1 Case reference number: DZ-A /17 INVITATION FOR SUBMITTING OFFERS In the present proceedings, the provisions of the Act of 29 January 2004 on Public Procurement Law do not apply (j.t.: Dz. U. z 2017r., poz z późn. zm) art. 4 pkt. 8. The estimated value of the order does not exceed 30,000euro. Oil and Gas Institute National Research Institute in Krakow in Krakow, at ul. Lubicz 25 A, tel: 12/ , fax: 12/ , office@inig.pl, Contracting Authority invites to take part in proceedings for the supply of THT sensors with fixing elements. 1. DESCRIPTION OF THE SUBJECT OF THE CONTRACT. 1. The contract includes the delivery of the sensors (95 pieces) City Technology THT 3E 50 4CLT, 4- series 0-50 mg/m 3 + Mounting Collar for 3 Series Sensor (B010). The sensors will be intended for THT analyzers. A. DETAILED REQUIREMENTS: Tetrahydrothiophene (THT) Gas Sensor Technical Specifications Operating Principle - Linearity3-electrode electrochemical Measurement Range mg/m 3 Filter - H 2S Sensitivity ± 50 na/mg/m 3 Response Time (T90) < 30 s calculated from 2 min exposure time (at 33 Ohm) Baseline Offset (clean air) < ± 200 na Linearity < 5% of full scale B. WARRANTY TERMS: The minimum warranty period shall be 12 months, starting from the date of signing the acceptance protocol. The contractor may offer an additional 6 months warranty (beyond the required). C. PLACE OF DELIVERY Instytut Nafty i Gazu Państwowy Instytut Badawczy ul. Kasprzaka 25, Warszawa. 1

2 2. DELIVERY TERMS Date of delivery of the entire order: up to 8 weeks from the signing of the contract. 3. REQUIRED DOCUMENTS. Detailed description of the offered equipment. Manufacturer s prospectuses, catalogues and other materials shall be accepted as a description of the equipment if submitted together with the tender. These will be treated as appendices to the tender. 4. TENDER PREPARATION The offer can be prepared in accordance with Annex no. 1 The tender must include: the name, address, telephone number and fax number or address of the Contractor, bid price net and gross, documents indicated in Chapter 3. The offer price should be given in Polish zlotys (PLN) net / gross in digital and verbal form, rounded to two decimal places. It is admitted to express the price in a foreign currency EUR/USD/GBP. If the bid price is expressed, in accordance with the Contracting Authority s permission in EUR/USD/GBP, the Contracting Authority, for the purpose of comparing the price bids, shall convert it into Polish zloty at the average exchange rate of EUR/USD/GBP published by NBP on the day preceding opening the tenders in the procedure. The foreign contractor only provides the net offer price. The Contracting Authority, in order to ensure price bid comparability, will add VAT which it would be obliged to settle in accordance with Value Added Tax regulations. The Contractor should include all necessary costs related to completion and settlement of the subject of the contract in the bid price. The tender together with all appendices require a signature of a person/persons authorized to represent the Contractor in accordance with applicable legal regulations. The tender shall be made in writing, in Polish or English, in a form which ensures legibility of its content. Incomplete tender, will not be considered. 2

3 5. ASSESSMENT CRITERIA The tenders shall be assessed by the Contracting Authority. The following criteria shall be used by the Contracting Authority while selecting the best tender: a) total gross price (Wc) 90%; The lowest bid price offered in the procedure Wc = The bid price offered in the assessed tender x 90 points b) - additional warranty period (beyond the required) - 10% When the Contractor offers a guarantee for 12 months, he will receive 0 pkt. When the Contractor offers a guarantee for 18 months, he will receive 10 pkt. The tender which gets the highest total score in all criteria will be deemed the best tender. 6. VALIDITY PERIOD: 30 days. The term of the tender validity period runs from the lapse of the time limit for tender submission. 7. PLACE AND TIME LIMIT FOR TENDER SUBMISSION The tender shall be submitted in the registered seat of the Institute Krakow, ul. Lubicz 25 A, office room 113, I floor till January 12, 2018, till 10:00 a.m. in a closed envelope with the following inscription: DZ-A /17 tender for the supply of THT sensors with fixing elements or send an offer in electronic version to the following address: przetargi@inig.pl. The costs of preparation and submission of the tender shall be covered by the Contractor. Any questions of potential contractors and the answers will be posted on the website: and will constitute an integral part of the requirements contained in the Invitation. 8. CONTRACT CONDITIONS WHICH WILL BE INCLUDED IN THE CONTRACT The Contracting Authority will execute a contract with the Contractor which submits the best tender. The contract will be concluded in accordance with provisions and requirements from this procedure and data and prices included in the tender. 3

4 It is allowed to use the contract template used by the selected Contractor. The invoice may be issued after the Contractor under a report-based transfer of the subject of the contract by the Contractor. The payment shall be effected within 21 days of issuing the invoice by the Contractor by a bank transfer to the Contractor s bank account indicated in the invoice in which case the Contractor shall deliver a correctly issued invoice to the Contracting Authority within 7 days of issue. The payment day shall the day on which the bank account of the Contracting Authority is debited. Prepayment is allowed. The Contracting Authority shall be entitled to require payment of contractual penalties by the Contractor in the following cases: -Delay in completion of the Contract, in the amount of 0.1% of the net fee for every calendar day of delay, - Withdrawal from the Contract for reasons attributable to the Contractor in the amount of 10% of the total net fee. In the event the contractual penalties, the Contracting Authority reserves the right to deduct them from the fee payable to the Contractor. Any disputes concerning the contract shall be settled by a competent court for the registered seat of the Contracting Authority. ATTENTION: According to the internal procedures in force: the Employer may not consider the offer submitted by the supplier who previously made the order for the Ordering Party with improper care. 11. THE RESULT OF THE PROCEEDINGS The result of the proceedings will be posted on the website of the Employer and sent to Contractors who submitted offers. 12. Appendices No. 1 Tender Form.
