2 Cyprus Is ready for a Regional International Dispute Resolution Centre Introduction Cyprus is recognized worldwide as a leading international business and shipping centre. Now is an appropriate time for the country to add a new area of expertise to its global reputation by promoting itself as an ideal location for international arbitration. To be considered suitable, a venue needs to have a political stable environment, a sophisticated and effective legal system, a good geographical location in a convenient time zone, well-established international relations with neighboring countries as well as those further afield), a code of conduct of local arbitration and existing international commercial arbitration. Cyprus undoubtedly satisfies all these criteria and fully conforms to internationally accepted standards with respect to international arbitration. Thus it could be said that Cyprus has all the elements required to become established as an international arbitration centre. In most instances, Cyprus would be a neutral forum for international arbitration, comparing favourably with other European countries. Moreover, Cyprus is a signatory to the 1958 Convention and, therefore, an arbitral award given in Cyprus is capable of being widely enforced in other contracting states to the Convention. 4 Speaker s Biographies William McLaughlin is a consulting Civil and Geotechnical Engineer. He had his first arbitral appointment in 1978 and his first appointment as mediator in He continues to act as Expert, Expert Witness, Arbitrator and Mediator in a wide range of disputes both domestic and international. Bill is a founder member of the Mediators Institute Ireland and many of his current mediation and conciliation appointments, and some of his arbitral appointments, are for non-construction disputes. He lectures and tutors extensively on conflict management generally, especially on arbitration, mediation & conciliation and auditing for conflict management. He designs and gives training courses in dispute resolution methods and skills worldwide for national and international, governmental and professional bodies, trade associations and individuals. Andrew Demetriou, Chartered Arbitrator and member of the International Panel of the Chartered Institute of Arbitrators, Director, Ioannides Demetriou LLC, Cyprus Andrew Demetriou is a Barrister, Chartered Arbitrator and member of the International Panel of the Chartered Institute of Arbitrators. He is a Director of the law firm IOANNIDES DEMETRIOU LLC in Nicosia and Limassol. Mr. Demetriou, within the ambit of IOANNIDES DEME- TRIOU LLC, provides legal services in numerous international and local companies, organisations, state and public companies, including the Electricity Authority of Cyprus, the Federation of Associations of Building Contractors Cyprus (O.S.E.O.K.), the Cyprus Forest Industries, the University of Cyprus, the Cyprus Cultural Foundation and, more recently, Hermes Airports Ltd. He is also the legal advisor of the Ministry of Energy, Commerce, Industry and Tourism for the hydrocarbon exploration, extraction and production sharing contracts entered into by the Republic of Cyprus. Marcos Dracos, Barrister, One Essex Court, UK Marcos Dracos is a barrister at One Essex Court, London. He has extensive experience in commercial dispute resolution in England and Cyprus and he is a qualified lawyer with rights of audience in both jurisdictions. Marcos has a particular interest in international commercial arbitration, and has experience as counsel and arbitrator in ad hoc and institutional arbitrations. He has a PhD from the University of Cambridge and he is a part-time associate lecturer at the University of Cyprus. He is the Secretary of CEDRAC. Costas Tsirides, President, Cyprus Arbitration and Mediation Centre, Cyprus Costas Tsirides studied law in the United Kingdom and was called to the Bar as a member of the Honorable Society of the Middle Temple. In 1970 he returned to Cyprus and established his own practice, Costas Tsirides & Co., which he headed until his retirement at the end of He is now a consultant to the Firm. He is a Founder Members of the Cyprus Arbitration and Mediation Centre and is the current President. He served as President of the Limassol Bar Association for 3 years and he has represented the Cyprus Bar Association at various international conferences. He has lectured and examined on many subjects including the Law of Contract, the Law of Torts, Criminal Procedure, Civil Procedure and Company Law. George Erotocritou, Judge, Supreme Court of Cyprus, Cyprus