1 CRITERIA FOR ACTIVE MEMBERSHIP IN SASK SPORT INC. Active Membership Definition: a) Those associations which govern the circumstances of a particular sport activity and are the Provincial Authority (Provincial Sport Governing Body) recognized by their National Sport Governing Body; or, b) Those provincial multi-sport or multi-service organizations that contribute to sport through the provision of core services that meet the needs of the provincial sport community, and that play a provincial leadership role through their expertise and capacity in that core service area. Active members shall have two (2) votes at all meetings of members of the Corporation. a) Provincial Sport Governing Bodies - the following criteria shall apply for these associations to meet and maintain active membership status: 1. Activity of the organization must meet the definition of sport. The definition of SPORT for the purpose of membership in Sask Sport Inc. is: "Sport is a physical activity involving disciplined use of muscle groups requiring mental preparation and strategic method and whose outcome is determined by skill, not chance. It occurs in an organized structure, and competitive environment in which a winner is declared", therefore, physical activities are those activities in which bodily movements are valued. Because the movements are valued there is a reason for making up games and contests where the movements have a central role, and are necessary. It is obvious that different features of movements are valued in different physical activities. In some physical activities, speed is the feature valued; in others, accuracy; in others, great force, in others, grace; in others, the length of time the movements can be continued; in others, the feelings and so: 1.1 There must be competition 1.2 Practice and training are required 1.3 The dominant component must be physical and physical endurance of the entrant must be a factor in the outcome 1.4 A reasonable person must consider the activity to be a sport 1.5 The outcome must be dependent upon the physical exertion, direction and participation of the entrant whether or not a machine or animal is used." 2. Must be the legally registered Provincial Sport Governing Body, recognized as amateur, with bylaws providing membership and democratic control. 3. Must: 3.1 Be provincial in scope by having registered members in at least five (5) of the nine (9) Districts as recognized by the Ministry of Tourism, Parks, Culture and Sport. 3.2 Effectively provide competition for its members 3.3 Sanction or hold a provincial championship annually

2 4. Must have been active for two (2) years immediately preceding the date of membership application. 5. Must carry insurance which adequately protects the volunteers, employees and the organization against crippling tort action in the following areas and amounts: a) Comprehensive liability - third party coverage in the amount of at least two million dollars. b) Participants liability - second party coverage in the amount of at least two million dollars. c) Directors and officers liability including wrongful dismissal in the amount of at least one million dollars. d) Employees and directors bonding in the amount of at least one hundred thousand dollars. The Board of Directors of Sask Sport Inc. negotiates a blanket policy to provide the required coverage for all voting members and their membership and offers the membership the opportunity to purchase their required insurance through the blanket policy. Voting members will be permitted to purchase equivalent coverage in whole or in part from an insurance agent of their choice, however, they will be required to produce evidence that their coverage is equal to, or better than the coverage provided under the Sask Sport Inc. blanket policy. 6. Must not involve a vehicle of a type that could be licensed under the Vehicles Act, except bicycles. 7. Must be a member of a National Sports Governing Body. Any organization not being a member of a National Sports Governing Body will be evaluated on its own merit. 8. Organizations requesting membership whose sport is similar to that of any existing members will be referred by the Membership Review Committee to such existing member organizations with the recommendation that the applicant consider amalgamating as an arm of such existing members. Existing members and applicants shall co-operate in all respects with the aim and objective of consolidating like sporting activities. If the applicant or existing member feels that membership through association is not satisfactory it must prove to the Sask Sport Inc. Membership Review Committee that it is distinctly different. 9. All organizations shall be required to demonstrate that they have, among its members, a satisfactory number of certified coaches holding qualifications under the National Coaching Certification Program or equivalent national certification. 10. All organizations shall be required to demonstrate that they have among its members, a satisfactory number of certified officials holding qualifications under a national or provincially recognized official s certification program. 11. Any member, who without reasonable written cause prior to the AGM, fails to attend the Annual General Meeting will be placed on one year probation. As part of the probation process, organizations failing to attend two consecutive Annual General Meetings without reasonable cause will remain on probation for another year. Further action may be taken depending on the circumstances surrounding the organization not meeting the criteria. Further action could include, but not be limited to, withdrawing certain privileges associated with membership or an adjustment being made to the association's grants. 12. Members of Sask Sport Inc. will be required to provide such information as is reasonably requested from time to time. 13. Must have paid the current year's (April 1 - March 31) dues by June 1.

