1 SPECIFICATIONS FOR FURNISHING ELECTRICIANS, ELECTRICIANS' HELPERS, AND VARIOUS EQUIPMENT FOR REPAIR, MAINTENANCE AND IMPROVEMENTS TO THE TRAFFIC SIGNAL SYSTEMS, STREET LIGHTS AND OTHER MISCELLANEOUS ELECTRICAL WORK FOR THE CITY OF OAKWOOD. BIDS ARE TO BE TAKEN UNTIL 11:00 A.M., ON MONDAY, AUGUST 28, 2017 TYPES OF SERVICES/QUALIFICATIONS The Contractor shall have the resources to furnish personnel, equipment and materials necessary to perform the following services for the City of Oakwood on a routine or emergency basis. 1. Qualified personnel shall have a minimum of two years experience in maintaining and repairing Econolite closed loop traffic signal control equipment including the master controller and computer system, field equipment, fiber optic network, and any and all other elements of the traffic signal system owned and operated by the City of Oakwood. 2. Work under this contract shall also include maintenance and repair/replacement of all city owned street lights and electrical controls, equipment and fixtures, and general electrical repair and maintenance at all city-owned buildings. The contractor has the right to bid for offering services as listed in items 1 and 2 above or for either item independently. GENERAL The Contractor shall specify in the bid any equipment on which the firm is not qualified to work. The Contractor shall submit a summary of primary and backup personnel who will be available to provide services along with their qualifications. A bidder may be required to demonstrate ability and produce equipment needed to furnish the above services. The Contractor shall hold the City of Oakwood harmless from any acts done by any of its employees in the pursuit of the duties assigned to them while in the city s employ. Bidders must comply with all requirements of law relating to contracts with the City of Oakwood, the State of Ohio and the United States. The Contractor shall procure, maintain and provide proof during the life of this contract, of Workers Compensation Insurance for all of his employees to be engaged in the work described herein. The enclosed affidavit regarding payment of Montgomery County Personal Property Taxes must be completed and returned with the bid. Each bid must contain the full name of every person or company interested in same. Bidders shall state terms of payment for services rendered.

2 The City of Oakwood can cancel any agreement or contract entered into if service falls below acceptable levels for purposes stated herein upon a thirty (30) day notice. PRICE BID The price bid shall be a firm price for at least one (1) year. The city encourages alternate bids with firm prices for a period of two (2) years. Each bid or proposal submitted must be upon Bid Proposal Forms furnished by the City of Oakwood. The unit price for labor (by class), equipment, and materials is shown on the following "Proposal". These rates establish the basis for all charges to be applied to all work done relative to this contract. Any trip charges or minimum charges must be stated. SPECIFICATIONS Emergency Repair Service. Telephone service shall be made available by the Contractor on a 24-hours per day, 7-days per week basis. Contractor shall provide the names and phone numbers of all those authorized by Contractor to receive messages authorizing performance, and show the order of preference of calls. Contractor shall furnish emergency repair service as soon as possible, but no later than one (1) hour after notification. Such emergency service is to be furnished only when requested by persons authorized by the City Manager. As soon as possible after completing a work assignment related to the traffic control system, a representative of the contractor shall provide a report to the safety department dispatcher and to the city s Foreman/Inspector, Tom Long. Contractor shall report in writing to the Foreman/Inspector any defective wiring or equipment. Maintenance, Adjustment and Upgrade Service. The Contractor shall perform such maintenance, adjustment and upgrade of traffic control and other electrical equipment as may be requested by the City during the normal working day without disrupting other projects in progress. The contractor shall also complete this work with minimal disruption to normal traffic flow. Project Documentation. Upon invoicing of any work, a written job summary is to be completed to provide the following information: 1. Date(s) of work 2. Name of person requesting service 3. Location(s) of work 4. Time spent on job and brief description of work done 5. List of material used Invoicing shall be done on a monthly basis and shall be submitted in duplicate to the Assistant Finance Director. A single copy of each job summary is to be furnished with this statement.

3 CURRENT RATES AND CONTRACTOR A summary of the hourly rate structures currently in effect are attached. The city currently contracts with Capitol Electric Line Builders for repair and maintenance of the traffic signal system and Studebaker Electric for general electrical repairs and service. PERFORMANCE BOND A One Thousand Dollar ($1,000.00) Performance Bond shall be furnished which shall be liquidated damage in case of failure to perform upon request. CONTRACTOR'S LIABILITY INSURANCE The Contractor shall furnish and maintain during the life of this contract such Public Liability and Property Damage Insurance as shall protect him and any sub-contractor, performing work covered by this contract, from claims for damages for personal injury, including accidental death, except by persons protected by Workers' Compensation statute, and from claims for property damages, which may arise from operations under this contract, whether such operations be by himself or by any sub-contractor or by anyone directly or indirectly employed by either of them and the amounts of such insurance shall be as follows: Public Liability Insurance shall provide for a minimum coverage of one million dollars ($1,000,000) per incident and two million dollars ($2,000,000) aggregate. Contractor's Protective Contingent Liability Insurance shall provide for a minimum coverage of one million dollars ($1,000,000) per incident and two million dollars ($2,000,000) aggregate. Property Damage Insurance shall provide for a minimum coverage of one million dollars ($1,000,000) for each accident. There should be a thirty (30) day notification of cancellation of any of the above-mentioned insurance policies. Proposals shall be delivered by regular mail, or in person, to the office of the City Manager of the City of Oakwood, 30 Park Avenue, Oakwood, Ohio, 45419, on or before 11:00 a.m. on Monday, August 28, 2017, and shall be marked "BID FOR FURNISHING ELECTRICIANS, ELECTRICIANS' HELPERS AND VARIOUS MATERIALS AND EQUIPMENT FOR REPAIR, MAINTENANCE AND IMPROVEMENTS TO THE TRAFFIC SIGNAL SYSTEMS, STREET LIGHTS AND OTHER MISCELLANEOUS ELECTRICAL WORK FOR THE CITY OF OAKWOOD". REJECTION OF BIDS The City of Oakwood reserves the right to reject any and all bids, to waive any irregularities in the bid or bids, and to accept that bid or bids, in whole or in part, which in its judgment is to the best advantage of the City of Oakwood.
