2 PRE-QUALIFICATION BID NOTICE NABARD invites applications under Single Bid System on prescribed forms for the under noted works from reputed Consultancy Firms/Companies engaged in Landscaping and Lawn development works. Chief General Manager, NABARD, 3, Nehru Place, Tonk Road, Jaipur 24 June 2016 to 15 July 2016 upto hrs. and could be downloaded from Minimum Eligibility Criteria: The Firm/Company:- 1. Should have at least 5 years of experience in the field of Consultancy for landscaping and lawn development. 2. Should have successfully completed in last 5 Financial Years, at least three works in the field of Consultancy for landscaping and lawn development. Each consultancy work order inclusive of land development work should be above Rs.2.00 lakh. Completion certificate issued by the client should be enclosed. 3. Should submit audited balance sheets / P&L account and Income Tax clearance certificates for the last 3 financial years. NOTE: The Technical / PQ bid and Financial Bid should be put in single envelope superscripted as Comprehensive Landscaping of staff quarter complex and Lawn development in Staff quarters at Malviya Nagar, Jaipur and sealed. The Financial Bid of only those who qualify in terms of eligibility criteria will be considered.

3 Scope of work S. No. Item Description 1. Lump sum Consultancy charges for design, detailing, preparation of drawing for comprehensive landscaping and lawn development work in staff quarters complex and Preparation of comprehensive landscaping and lawn development detailed project report by site inspection and suggested landscaping development measures. 2. Lawn development a. Cleaning and preparation of area admeasuring 1600 Sqm for lawn development b. Lawn development of area admeasuring 1600 Sqm (Grass type-mandawari/ selecton one) c. Hedge development as per site requirement d. Adequate nos. decorative bushes/shrubs/climbers as per site requirement e. Adequate nos. of Exotic/decorative plants as per site requirement f. FYM by strips as per site requirement g. Fresh garden soil as per site requirement from outside by tractor trolley h. Other mechanical works such as leveling etc. as per site requirement. i. Other civil works such as brick masonry, preparation base for square net surrounding lawn, plasters etc with cost break up as directed by the bank.

4 Terms and Conditions i. Completion Period - 60 days for complete as per the scope and submission of detailed report of observations and recommendations along with submission of detailed tender documents. ii. iii. iv. Payment - The payments will be made after submission of report and Lawn development works in respect of building as per relevant clauses elsewhere in the BOQ. Comprehensive Landscaping reports will have to be provided in triplicate in hard as well as soft copy. Since these are old complex, NABARD will not be able to provide all Drawings & Documents related to the buildings. All the necessary work related for job completion shall be in the scope of the Consultants. v. All the necessary tools, tackles, instruments, material required for completion of report shall be part of the scope of work. vi. vii. THE ENTIRE JOB SHALL BE CARRIED OUT AS PER THE TERMS AND CONDITIONS STIPULATED IN THE TENDER AND INSTRUCTIONS OF BANK S REPRESENTATIVE. Payment terms : Payment of work completed shall be made in stages as per the following schedule ; Stage of payment Stage I Stage II Completion of work by the agency 1 st Running Bill after 50% or more completion of work Final Bill after completion of work in all aspect.

5 SAFETY CODE 1. There shall be maintained in a readily accessible place first aid appliances including adequate supply of sterilized dressings and cotton wool. 2. An injured person shall be taken to a public hospital without loss of time, in case where they injury necessitates hospitalization. 3. Suitable and strong scaffolds should be provided for workmen for all works that cannot safely be done from ground. 4. No portable single ladder shall be over 8 meters in length. The width between the said rails shall not be less than 30 cm (clear) and the distance between two adjacent rungs shall not be more than 30 cm. When a ladder is used an extra mazdoor shall be engaged for holding the ladder. 5. The excavated material shall not be placed within 1.5 meters of the edge of the trench or half of the depth of trench whichever is more. All trenches and excavations shall be provided with necessary fencing and lighting. 6. Every opening in the floor of a building or in a working platform be provided with suitable means to prevent the fall of persons or materials by providing suitable fencing or railing whose minimum height shall be one meter. 7. No floor, roof or other part of the structure shall be so overloaded with debris or materials as to render it unsafe. 8. Workers employed on mixing and handling material such as asphalt, cement, mortar or concrete and lime mortar shall be provided with protective footwear and rubber hand-gloves. 9. Those engaged in welding works shall be provided with welder's protective eyeshields and gloves. 10. (i) No paint containing lead or lead products shall be used except in the form of paste or readymade paint. (ii) Suitable face masks be supplied for use by the workers when paint is applied in the forms of spray or surface having lead paint is being dry rubbed and scraped. 11. Overalls shall be supplied by the Contractor to the painters and adequate facilities shall be provided to enable the working painters to wash during the periods of cessation of work. 12. Hoisting machines and Tackle used in the works, including their attachments anchorage and supports shall be in perfect condition. The ropes used in hoisting or lowering material or as a means of suspension shall be of durable quality and adequate strength and free from defects.

