1 PIERCE COUNTY VIDEO VOTERS GUIDE 2018 SECTION 1 PURPOSE The Video Voters Guide is narrowly defined as providing a short forum for candidates to introduce themselves to the voters. Examples of appropriate content include: Biographical information Personal/Professional background Qualifications for office Voting, employment and/or community service record Position on relevant issues Examples of inappropriate content include (see also Section 3.E.2): Fundraising Visual/Audio aids Discussion of any other candidates credentials, background or affiliations SECTION 2 AGREEMENT The Candidate, as a participant in the 2018 Video Voters Guide, agrees to abide by all of the standards and practices outlined herein. The Candidate intends to voluntarily participate in a video presentation linked to the candidate s printed likeness and statement in the County s Voter s Guide for both the Primary and General Elections. This candidate video presentation may or may not be utilized by Pierce County Television (PCTV) as part of its regular cable television programming and no promise or agreement to such use is herein made or implied. The Candidate releases this video presentation, or any portion thereof, for any and all professional uses and distribution over television, internet, and mobile devices as deemed appropriate by Pierce County or PCTV. 2 SECTION 3 PRODUCTION PARAMETERS AND PROCEDURES A. Video statements are recorded at the PCTV studio, located at 2320 South 19 th Street in Tacoma. Each candidate is given a strict, 30-minute production session in which to record several takes (performances), review the takes and decide which one they want presented in the voter s guide and PCTV programming. Candidate presentations are limited to three minutes or less. B. Production is scheduled on a first come/first scheduled basis. Production dates and times are determined by PCTV in accordance with staffing and studio availability. Production is scheduled in 45-minute increments to allow for studio preparation. Candidates may schedule a production session by calling PCTV at A request for rescheduling a production appointment must be made at least 48 hours prior to the original appointment. Only one (1) reschedule request is permitted and will be granted only if production time is available. Candidates who fail to arrive for their scheduled production time, without prior notice, forfeit their participation and will not be rescheduled. Candidates should arrive at the PCTV studio/office at least fifteen (15) minutes prior to the production session. Late arrival will shorten the candidate s production time and rescheduling will not be accommodated. To prepare for the production session: Assume that you may/will be seen head-to-toe and dress appropriately. Business or Business Casual attire is required. Avoid wearing white and loud colors. No neon style fabrics. Avoid tight patterns such as narrow stripes, checks and Herringbone. Uniforms, hats, banners, insignias, buttons, pins or other affiliated or slogan items are prohibited. Choose black, gray, brown and/or deep jewel colors such as blue, green, dark reds and purple. Ties, blazers and jackets assist with microphone placement, but are not required. Choose clothing that is comfortable while sitting or standing. Jewelry should be kept to a minimum. Avoid large, dangling, noisy and shiny earrings, necklaces and bracelets. Only the candidate may appear on camera. The pose, camera angle, lighting and other video aspects are strictly controlled by PCTV and will be the same for each participant. Props, charts, photos, demonstrations or any other objects or designs are prohibited. Candidates are responsible for personal hairdressing, make-up and wardrobe. Page 2

3 C. Candidates may choose to use a teleprompter for their presentations. Using the Teleprompter requires the following: The presentation script MUST be ed to PCTV at least 24 hours prior to the production appointment. Send your teleprompter file to: dhinman@co.pierce.wa.us Script/file must be delivered as a plain text (.txt) or Word (.docx) document with no special formatting no unusual spacing, bullet points, bolding, underlining, etc. Script MUST be ready for performance. Rewrites or changes beyond a few words will not be available. D. Upon request, candidate will receive a YouTube link of the chosen performance. DVD copies of the performance are available at $25 per DVD. Candidates may only request copies of his/her own presentation. E. In consideration of potential television and/or other digital distribution of candidate presentations, Candidate agrees that he/she: 1. Is familiar with the presentation material and accepts full responsibility for the presentation content. 2. Warrants and represents that the presentation does not contain: I. Any solicitation of funds for any purpose. II. Any material designed to promote or advertise the sale of commercial products or services. III. Any material that is not directly about the candidate or relative to his/her qualifications for the position or office sought. IV. Any material that is slanderous, libelous, obscene or prohibited by law. V. Any material requiring union, residual, or other payments including but not limited to talent, staff and crew. VI. Any material subject to copyright, ownership, royalty rights or residuals unless releases, licenses or other permissions have been obtained and are provided in writing. SECTION 4 PAYMENT Candidate will pay a production fee of $ to help cover studio and production expenses. Payment is to be made by money order or check, payable to Pierce County, on or before the production day. Cash or cards cannot be accepted. All fees are strictly non-refundable. Page 3

4 SECTION 5 INDEMNIFICATION A. In the event any claim or action stemming from the performance of this video presentation is brought against Pierce County, PCTV, its directors, officers, employees, or agents (hereinafter referred to as County ), or any appointed or elected official or agent thereof, Candidate hereby agrees to indemnify and hold them harmless, including all legal fees and expenses involved in defending such claim or action. This indemnification includes a duty to defend such claim upon receipt of the claim or action by the County. B. Candidate hereby releases Pierce County, PCTV, its directors, officers, employees and agents from all claims for damage, loss or theft of a presentation while in their custody. SECTION 6 FAILURE TO COMPLY PCTV production and management personnel will monitor presentations for compliance. Presentations which do not comply with the rules and intent of this agreement will be pulled from use. Fees will not be reimbursed for statements disqualified due to non-compliance.