Must have a harassment policy which adequately protects the participants, coaches, officials, volunteers and staff against treatment that may be offensive, harmful, or malicious and includes the following standards and guidelines: 1) A policy statement 2) Definitions 3) Complaint and appeal procedures 4) Disciplinary action 5) An education and communication strategy 15. Must have a Dispute Resolution Policy that is accessible, timely and fair; that protect the interests of participants, coaches, officials, volunteer and staff in dealing with issues of harassment, abuse, misconduct, selection, employment or other issues; and includes the following: 1) A definition of misconduct 2) Complaint procedures 3) Procedures and support for engaging investigators, mediators or arbitrators, if required 4) Disciplinary powers 5) Appeal procedures 16. Report all instances of discipline that result in termination of membership or any suspension of a person s entitlement to participate in that sport, whether as an athlete, coach, official, administrator or volunteer for a term of one year or longer. The report must include the reasons for the imposition of sanctions and sufficient information to identify the person disciplined which will include name, address and date of birth. 17. Any member not meeting one (1) or more of the criteria for active membership in Sask Sport Inc. will, by written notification, be placed on at least a one (1) year probation period to enable them, with the full support of Sask Sport Inc.'s staff and resources, to take action to again meet the criteria. If, after this probationary period the member still does not meet the criteria, a reassessment will be done by Sask Sport Inc. and a report on the circumstances of that particular Provincial Sport Governing Body will be submitted to the Sask Sport Inc. Board. b) Provincial multi-sport or multi-service organizations - the following criteria shall apply for these associations to meet and maintain active membership status: 1. Activity of the organization must contribute to sport through the provision of core services that meet the needs of the provincial sport community and play a provincial leadership role through their expertise and capacity in that core service area. 2. Must be the legally registered Multi-Sport or Multi-Service Organization, recognized as amateur, with bylaws providing membership and democratic control. 3. Must be provincial in scope by having a membership of no less than 150 members and representation in at least five (5) of the nine (9) Districts as recognized by the Ministry of Tourism, Parks, Culture and Sport. * 5. Must carry insurance which adequately protects the volunteers, employees and the organization against crippling tort action in the following areas and amounts: a) Comprehensive liability - third party coverage in the amount of at least two million dollars.

CRITERIA FOR AFFILIATE MEMBERSHIP IN SASK SPORT INC. Affiliate Membership Definition: Those Sport, Culture and Recreation Districts who are actively involved in coordinating and facilitating sport, culture and recreation programs and services for the distinct geographic area they serve. Affiliate members shall have one (1) vote at all meetings of members of the Corporation. The following criteria shall apply for Districts to meet and maintain affiliate membership status: 1. Activity of the organization must contribute to sport by facilitating community development programs and services for sport, culture and recreation for the organizations and communities within the distinct geographic area they serve. 2. Must be the legally registered Sport, Culture and Recreation District Association with bylaws providing membership and democratic control. 3. Must carry insurance which adequately protects the volunteers, employees and the organization against crippling tort action in the following areas and amounts: a) Comprehensive liability - third party coverage in the amount of at least two million dollars. b) Participants liability - second party coverage in the amount of at least two million dollars. c) Directors and officers liability including wrongful dismissal in the amount of at least one million dollars. d) Employees and directors bonded in the amount of at least one hundred thousand dollars. Associate Membership Definition: Those associations who wish to contribute to or be associated with amateur sport but do not directly conduct or regulate sport activities. Associate members shall have no (0) vote at all meetings of members of the Corporation. The following criteria shall apply for these associations to receive associate membership status: 1. Any legally registered association that is not recognized or eligible in the active or affiliate membership category, but who contributes to amateur sport. 2. Must have paid the current year's (April 1 - March 31) dues by June 1st.
