda would include international cooperation and intelligence in banking. WP2 and WP8 informed the MCM that they would organise a workshop in May Moreover, WP3 reminded the other participants about the workshop they were organising on April The Workshop was foreseen to consist of four panels on different issues, and it was considered to ask the invitees for papers to be published also external invitees. WP4 would be arranging two seminars on biopolitics and values, and biosecurity, and one workshop on financial security in WP5 and WP6 announced that they would be working together on a joint fact finding workshop in Furthermore, WP6 stated that they aimed to particpate in the World Middle East Conference. WP8 and WP2 informed the MCM that they were aiming to arrange a series of lunchtime meetings in Giordani welcomed the input from the different WPs and explained that the goal of the EU Commission was to provide advice and encouragement to the INEX Partners so that the project would successful. He reiterated that, since he had been appointed as the EU Commission s contact in the INEX Project earlier in 2009, he had no concerns to the INEX Project. Further, he noted that he had enjoyed the different deliverables that he had been reading prior to the Midterm Conference and Commission evaluation. 18. Burgess thanked the participants for their feedback and contended that he looked forward to continuation of the INEX Project in
