NATIONAL UNIVERSITY OF SINGAPORE OFFICE OF CAMPUS AMENITIES APPLICATION FOR OPERATING A CANTEEN STALL IN NUS INSTRUCTION AND INFORMATION FOR APPLICANTS 1. Application for Operating a Food Stall in NUS NUS invites experienced food stall operators to apply for a Food Stall at Techno Edge / Central Square in National University of Singapore. 2. Evaluation 2.1 The applications will be evaluated based on the following criteria: Pricing Variety Track Records & Experience Quality Overlap in food or cuisine type with existing stalls Any other value added services / initiatives 2.2 The University reserves our rights not to shortlist or award if the applicant fails to meet any of the criteria listed above. 2.3 Existing stall operators with 6 or more demerit points will not be considered. 2.4 The University is not liable to provide any explanation for not shortlisting or awarding the canteen application to any applicant 3. Proposal for Renovation 3.1 The applicant shall submit a proposal for the renovation and setting-up of equipment to operate the food stall in NUS. 3.2 The successful applicant shall be given 2 weeks to complete all renovations and to begin operation thereafter. Rental will be chargeable from the expiry of the 2 weeks rent free period. 3.3 No claims of reimbursement shall be made to the University should the successful applicant decide to terminate the contract before the expiry date. 3.4 Any other proposals to renovate the stall will require the prior written approval of the University. 3.5 The successful applicant shall provide for consumption in the stall a variety of food at prices approved by the University. 3. Operator s responsibility for Property, Equipment, Cleaning, Etc. 3.1 The operator shall be responsible for the property and equipment handed over to him. All fixed equipment such as bain marie, showcase, light fittings, roller shutter, etc. provided by the University shall be maintained by the operator throughout the duration of the Contract. The operator shall be responsible for the regular maintenance and repair of equipment and fittings including exhaust systems, fans, light fittings and clearing of chokages. The operator will have to engage his own certified contractor to properly carry out the maintenance and repair works. In the 1
2 event that the University s maintenance is required, the cost of maintenance and repair will be borne by the operator. At the termination of the Contract, the operator shall make good all damaged fittings, walls, flooring, ceiling to a satisfactory condition before handing over the stall to the University and should the satisfactory condition not be met, shall pay to the University the reasonable value of not making good. The University has the right to the ownership of all renovations and fixtures installed by the operator. 3.2 The operator shall be responsible for any loss or damage to the premises, fixed and removable equipment provided as a result of theft or fire or damage attributable to the operator or his assistants. 3.3 No installation of electrical and / or gas fixtures and appliances may be carried out by the operator except with prior written approval of the University. Upon termination of the Contract there shall not be any compensation for the installation and fixtures. Whenever necessary and required by the University, the operator shall restore the premises affected by the installation of fixtures to their original state and condition. 3.4 The operator shall be responsible for and bear the cost of maintaining the cleanliness of the canteen throughout the period of the Contract. In the event when the University is required to appoint contract cleaners for the canteen, the cost of engaging the contract cleaners will be borne by the operator. 3.5 For the preparation and serving of food, drinks and other commodities for consumption, the operator shall provide at his own cost suitable and sufficient crockery, cutlery, trays and other equipment of a quality approved by the University. 3.6 The operator shall provide and maintain at his own cost the signage fronting each stall subject to the University s approval. Calorie counts must be included in the signage. 4. Operation Hours 4.1 Stalls are to operate everyday except on Sundays and Public Holidays. 4.2 The operating hours of the stall are as follows: Mondays to Fridays : 7.30 a.m. to 4.00 p.m. (Last order) Saturdays : 7.30 a.m. to 3.00 p.m. (Last order) When rostered for evening duty, the operating hours shall be as follows: Mondays to Fridays : 7.30 a.m. to 8.00 p.m. (Last order) The Operator shall operate his stall during the vacation period as stated: Stalls not rostered for evening duty: Mondays to Saturdays : 7.30 a.m. to 2.30 p.m. (Last order) Stalls rostered for evening duty: Mondays to Fridays : 7.30 a.m. to 6.00 p.m. (Last order) Saturdays : 7.30 a.m. to 2.30 p.m. (Last order) 5. No Sub-Letting The operator is not permitted to assign, sub-let, grant a license or part with the stall granted. 6. Environmental Sustainability 6.1 The operator shall procure environmentally friendly products as directed by the University for their daily operations. 2
