Introduction of Bills BILL NO AN ORDINANCE concerning: Capital Budget and Program Athletic Stadium Improvements Additional Appropriation School Security Upgrades Fund Transfer School Construction Fund FOR the purpose of amending the Capital Budget by making an additional appropriation to the School Construction Fund, Athletic Stadium Improvements capital project; amending the capital budget by transferring funds from the School Security Upgrades capital project (General County Class) to the Security Related Upgrades capital project (Board of Education Class); and amending the Capital Program and Capital Projects Bond Ordinance. 2 Page 2 BILL NO AN ORDINANCE concerning: Public Safety Animal Control Impoundment of Animals FOR the purpose of amending the requirements for redemption of impounded animals; adding a time period for unredeemed animals to become County property; allowing certain orders to be appealed to the Animal Control Commission; requiring animals impounded for running at large to be sterilized prior to redemption; adding certain exceptions; allowing for civil penalties for violations of provisions related to sterilization; and generally relating to animal control. by Mr. Grasso BILL NO AN ORDINANCE concerning: Real Property Taxes Tax Credits Veterans FOR the purpose of defining certain terms; creating a real property tax credit for veterans; establishing eligibility criteria for the tax credit; providing for the calculation and duration of the credit; establishing a deadline for filing and a form of application for the credit; providing for the termination of the credit; and generally relating to real property tax credits. by Mr. Smith and Mr. Walker BILL NO AN ORDINANCE concerning: Zoning Conditional Uses Licensed Dispensaries, Growers, and Processors of Medical Cannabis Special Exception Uses Licensed Dispensaries of Medical Cannabis FOR the purpose of amending certain conditional use requirements for licensed premises of licenses dispensaries, growers, and processors of medical cannabis; repealing the requirement for additional armed security on licensed premises of licensed growers and processors of medical cannabis; amending certain special exception use requirements for licensed premises of licensed dispensaries of medical cannabis; and generally relating to zoning. BILL NO AN ORDINANCE concerning: Subdivision and Development Roads Multi-Modal Transportation FOR the purpose of adding a multi-modal transportation component to County subdivision and development policies and processes; defining certain terms; amending County subdivision and development procedures to include bicycle, pedestrian, and transit assessment; exempting certain subdivisions and developments from the requirement of a bicycle, pedestrian, and transit assessment; amending provisions for mitigation of adequate public facilities to ensure compatibility with multi-modal transportation infrastructure; amending the road design provisions to include multi-modal transportation options; permitting shared-use paths to satisfy certain open space and recreation area requirements; adding the design requirements for bikeways and shared-use paths; adding provisions for bicycle, pedestrian, and transit infrastructure in subdivision and development; providing cost caps and fee-in-lieu options for certain for certain bicycle, pedestrian, and transit infrastructure requirements; providing for the application of this Ordinance; and generally relating to subdivision and development. and Mr. Trumbauer BILL NO AN ORDINANCE concerning: Boards, Commissions, and Similar Bodies FOR the purpose of transferring certain provisions relating to the Board of

3 Page 3 Supervisors of Elections and the referendum to Article 1; repealing the Disabilities Commission, the HIV/AIDS Commission, the Maritime Industry Advisory Board, the Recreational Facilities Revenue Authority, the Scenic and Historic Roads Commission, and the Veterans Affairs Commission; requiring certain provisions in the charter or bylaws of the corporations acting as the County s core service agency, the Anne Arundel County Economic Development Corporation, the corporation acting as the County s community services corporation, and the Anne Arundel County Workforce Development Corporation; amending provisions relating to the organization of and requirements for the Partnership for Children, Youth, and Families, Pension Oversight Commission, and Video Lottery Facility Local Development Council; correcting certain terminology used in Article 3; modifying certain definitions in Article 3; renumbering certain provisions in Article 3; and generally relating to Article 3 and boards and commissions. BILL NO AN ORDINANCE concerning: Public Ethics FOR the purpose of amending certain definitions; amending provisions to meet requirements of or otherwise comport with State ethics law; adding a requirement for employee ethics training; adding provisions relating to issuance of informal advice by the Ethics Commission; amending certain time deadlines and monetary thresholds; amending provisions relating to dismissal of formal ethics complaints by the Ethics Commission; amending the list of individuals required to file financial disclosure statements with the Ethics Commission; repealing the requirement that certain documents submitted to the Ethics Commission be notarized; amending and transferring certain provisions relating to participation in procurement from the Public Ethics Article to the Purchasing Article; transferring certain provisions within the Public Ethics Article; removing obsolete and redundant provisions; correcting grammar, punctuation, citations, numbering, and terminology; and generally relating to public ethics. BILL NO AN ORDINANCE concerning: Pensions Employees Retirement Plan Refund of Accumulated Contributions Election to Defer Retirement Date FOR the purpose of permitting a vested participant to leave accumulated contributions in the Employees Retirement Plan after termination of service; allowing an early retiree vested in the Employees Retirement Plan to defer receipt of benefits to normal retirement date; and generally relating to pensions and the Employees Retirement Plan. BILL NO AN ORDINANCE concerning: Pensions Employees Retirement Plan Transferred Service Accumulated Contributions FOR the purpose of providing that a child who is a joint annuitant in the Employees Retirement Plan must be an unmarried minor; providing that the pension benefits for a joint annuitant who is an unmarried minor child cease upon the attainment of age 18 years or marriage of the unmarried minor child, whichever occurs first; and generally relating to pensions and the Employees Retirement Plan.

