3 A: OBJECTIVE: Namrup Thermal Power Station is having total 6 no generating Units as detailed below. The new AVR should be simple, reliable, operator friendly with state of the art technology. Terms & Condition of Bid (1.0) BID PROCEDURE: The bid shall be completed in two bid system as detailed below- i) Technical Bid : As per Annexure-I attached herewith. ii) Price Bid : As per Annexure-II attached herewith. Rates are to be quoted separately for materials supply part and E&C part. (Use a separate sheet if necessary). Bidders are to use separate sealed covers for each of the above bids. The first sealed cover will contain Technical bid having all details along with EMD with the price column blanked out. This cover will clearly be super scribed with TECHNICAL BID along with TENDER NUMBER and ITEM DESCRIPTION. The second sealed cover will contain only the price schedule duty filled in & signed and will be clearly super scribed with PRICE BID along with TENDER NUMBER and ITEM DESCRIPTION. These two covers shall be put into an outer cover and sealed. The outer cover should duly bear the TENDER NUMBER and 3

4 date and time of closing / opening of the bid along with address of this office. Bidders qualifying in the Technical Bid shall be considered to participate in the Price Bid. Any change in quotation after opening of the tender WILL T BE CONSIDERED. Any bid received after dead line of submission will be rejected and returned unopened. APGCL will not be responsible for the loss of tender form or for the delay in postal transit. Intending bidders may send technical personnel to NTPS site at their own cost on any working day for their guidance and to have an idea on the materials exactly required by the purchaser. The bid will be opened at the time and date mentioned in the NIT. The bidder or his authorized representative may be present at the time of opening of bid on the specified date. In case of unscheduled holiday on the closing / opening day of the bid, the next working day will be treated as scheduled prescribed day of closing / opening of bid, the time notified remaining the same. (A) SCOPE OF WORK AND MATERIAL SPECIFICATION: Replacing of existing BHEL make Analog AVR for 23MW generator with Digital AVR. Specification of existing BHEL make AVR Normal rating = 0.94/4.5 KW DC voltage = 94/188 V DC Amps = 10/24 Primary voltage = 415±10%AC Primary current = Amps Phases = 3, Freq. 50 Hz/ Hz. Control = Field current Load = Exciter field. Specification of the existing 23 MW hydrogen cooled generator and Exciter of Gas Turbine unit-1: Generator : - 1) KVA = ) Ampere = 1421/ ) Volt = 11 KV 4) Freq. = 50 Hz. 5) P.f = ) Rotor amps = ) Exciter volt = 250 V DC 8) Speed = 3000 rpm Exciter : - 1) KW = 155 2) Volt = 250 3) Amps = 620 4) Speed = 3000 rpm. 4

5 With load proven microprocessor based state of the art digital technology and shall adhere to latest standard of IEEE 421 or equivalent standard. The offered DAVR shall have following characteristics and features: - 1. Fine regulation. 2. High speed response. 3. Robust in construction. 4. Ability to Communicate with PLC/ DCS with monitoring and Diagnostics features. 5. Dual Channel- with two independent automatic channels having built in back up manual channels. The DAVR shall be redundant in all aspects including controllers, hardware etc. 6. The DAVR system shall be equipped with HMI system with-in built features like Event logging, Fault logging, Disturbance recorder, monitoring and trending of system parameter. 7. The DVR shall be capable to display the operating point dynamically on the generator capability curve. 8. Communication facility through modbus and profibus. The AVR should have the following Monitoring and protection features: - 1. Generator and bus PT, CT monitoring. 2. Generator armature monitoring. 3. Generator rotor monitoring. 4. Thyristor convertor monitoring and protection. 5. Limitation of Voltage/ Frequency i.e. auto over fluxing control/limiter 6. Adjustable voltage droop compensation. 7. Over excitation current limiter in two stage field current limiter (ceiling and delayed thermal current limiting). 8. Stator current limiter- one for over-excited and one for under-excited area. 9. In-built adaptive Power system stabilizer (PSS). 10. The nominal exciter response ration shall not be less than two. 11. Response time shall be less than or equal to 20 ms. 12. Any other features as may be required. 13. Ambient conditions:- a) Temperature : 8 o to 45 o C b) Humidity : 40 to 95% The Digital AVR system accessories, hardware components etc. shall be mounted within a suitable panel and able to be installed in the existing AVR room of NTPS. The auxiliary power supply for the equipment generally available in the purchaser s establishment is as follows a) 250 Volts ± 10% D.C, b) 415 Volts ± 10%, 3- phase, 50 Hz ± 3% AC c) 240 Volts ± 10%, 1- phase, 50 Hz ± 3% AC 5