3 6.2 The operator shall take part in food waste recycling, and place all their food waste inside the designated bins provided by the University to recycle food waste. No food waste shall be disposed of into the general waste stream without prior permission from the University. 6.3 The operator shall ensure that they recycle all used cardboard in the designated paper recycling bins provided by the University. The cardboard shall be flattened properly before they are disposed into the recycling bins to maximize the use of space in the bins. 6.4 No operator shall engage their own recycling vendor, or give their recyclables to a recycling vendor not assigned by the University. Liquidated damages will be imposed per offence. 6.5 The operator shall support any environmental initiatives that are undertaken by the University. 6.6 The operator shall take part in used cooking oil recycling, and place their used cooking oil inside designated drums. The used cooking oil recycler appointed by NUS shall ensure that all used cooked oil collected from the University shall be recycled into biodiesel locally and that no used cooking oil is to be exported out of Singapore. The operator shall be responsible not to contaminate the waste food oil by disposing food wastes and other contaminants into the waste oil receptacle. 6.7 No operator shall engage other cooking oil recycling vendor(s) not assigned by the University. Liquidated damages will be imposed per offence. In addition, no used cooking oil shall be disposed of as general waste stream without prior permission from the University. 6.8 When existing light fittings in the operator s premises are due for replacement, it is the operator s responsibility to replace with energy efficient light fixtures. 7. Deposits and Rental Charges 7.1 The successful applicant shall deposit with the University the sum of Singapore Dollars Four Thousand Five Hundred (S$4,500.00) as Security Deposit and Utilities Deposit for the due fulfillment of the Contract. When the Contract expires, the Security and Utilities deposit shall be refunded to the operator in accordance with the terms of the Contract. Breakdown of the total deposit amount is as follows:- Security Deposit: $3, Utilities Deposit: $1, A monthly rental shall be charged subjected to GST at the prevailing rate. The University reserves the right to review the rental as and when appropriate. 7.3 Rental is chargeable on a monthly basis as follows:- School Term: $ School Vacation (May, June, November & December): 50% of the rental chargeable during school term. 7.4 The applicant shall submit his application together with a Deposit of an amount equivalent to one month s rent of a canteen stall, ie. $ by cashier s order in favour of National University of Singapore. 7.5 Subject to clause 8.4, the Deposit shall be refunded to an unsuccessful applicant within thirty (30) days of the expiry date of the validity period of his or her application. 7.6 The Deposit shall be forfeited if the applicant withdraws his or her application during the validity period of his or her application. 7.7 Canteen stalls that has an accompanying store room will be charged an additional fees for the space. 3
4 8. Uses of Utilities, Fuels, Etc. and Charges 8.1 The operator shall be responsible for the payment of all utilities such as electricity, water, etc. used by him. Utility charges shall be subjected to Administration Charges and GST at the prevailing rate. 8.2 Any fuel used, except firewood and charcoal which are not permitted, by the operator shall be at his own expense. 8.3 In canteens where centralized LPG supply is available, the operator shall use the centralized LPG supply after signing an agreement with the centralized LPG supplier. 9. Period of Contract 9.1 The successful applicant will be required to enter into a Contract with the University. The Period of Contract shall be as per the period indicated in the advertisement on The Straits Times, Lianhe Zaobao and Berita Harian. 9.2 The Contract may be terminated by either party giving the other three (3) months notice in writing. 9.3 The Contract may also be terminated by the University without notice if the successful applicant fails to pay rental promptly or violate any of the Clauses in the Contract. 10 Manpower / Supply of Labour 10.1 The successful applicant shall ensure that no illegal foreign workers are employed by him in the performance of the Contract An illegal foreign worker means a foreign worker who:- (a) (b) has not lawfully entered or has remained in Singapore in contravention of the Immigration Act (Cap. 133); or is employed by an employer without a valid work permit, in contravention of the Employment of Foreign Workers Act (Cap. 91A). 11. Validity Period 11.1 Your proposal shall be valid for six (6) months from the closing date, and for any further periods (not exceeding a total of six (6) calendar months) as may be requested by the University. Your application shall not be withdrawn within these periods. 12. Submission of Applications 12.1 All completed application forms with attachments (if any) must be sealed in an envelope marked Application for the Operation of A Canteen Stall in NUS and submit it to Tender Box 2 located at National University of Singapore, Office of Campus Amenities, Ventus (University Campus Infrastructure), 8 Kent Ridge Drive, Singapore not later than 4 pm on 18 August Submission must be done by hand Late submission and incomplete applications (including but not limited to the following: incomplete application forms, failure to issue payment for Deposit and/or Administrative Fees, cashier s order issued to the wrong Payee name, etc) will not be accepted Only shortlisted applicants will be notified for interviews by 25 August