5 and Mr. Trumbauer Agenda Page 5 BILL NO (As Amended) AN ORDINANCE concerning: Planning and Development Master Plan for Land Preservation, Parks and Recreation FOR the purpose of repealing the Anne Arundel County 2013 Land Preservation, Parks and Recreation Plan; adopting the Anne Arundel County 2017 Land Preservation, Parks and Recreation Plan, as amended; and generally relating to the master plan for land preservation, parks and recreation. BILL NO (As Amended) AN ORDINANCE concerning: Personnel Positions in the Classified Service FOR the purpose FOR the purpose of modifying titles for certain classifications in the classified service; adding new positions in the classified service; amending the minimum qualifications for certain classifications in the classified service; providing for the pay and minimum qualifications applicable to the positions added to the classified service; increasing and decreasing certain positions in the classified service; providing for the applicability of this Ordinance; and generally relating to personnel. BILL NO (As Amended) AN ORDINANCE concerning: the issuance, sale and delivery of Anne Arundel County, Maryland general obligation bonds and bond anticipation notes FOR the purpose of authorizing the issuance by Anne Arundel County, Maryland, of bond anticipation notes in an amount to be outstanding at any time not in excess of Four Hundred Million Dollars ($400,000,000) and bonds in an amount not exceeding One Billion Eighty-One Million Two Hundred Forty-Five Thousand Seven Hundred Seventy-Nine Dollars ($1,081,245,779) One Billion Eighty- Nine Million Nine Hundred Eighty-Seven Thousand Seven Hundred Seventy-Five Dollars ($1,089,987,775) in order to finance in whole or in part the construction of capital projects set forth in the capital budget of the County for the fiscal year ending June 30, 2019, or in such capital budgets for prior fiscal years, or usable portions thereof; authorizing the issuance by the County of refunding bonds to refund some or all of the outstanding bond issues of the County listed on Exhibit II attached hereto and incorporated herein in an aggregate principal amount not to exceed 120% of the aggregate principal amount of the outstanding bonds to be refunded subject to the requirement that debt service savings shall be achieved in connection with any such refunding; etc. BILL NO AN ORDINANCE concerning: Licenses Swimming Pools Personnel and Safety Equipment FOR the purpose of adding a definition of health club ; modifying the requirements for personnel and safety equipment; and generally relating to swimming pools.

6 Page 6 BILL NO AN ORDINANCE concerning: Deferred Retirement Option Programs Fire Service Retirement Plan, Police Service Retirement Plan and Detention Officers and Deputy Sheriffs Retirement Plan FOR the purpose of modifying the interest earned on accounts for members of certain Deferred Retirement Options Programs; providing for the application of this Ordinance; and generally relating to retirement plans. BILL NO AN ORDINANCE concerning: Zoning Residential Districts Lot Merger Religious Facilities FOR the purpose of allowing certain religious facilities as a permitted use in residential districts; providing for an exception to lot merger requirements in residential districts for certain religious facilities; and generally relating to zoning. by Mr. Smith RESOLUTION NO (Hearing Concluded) (Eligible for Vote) (Amendment Proposed) RESOLUTION proposing an amendment to the Charter of Anne Arundel County restricting the County Council to increase the minimum value of purchases and contracts requiring full competitive bidding from $25,000 to an amount not less than $25,000 and not greater than $50,000 or a greater amount determined by the County Council to be in the best interest of the County, and requiring that the award of contracts greater than $5,000 and less than the minimum dollar requirement for full competitive bidding shall be awarded through a simplified competitive process except as otherwise provided by law; and requiring that the County Purchasing Agent shall cause to be published on the Anne Arundel County website all awards of contracts through the full and simplified bidding processes for capital improvements, contractual services, professional services, or supplies of $5,000 or greater awarded by the County in accordance with the Anne Arundel County Code RESOLUTION NO (Hearing Concluded) (Eligible for Vote) RESOLUTION proposing an amendment to the Charter of Anne Arundel County to eliminate the hour per year limit for contractual temporary employees RESOLUTION NO (Hearing Concluded) (Eligible for Vote0 RESOLUTION proposing an amendment to the Charter of Anne Arundel County to require the County Council to confirm by resolution the County Executive s appointment of Chief of Police by Mr. Walker and Mr. Pruski
