1 NOTICE INVITING EXPRESSION OF INTEREST FOR OPERATING A REHABILITATION CENTRE-CUM-SALOON AT THE GROUND FLOOR OF SNEHODIYA IN PLOT NO. BC/100/2 IN ACTION AREA-IB IN NEWTOWN, KOLKATA Memo No: 20/HIDCO/AGM (SNEHODIYA) WBHIDCO Dated: 22/01/2019 An Expression of Interest (EOI) with financial proposal for operating a Rehabilitation Centre with facilities of Gymnasium, Physiotherapy, Yoga, Spa and Saloon etc. at the Ground Floor of Snehodiya in Plot No. BC/100/2 in Action Area-IB, New Town, Kolkata, on monthly License fee basis, is hereby invited from the reputed and resourceful agencies/franchises. A. General Terms and Conditions of the bid: 1. The selected bidder shall operate the Rehabilitation Centre with facilities of Gymnasium, Physiotherapy, Yoga, Spa and Saloon etc. at the Ground Floor of Snehodiya in Plot No. BC/100/2 in Action Area-IB, New Town, Kolkata. 2. The intending bidder should have experience of running such type of business. Intending bidder will have to submit the relevant documents in this regard. 3. The intending bidder will have to submit credentials in support of their claim. 4. The intending bidder shall have valid trade license issued by the appropriate authority. 5. The intending bidders who have been allotted any space by HIDCO or NKDA for running any business in New Town are not eligible to apply. 6. Offer is to be submitted in sealed covers addressed to the Addl. General Manager, Snehodiya at her office in BF-4, Action Area-IB, New Town, Kolkata Last date and time for submission of offer by the intending bidders is on up to 2.00 P.M in the Tender Box kept in the office chamber of the Addl. General Manager, Snehodiya. 8. Offers will be opened on after 3.00 P.M. at the office chamber of the Addl. General Manager, Snehodiya. The bidders or their authorized representative may remain present at the time of opening of the offers. 9. The selected bidder will have to start the Rehabilitation Centre with facilities of Gymnasium, Physiotherapy, Yoga, Spa and Saloon etc. within 01 (One) month from the date of issuance of Letter of Acceptance (LOA). 10. Sub-leasing, sub-letting of the Rehabilitation Centre with facilities of Gymnasium, Physiotherapy, Yoga, Spa and Saloon etc. will not be allowed.

2 11. WBHIDCO will provide covered 800 sq.ft AC area & covered 2440 sq.ft Non-AC area for the Rehabilitation Centre for Gymnasium, Physiotherapy, Yoga, Spa purpose and also provide 178 sq. ft. AC area for the Saloon. 12. Total area offered in this EOI is 3, sq.ft. out of which covered area with AC facility is sq ft. and covered area without AC facility is sq.ft. 13. The bidder will have to take the entire area of 3, sq.ft. 14. The bidder will not be allowed to make any kind of modification of the structure. 15. The reserved base License fee for both covered AC and without AC area is Rs.1,17,210/- (Rupees one lakh seventeen thousand two hundred ten) only per month, which is a bid variable. The bids above the reserved License Fee only will be taken into consideration. In case of a tie in respect of the highest bid, the Bidders offering the highest bids will be requested to submit closed revised offers again. 16. No change in the amount of offered payment will be considered in any way after finalization of the bid. 17. The upfront payment of License fee will have to be paid on monthly basis. The License fee is payable from the date of receiving of the possession or from the date of execution of agreement, whichever is earlier. The License fee will be completed within 10 th of next month for previous month. 18. The monthly license fee will be 10% in every three years. 19. The bids above the reserved License Fee only will be taken into consideration. In case of a tie in respect of the highest bid, the Bidders offering the highest bids will be requested to submit closed revised offers again. 20. No change in the amount of offered payment will be considered in any way after finalization of the bid. 21. Conditional E.O.I will not be accepted and shall be deemed as informal. 22. Before submitting any offer, the intending Bidders should make themselves acquainted thoroughly with the prevailing local conditions by way of actual inspection of the site and no claim whatsoever will be entertained after finalization of the bid. 23. The selected Bidder will have to enter into a renewable agreement of eleven months with WBHIDCO Ltd. within 15 (Fifteen) days from the date of issuance of LOA. 24. The space will be initially allotted for three years on License basis, which may be extended further if considered satisfactory by the authority of WBHIDCO Ltd. 25. The selected bidder shall have to procure all materials/items required for running the business and will run the business by their own employees. WBHIDCO will only provide electricity, A.C., water,

