His extensive knowledge of technical claim and operational issues has been utilized by the largest insolvencies in the world. He also is providing due diligence reviews of various liquidations and third party administrators for several State Guaranty Funds. Professional Experience Mr. Barbagallo s industry experience in both personal and commercial lines has been developed through the following professional positions: Managing Director, Navigant Consulting-- provided expert witness testimony on a wide range of insurance related issues including allocation, workers compensation, standard of practice, etc.; lead full operational reviews of insurance organizations such as leakage studies, TPA operations and MGA pre-quote audits. Mr. Barbagallo is experienced in both Personal and Commercial lines including catastrophic losses. Clients include US Fire, ACE, XL, AON, Arrowpoint, Clarendon, Gerling Global, the Hartford and Liberty Mutual. Bill recently served as the leader of a joint study with the Rand Corporation on behalf of the California Division of Workers Compensation. The study addressed regulatory, tort, rate and California Department of Insurance policy reforms in an effort to insure the solvency crisis amongst the workers compensation insurers that occurred from is not repeated.