6 Articles of Agreement Articles of agreement made this day of 2016 between the hereinafter called the EMPLOYER, which expression shall include its successors and assigns and persons for the time being of the management of the Employer of the one part and hereinafter called the consultant which expression shall include his / their respective Heirs, successors, executors, administrators and assigns of the other part. Whereas the Employer is desirous of getting and has caused specifications describing the work to be done. And whereas the tendered rates are submitted by the consultant were accepted by the Employer, on terms and conditions hereinafter agreed at: And whereas the said specifications and the schedule of quantities have been signed by or on behalf of the parties hereto. And whereas the Consultant has agreed to execute, upon and subject to the conditions set forth herein and to the conditions set forth in the invitation to tender, General Instructions and Conditions of the tender, and schedule of quantities and Conditions of Contract ( all contained in bid document of which are collectively hereinafter referred to as the said conditions), the works described in the said schedule of quantities at the respective rates herein set forth amounting to the sum as therein arrived at or such other sum as shall become payable there under (hereinafter referred to as the said contract amount ). NOW IT IS HEREBY AGREED AND DECLARED BY AND BETWEEN THE PARTIES HERE TO FOLLOWS: In consideration of the said Contract amount to be paid at the time and in the manner set forth in the said conditions, execute and complete the work shown upon the drawings and described in the said specifications and the schedule of quantities. The Employer shall pay the Consultant the said Contract amount or such other sum shall become payable at the times and in the manner hereinafter specified in the said conditions. The said Conditions and Appendix thereto shall be read and construed as forming part of this agreement, and the parties hereto shall respectively abide by, submit themselves to the said conditions and perform the agreements on their part respectively in the said conditions contained. The agreement and documents mentioned herein shall form the basis of this and the decision of the employer as mentioned in the said conditions, in reference to all matters of dispute be final and binding on parties.

7 This contract is neither a fixed lump sum contract nor a piece work contract but is a contract to carry out the work in respect of the entire buildings to be paid for according to schedule of rates and probable quantities or as provided in the said conditions. In all matters of co-ordination the Employer s decision shall be final and binding on all parties. The employer reserves to itself the right of altering nature of the work, adding to or omitting any item of work from the contract or having portion of the same carried out through other agencies without prejudice to this contract. Time shall be considered as the essence of this agreement and the consultant hereby agrees to commence the work soon after the site is handed over to him or from the fourteenth day of the date of issue of formal work order as provided for in the said conditions and to complete the entire work within 60 days, nevertheless to the provisions for extension of time. All payments by the employer under this contract shall be made only at JAIPUR. Further all disputes arising out of or in any way connected with this agreement shall be deemed to have arisen in JAIPUR and only courts in JAIPUR shall have jurisdiction to entertain and determine the same. 14 General Terms and Conditions 1. The rate should be inclusive of all applicable taxes(such as Service Tax, BOW Cess, Income Tax, etc), transportation etc. No extra amount should be paid. 2. The rate shall be firm till completion of work and no escalation on any account will be permitted. 3. The work shall be completed within 60 days from the date of issue of work order. 4. During the execution of the work, any damage to the property of the Bank is to be rectified as per the direction of the Bank's Officer. 5. Payment shall be made only after satisfactory completion of the work and certification by the Bank's Officer on this regard. 6. i. 5% of the total amount as RMD (Retention Money Deposit) shall be retained by the Bank for a period of 12 months which shall be released after the defect liability period. ii. Income Tax, Service Tax, BOW Cess etc. will be deducted as applicable. 7. ISI/CPWD specification should be followed wherever applicable. 8. The contractor shall make necessary security arrangement for his materials till the work is completed in all respect and handed over to the Bank. 9. Labourers engaged for outdoor work should be adequately insured. 10. The contractor shall be responsible for all injury to person, animals or things and for all damage to property which may arise from the operation or neglect, carelessness, accident or any other cause whatever in any way connected with carrying out of the contract. The contractor shall indemnify the Employer and hold him harmless in respect of all and any expenses arising from any such injury or damage to persons or property as aforesaid. 11. The contractor shall indemnify the Employer against all claims which may be made against the Employer by any member of the public or other third party and shall maintain until the virtual completion of the contract, with an approved Office a Policy of insurance in the joint names of the employer and the Contractor against such risks and deposit such Policy with the Employer during the currency of the Contract. 12. The Contractor shall comply with the provisions of Contract, Labour (Regulation & Abolition) Act, 1970, Minimum Wages Act and all other Labour Laws and other Statutory Regulations (both Central and State), as applicable, that may be enforced from time to time by the appropriate authorities. 13. Any clarification on any of the points mentioned may be obtained before submission of the quotation. In case of any dispute, the decision of the NABARD shall be final.