6 Any other features as may be required. Scope of Work: Scope of work shall cover Supply, Supervision of Erection and Commissioning of Digital AVR in place of the existing BHEL make AVR. Supply of mandatory spares. (B) EARNEST MONEY: Rs. 1,00, (Rupees One lakh) only as Earnest Money in the shape of DD/ Bank Call Deposit of any Scheduled Bank, duly pledged in favour of the Deputy General Manager (F&A), APGCL, Bijulee-Bhawan, Paltanbazar, Guwahati-1. No claim for EMD exemption is acceptable. Bids received without or less amount of EMD shall be rejected outright. The EMD of unsuccessful bidders shall be released on request. The EMD of the successful bidder shall be retained until submission of performance Guarantee as per clause no C below. No interest shall be paid against the EMD. The Earnest Money must be provided in the envelop for TECHNICAL BID. (C) PERFORMANCE BANK GUARANTEE The successful bidder shall have to furnish a Performance Bank Guarantee for an amount equivalent to 10% of the total order value of the materials including taxes and duties before releasing 90% payment as per clause E below. The BG shall be valid for the entire guarantee period which is to be released after expiry of the Guarantee period. A copy of the BG format is enclosed at Annexure B. (D) MANUFACTURER S GUARANTEE: The materials shall be guaranteed by the manufacturer against any manufacturing defect for a period of 12 months from the date of installation or 18 months from the date of receipt whichever is earlier. Free replacement of the materials shall have to be made for any defect that may develop under normal use during the guarantee period. The free replacement should be made within a reasonable time period as determined and directed by APGCL. (E) TERMS OF PAYMENT: i. 90% payment along with taxes and duties of the supply portion shall be paid against dispatch documents through Bank. Balance 10% on material value will be paid after successful commissioning of the AVR and on submission of Performance Bank Guarantee as per clause no C above. ii. 100% value of supervision of erection, testing & commissioning charges shall be paid after successful installation, testing & commissioning of the AVR at site. 6

7 (F) CONSIGNEE: The General Manager Namrup Thermal Power Station, Assam Power Generation Corporation Ltd., P.O. Namrup T.P.S Dist. Dibrugarh, Assam, Ph & Fax: (G) DELIVERY & COMMISSIONING TIME: The delivery, installation and commissioning period is 90 (ninety) days from the date of issue of formal purchase order. The materials shall be delivered at site. The successful bidder is to depute commissioning engineers for installation, testing & commissioning of the AVR immediately after receipt of material at site. (H) INSPECTION : Joint Inspection shall be carried out at manufacturer s site. The bidder shall intimate readiness of the material to the consignee for arranging the inspection. (I) Liquidated Damage: In case of failure of completing the job within the time of completion of work as referred in clause (G) for the reasons attributable to the bidder, then Liquidated 1% of the ordered value against each additional week (Maximum amount of 5% of ordered value) will be recovered from the bidder. (i) FORCE MAJEURE: Normally, force majeure shall cover only act of God, fire, war, riots and act of Government etc. Any constraints other than those specified above, will not constitute a force majeure condition. In view of other constraints beyond the control of the supplier, primarily due to statutory compulsion, extension of delivery time may also be considered on merit of individual case. In case of a force majeure condition, the Contractor shall notify the Purchaser in writing such condition within 10 (ten) days from the beginning of such delay for consideration and acceptance. (j) TECHNICAL LITERATURE: The bidder shall furnish detailed technical literatures of their offered products along with bid documents. Bids without technical literature are liable to be rejected. (k) TEST CERTIFICATE: Manufacture s Test Certificate, INSTRUCTION MANUAL FOR O&M ETC, must be submitted along with the equipments. (l) VALIDITY OF THE OFFER: The offer shall be valid for a period of 180days from the date of submission of Bid. (m) ARBITRATION: All disputes and differences whatsoever shall arise between the parties out of or relating to this work shall be settled by arbitration as per General Conditions of Supply and erection of APGCL. The venue of arbitration shall be at Guwahati. 7

8 (n) OTHER TERMS: Any other terms & condition which is not included in the above shall be governed by General Terms and conditions for Supply & Erection of APGCL. However, if any of the clauses of the tender contradict the clauses of the General Terms and conditions for supply & Erection of APGCL, those in the tender will prevail. (hereinafter called APGCL) which expression shall unless repugnant to the context or meaning thereof include its successor administrators, executors and assigns has entered into a contract Agreement No. Dtd. with M/S (herein called the contractor ) which expression shall unless repugnant to the context or meaning thereof include its successor administrators, executors and assigns for supply, installation, commissioning & testing of one number of Digital AVR at Namrup Thermal Power Station, Namrup and place a supply Order No Dated Whereas by the terms of the contract between the parties are contained in the order aforementioned and subsequent correspondences between the parties. Whereas by the virtue of the clause Performance Guarantee of the order aforementioned, the Firm is required to furnish a Bank Guarantee from a Nationalized Bank for a sum of Rs. (Rupees ) only as security for the satisfactory performance of the Digital AVR. Whereas the Firm has requested APGCL to accept the guarantee of ( ) (Name of any Nationalized Bank with address) and the Board has agreed to accept the same.
