1 CHARLES COUNTY GOVERNMENT Department of Fiscal and Administrative Services Purchasing Division Telephone: August 29, 2014 ITB NO BUILDING DEMOLITION ADDENDUM NUMBER ONE TO: All Bidders Please be advised of the following modification(s) & information related to Invitation to Bid These modifications, comments, and attachments are hereby made a part of the solicitation documents to the same extent as if bound therein. The due dates for questions and bids remain the same. I. Changes, Additions, and Modifications to the ITB A. Changes 1. Part I, Section 4.4 Insurance (pages I-10 I-11) Delete the following paragraphs from this section: Builder s Risk Insurance: The Contractor shall purchase and maintain, in a company or companies, lawfully authorized to do business in the State of Maryland, property insurance written on a builders risk all risk or equivalent policy form in the amount of the initial contract sum, plus the value of subsequent contract modifications and cost of materials supplied or installed by others, comprising the total value for the entire project at the site on a replacement cost basis. Such property insurance shall be maintained, unless otherwise provided in the contract documents, until final completion and acceptance by the County. This insurance shall list the County Commissioners of Charles County as the Name of Insured on such builder s risk policy. This insurance shall be on an all risk or equivalent policy form and shall include, without limitation, insurance against the perils of fire and physical loss or damage including, without duplication of coverage, theft, vandalism, malicious mischief, collapse, earthquake, flood, windstorm, falsework, testing and startup, temporary building and debris removal including demolition occasioned by enforcement of any applicable legal requirements, and shall cover reasonable compensation of Architect s and Contractor s services and expenses required as a result of such insured loss. 1

2 II. Pre- Bid Meeting Notes DATE: August 21, 2014 TIME: 10:00 am ATTENDEES: See Attachment A A. Introduction Good morning, and welcome to the pre-bid meeting for ITB 15-04, BUILDING DEMOLITION. My name is Mandi Willis, Procurement Specialist for Charles County Government. Also with us today is Mr. Reed Faasen, Inspections & Enforcement Manager, of the Department of Planning & Growth Management. The intent of this work is the demolition of a single family dwelling located at 6883 Arbor Lane, Bryans Road, MD. The meeting will be conducted in two parts. I will first review selected portions of the Instructions to Bidders within the ITB. Items not reviewed should not be construed as being less important than those reviewed. No information will be presented that is not already contained within the ITB. I will then ask for any questions pertaining to the Instructions to Bidders. The meeting will then be turned over Mr. Faasen who will discuss technical aspects of the project, and entertain any technical questions. If you have not already done so, please sign-in on the attendance roster. B. Procurement Discussion/ Questions All solicitation documents may be found on the County Bid Board. Ensure all required forms and any other information required is complete and in your bid package. A complete bid package is explained on page I-1. Incomplete bids may be rejected. Original Bid Package - Submit two (2) unbound originals and two (2) bound copies in a sealed envelope labeled with the Company s name and address and marked ITB 15-04, BUILDING DEMOLITION DO NOT OPEN. Questions concerning the ITB should be directed to me in writing via the contact information provided in the ITB on page I-3. No information obtained from any source other than the solicitation documents found on the County Bid Board, or from myself may be considered to be accurate. Bids must be valid for 120 days from the due date. There is an aspirational 25% MBE goal for this solicitation. This ITB is subject to the County s Small Local Business Enterprise Program. If your firm is a Charles County registered SLBE and you want to take advantage of the SLBE preference, please complete the SLBE program forms located on page I-23 to I-25 of the solicitation. All Charles County small businesses are encouraged to apply. You may contact Lucinia Mundy, Purchasing Programs Outreach Administrator at for more information. The protest policy is on page I-7 and I-8. 2

3 The County may reject any and all bids for any reason it deems necessary, and may waive any irregularities and/or informalities, and make award in any manner that is in the best interest of the County. The term of agreement (contract) shall be as follows: The Contractor agrees to fully complete the project within forty-five (45) consecutive calendar days on or before a date to be specified in a written Notice to Proceed from the County. By submitting a bid in response to this solicitation, the bidder certifies that their firm is not debarred, suspended, or otherwise ineligible for participation in government procurement by the federal government, the State of Maryland, or any other state, county, or municipal government. C. Technical Discussion None D. Questions Received Question 1 Question: Is the builders risk insurance required? All other insurance is required. Question 2 Question: Is MBE participation required? Response: MBE participation is strongly encouraged; however, not required. An MBE directory is available on the County website at Question 3 Question: Has the property been surveyed for asbestos? Question 4 Question: Is the property considered condemned? Response: Yes. Question 5 Question: How long has the house been vacant? Response: 3+ years. Question 6 Question: Does the house have electric or gas? Response: Site utilities would include electric, water, sewer, and oil heat (no gas meter noted on site). Buried oil tank located in front yard will be required to be removed and properly disposed of. As noted in scope of work, the Contractor is responsible for the disconnection and capping of all utilities. Question 7 Question: Are there specific requirements for the top soil, seed, and/or mulch? Response: The requirements are listed on Page III-6, Section Clean Up, Item C. Sod can also be used as long as it meets the requirements. 3

4 Question 8 Question: The other property looks empty. If needed, can we have access to it? Question 9 Question: Does any work need to be done to the sidewalk? It is strongly encouraged that the selected vendor takes pictures of the sidewalk before beginning any demolition work. Question 10 Question: Is it possible the fire department wants to burn the house? Question 11 Question: There is a lockbox on the door. Can we have access to the inside of the house? Question 12 Question: Does the slab in the basement and the sewage need to be removed? Response: Yes. Question 13 Question: Will there be a site visit where vendors can enter the house? Response: For safety reasons, no. Question 14 Question: What are we supposed to do with the security fence? Response: The Contractor will notify the Charles County Project Manager a minimum of 48 hours prior to the start of demolition, so we can schedule for the fence to be removed. Question 15 Question: Are the basement interior walls drywall or block? Response: The basement is finished with both block and drywall construction based on previous inspections of the property by the County inspectors. Question 16 Question: Are the footers exposed? Response: Yes, the house is a split foyer home. Question 17 Question: Can vendors look at the house at any time? Response: Yes, but from outside the security fence. Question 18 Question: How long until an award is made? Response: There is no set date available. The anticipated timeframe is between days after bids are due. *** END OF ADDENDUM *** 4