George Erotocritou studied law at Leeds University (LLB). Barrister-at-Law (Middle Temple). After serving as public prosecutor in Rhodesia (now Zimbabwe), he practiced law in Limassol from 1980 until On he was appointed District Judge and in 1995 he was promoted to Senior District Judge. Two years later he was appointed President of the District Court. On he was appointed Judge of the Supreme Court. He served as examiner for the Legal Council and as member of the Council of the Cyprus Judges Association. Between he represented Cyprus at the Supervisory Body of Eurojust at the Hague. He wrote, with P. Artemis, the practitioners books Road Negligence Cases (1996) and Civil Wrongs (2003). He is an ad hoc judge of European Court of Human Rights (ECHR) and currently represents Cyprus as Substitute Member of the Venice Commission and as member of the Commonwealth Secretariat Arbitral Tribunal in London Robert Whitener, Principal Associate, Freshfields, Germany Robert Whitener is a principal associate based in the firm s Frankfurt office. He is a member of the dispute resolution practice and specialises in international arbitration and litigation. He has represented clients in international arbitrations under the ICC, LCIA, Swiss and UNCITRAL Rules, and has also acted in investor-state disputes under the ICSID Convention. Robert has extensive experience acting for clients in the energy sector. He has represented energy sector clients in commercial and construction disputes, and in disputes arising under bilateral investment treaties and the Energy Charter Treaty. He also has substantial experience representing clients in litigation and arbitration relating to the banking and financial services sectors. Alexander G. Fessas, Managing Counsel, ICC International Court of Arbitration, France Alexander G. Fessas is the Managing Counsel of the ICC International Court of Arbitration. Prior to that, he was Counsel of the Eastern Mediterranean team coordinating the Secretariat s day-to-day activity in cases from Cyprus, Greece, the Gulf States, Israel, Turkey and other Near and Middle Eastern jurisdictions. Until the end of 2013, he was Counsel of the North American team which manages cases from the United States of America and Canada. He obtained his undergraduate and postgraduate degrees from the Faculty of Law of the University of Athens, having specialized in conflict of laws and arbitration. David Goldberg, Partner, White & Case, UK- Moscow David is a solicitor-advocate who specialises in international commercial and investment arbitration and has represented clients and acted as arbitrator in various jurisdictions. David has a significant Eastern European and CIS practice. He is a member of the Chartered Institute of Arbitrators, the LCIA, the Swiss Arbitration Association and is on the panel of recommended arbitrators of a number of arbitration institutions including the International Commercial Arbitration Court (ICAC) at the Chamber of Commerce of the Russian Federation. Michael Stephens F, President Chartered Institute of Arbitration, UK Michael was admitted as an Associate of the Chartered Institute in 1989 and became a Fellow in He subsequently qualified as a mediator and is now on the Institute s panel. He is also an adjudicator on the TECBAR panel. He was a member of the Board of Trustees from 2010 to 2012 and elected by fellow Trustees as s Honorary Treasurer in 2011 and His professional life has been spent at the Bar, based in chambers in Birmingham, UK. His practice covers a wide area of civil litigation and dispute resolution. He sits as a Recorder in civil and criminal cases and as a Tribunal Judge dealing with welfare benefit appeals. He served as Master of the Worshipful Company of Arbitrators in 2005 and Anna Iacovou Stylianou, F, MRICS, Chairwoman of Cyprus, CEO of AISManagement, Cyprus Anna Iacovou Stylianou is a Registered Chartered Arbitrator, Accredited Mediator, Negotiator and Chartered Quantity Surveyor. Since graduation she worked for seven years with consultants in private practice as a senior Quantity Surveyor for projects in Cyprus, Greece and Oman. In 2009 she founded AISM MANAGEMENT LTD, a Chartered Surveying Firm, specializing on dispute resolution services and surveying services associated with the built environment and property. She is the Chairwoman of Cyprus and also participates actively in the board of several other associations. She has been a tutor and examiner of RICS since 2006 and a tutor course director and examiner for Arbitration, International Arbitration and Mediation for CIARB since 2013.