3 generator in case of power failure, intercom telephone, table and chairs. However, the electricity charges will have to be paid by the operator separately. 26. Suitable well trained certified Physiotherapist, Gymnasium Teacher, Yoga Teacher, Spa operator and a Rehab doctor should be available at the Rehabilitation Centre during operational hours. 27. The Rehabilitation Centre and the Saloon will generally be operated between 8 A.M. and 8 P.M. 28. The necessary items like oils, creams etc. which will be used for the spa and the saloon should be of hygienic and good quality and to be provided by the operator. 29. The equipment for Gymnasium should be of good quality and shall be certified by the appropriate authority. 30. The items needed for the spa, yoga, gym, saloon like apron, yoga mat, towel, disposable sheet etc. will have to be provided by the operator. 31. Staff should be in proper uniform and uniform should be provided by the operator. 32. Aroma Candles, room fresheners and toilet materials should be supplied by the operator. 33. The materials required for operating the saloon should be of good quality and to be procured by the selected operator on his/her own for running the same. 34. The massage will be strictly from male to male and female to female. 35. Cleaning inside the rooms and toilets will be the part of job of the operator. 36. No material should be disposed outside. 37. Rate of different operations like yoga, spa, gym /saloon should be fixed by the operator according to the recent market price. 38. There will be no restriction about the Rehab guest. The guests of Snehodiya as well as outsider may use the Rehabilitation Centre with facilities of Gymnasium, Physiotherapy, Yoga, Spa and Saloon etc. 39. There will be two different rates of the different operations - 1) Subsidized rates for the guests of Snehodiya which will be fixed on negotiation between the authority concerned and the selected bidder and 2) actual rates for the outsiders to be fixed by the operator. 40. The space of Rehabilitation Centre at the Ground Floor of Snehodiya in Plot No. BC/100/2 in Action Area-IB, New Town, Kolkata will continue to remain under the ownership of WBHIDCO. 41. The operator will have to arrange all sorts of licenses/nocs from all competent authorities for running such business. 42. Compliance of labour laws and all statutory compliance are the responsibilities of the operator. Accidental insurance premium, if required, will be borne by the operator. Bidder/operator will have to indemnify WBHIDCO from any sort of damage or loss or accident occurred due to inadequacy of any measure/protection or anything likely to cause such incident.

4 43. WBHIDCO Ltd. reserves the right to accept or reject any offer without assigning any reason whatsoever. In case of cancellation, no liability will be incurred by WB HIDCO Ltd. 44. No offer will be entertained if received through Post / Courier after 2.00 P.M. on Conditional E.O.I will not be accepted and shall be deemed as informal. 46. Before submitting any offer, the intending agencies/franchises should make themselves acquainted thoroughly with the prevailing local conditions by way of actual inspection of the site and no claim whatsoever will be entertained after finalization of the offer. 47. The selected bidder will have to enter into a renewable agreement of eleven months with WBHIDCO Ltd. within 15 (Fifteen) days from the date of issuance of LOA. 48. The agreement can be terminated in case of irregularities/under-performance/non-payment of monthly License fee/suppression of facts by giving a written notice of one month. 49. GST at the applicable rate will have to be paid by the selected bidder i.e. the operator. 50. The waste materials generated out of the running this business will be handled by the operator as per rules and guidance of New Town Kolkata Development Authority (NKDA) for collection by their solid waste management staff from a particular point as decided by the NKDA. NKDA will clear and replace the waste bins from time to time in normal way. But, if required, the operator may keep separate waste bins to store the garbage at their own arrangement and no littering will be allowed under any circumstances. The operator will be responsible for elimination of the littering and penalty will be imposed for such deviation. WBHIDCO Authority reserves the right to cancel the rent agreement in such cases. 51. The entire arrangement should be in pollution free manner. In case of any deviation, the contract shall also be liable to be cancelled. 52. Sufficient fire safety measures should be arranged by the operator and the operator should obtain Fire License Certificate, if required. B. Bid Documents 1. The intending bidder must submit their offer in 03 (three) separate sealed envelopes i.e. Packet (A), Packet (B) and Packet (C). On every packet, memo no. and date of this EOI, the name of the Agency/franchise have to be written clearly. 2. Packet (A) will contain Earnest Money Deposit amounting to Rs.10, drawn on any Nationalized Bank in the form of Bank Draft in favour of WB HIDCO Ltd payable at Kolkata. Without submission of the EMD, the application will be considered summarily cancelled. EMD of unsuccessful Agency/franchises will be returned in due course. 3. Packet (B) will contain (i) application super scribing memo no. and date of this EOI indicating name and address of the Agency/franchise, (ii) Copy of valid PAN issued by the Income Tax Deptt., Government of India, (iii) Valid GST registration no., if any, (iv) Valid Trade License and

5 (v) Credentials in support of experience of running such type of business, if any, (vi) any type of licence to run such business. 4. Packet (C) will contain only the financial bid mentioning clearly the percentage (%) quoted against the declared reserved monthly License fee as ascertained and placed in the notice. The rate quoted should be on the percentage (%) on declared monthly rent only (i.e. xxxx% above) considering all types of payments/charges to be paid by the Bidder for running the business. 5. Above three sealed covers must be super scribed Proposal for operating a Rehabilitation Centre with facilities of Gymnasium, Physiotherapy, Yoga, Spa and Saloon etc. at the Ground Floor of Snehodiya in Plot No. BC/100/2 in Action Area-IB, New Town, Kolkata and should be put in a bigger sealed cover super scribing the above along with mentioning the memo no. and date of this EOI, the name of the bidder and addressed to the Addl. General Manager, Snehodiya at her office in BF-4, Action Area-IB, New Town, Kolkata Offer has to be submitted on the letter head of the Bidder signed by the proprietor of the Bidder himself or his authorized representative, who will also sign all documents in the offer. 7. All the documents submitted by the agency/franchise are also to be signed by the proprietor of the bidder himself or his authorized representative. 8. The offer will remain valid for 3 years from the date of submission. 9. Any offer containing overwriting is liable to be rejected. All corrections are to be attested under the dated signature of the proprietor of the Bidder himself or his authorized representative without which the offer may be informal. Addl.
