4 The Purchasing Office has prepared this booklet to provide information regarding the PWCS photography services contract. The Purchasing Office has established contract with the contractor listed below: RKS Irvin Simon Photographers, Inc. DBA Splendid Portraits POC: Ken Howard 7297 Lee Highway Falls Church, VA Phone: Fax: ken@irvin.simon.com This booklet contains the scope of work for the minimum services required of the contractor under the contract as well as any additional incentives offered by the contractor. The booklet also contains the master agreement and pricing information for each contractor. Principals are encouraged to read the contractor s scope of work thoroughly to familiarize themselves with all of the requirements and incentives to ensure that he/she selects the contractor best-suited to provide photography services for his/her school. It shall be the principal s decision as to which firm provides the school s photography services from year to year. Once a contractor has been selected, the photography coordinator, yearbook advisor and bookkeeper are encouraged to familiarize themselves with the contractor s scope of work to ensure the all of the requirements are met and incentives are provided. 8 1. SCOPE OF WORK: The Contractor(s) shall provide any and all supervision, labor, materials, equipment, documentation, training, technical support and supplies necessary to provide professional photography services in accordance with the requirements identified herein. 2. GENERAL REQUIREMENTS: 2.1. The following requirements shall apply to the Contractor for services under this contract: The Contractor shall provide experienced representatives; representatives shall collaborate with school personnel on a regular basis to provide training, support and answer questions regarding production and financial matters pertaining to photography services The Contractor shall provide highly trained, experienced photographers and support personnel to coordinate and manage each photography session and/or event, including the collection of all monies, as applicable. The Contractor s staff must conduct themselves in a professional and respectful manner when they are providing photography services. The Contractor s staff must wear name badges identifying them as a vendor when providing photography services The Contractor shall provide a sufficient number of cameras, photographers and support personnel to process the expected number of students/faculty in a timely manner without adversely impacting the quality of photos taken and/or customer service The quality of the photographs must be superior and will meet all yearbook requirements (uniform sizing, cropping, pose, head size, etc.) and will be deemed satisfactory to students, parents and yearbook advisors. The Contractor is to pose each student pleasantly in appearance with uniformity of facial and eye direction. The Contractor is to provide consistent uniformity in head size for retakes. Each photograph is to be properly identified to ensure the name of the subject or group is accurate All clerical and accounting procedures shall be the responsibility of the Contractor. An accounting for each school, with an itemized breakdown, of all pictures/packages ordered and commissions paid to each school under any resulting contract shall be provided annually and upon request to the school principal and the Contractor Administrator The Contractor will provide a CD-Rom with digital photos of faculty and students to PWCS Office of Risk Management and Security Services, ATTN: Ms. Patti Pittman, Director, Bristow Road, Room 3300, Manassas, VA The Contractor must collaborate with each school principal or his/her designee to schedule specific photography session and event dates, times and locations, and resolve any logistical and/or technical issues The Contractor shall provide a task order document to be completed by the vendor and the school detailing the specific requirements of each photography session/event (i.e. date/time of session/event, estimated number of subjects, number of cameras/photographers/support staff to be provided, etc.) The Contractor must be on-site at least 60 minutes prior to the scheduled start time of the Photography session and/or event to allow for Contractor s equipment set-up, instructions to any parent volunteers and other pre-photography activities that may be required. If the Contractor anticipates set-up, etc. will take more than 60 minutes, the Contractor will be required to arrive early enough to ensure the photography begins on time The following requirements shall apply to all products and services under this contract: Commission percentages shall be determined by each school principal and shall not exceed 25% of the picture/package base price. The contractor will obtain commission requirements from each school principal or his/her designee, in writing, in sufficient time to incorporate base price plus commission pricing into price list/order form/payment envelope documents. 4
9 The Contractor shall pay commissions to each school within thirty (30) days of receipt of payment for services/products. Along with commission checks, the Contractor must provide an itemized listing of each individual/group photographed, orders placed, monies received and commission due to the school. (See ) The Contractor shall submit all price lists, order forms, payment envelopes and written commission requirements to the Contract Administrator for approval by PWCS administration prior to distribution to any PWCS school, parent and/or student. THE CONTRACTOR SHALL NOT PROVIDE ANY UNAPPROVED PRICE LIST, ORDER FORM OR PAYMENT ENVELOPE TO ANY PWC SCHOOL Photographs shall be taken digitally as requested by the school principal or his/her designee. Photographs must be printed on professional grade photograph paper The Contractor shall provide, at no charge, promotional materials (i.e. posters, flyers, etc.) and PWCS approved price lists, order forms and payment envelopes to school a minimum of two (2) weeks prior to the photography session or event. Materials must be available in English and Spanish Students and/or parents are under no obligation to purchase portrait packages. No sitting fees or other charges shall be allowed for yearbook portraits. This information shall be included on all applicable materials (i.e. advertising materials, price lists, order forms, etc.) that may be provided to students/parents Every student, including seniors/rising seniors, shall be photographed for yearbook, customized ID cards, and Rolodex; digital accessibility shall also be available as required by the school principal or designee for security and recordkeeping purposes at no additional charge. Digital access shall be compatible with the current student management systems (i.e. SMS) PWCS regulations and do not authorize the disclosure of personal student information (i.e., name, address, etc.) to any vendor. Therefore, student names, addresses, etc. shall not be provided to any vendor by any PWC schools The Contractor shall maintain the confidentiality of all personal information obtained as a result of providing services under contract. Personal information includes, but is not limited to, name, address, phone numbers, work/school location, etc. Contractor shall not release, disclose, sell, distribute, or otherwise use any PWCS staff members, parents and/or students personal information The Contractor shall comply with PWCS Release of Directory Information regulation (PWCS Reg ). The contractor is prohibited from utilizing any photograph obtained as a result of providing contracted services for commercial or private advertising purposes The Contractor shall provide a local and/or a toll free telephone number for the PWCS account representative and the Contractor s customer service department for use by school staff, students and parents The Contractor shall provide a variety of background choices Schools shall not be held responsible for goods lost, damaged or left at the school by the Contractor Any dispute that may result from the sale, delivery, warranty, design or any other reason involving the contract will be resolved by the Contract Administrator The Contractor will guarantee refunds or retake photographs at the option of the student at no additional charge. Refunds will be provided within thirty (30) days of request. 5
10 Packaging for direct home mailing must be of sufficient strength to protect photographs from damage in transit The Contractor must accept the following methods of payment: Cash, Check, Money Order, Credit Card and PWCS Purchase Orders The Contractor shall provide a detailed description and explanation of discounts or incentives offered related to photography requirements. Examples for discounts/incentives include, but are not limited to, multiple child discounts, free pictures for volunteers, free club/group/team photographs for yearbook/sponsors/coaches, free cameras, scholarships, etc Elementary, Middle, High School Underclass, Alternative and Specialty Schools: The Contractor must provide a minimum of one (1) initial photography day in early fall; a minimum of one (1) make-up/retake day within thirty (30) days following the initial photography day The Contractor must sort pictures in accordance with school s preference (i.e. alphabetically by class, grade, etc.) and deliver to school for distribution to students within three (3) weeks of picture taking session Packages shall be clearly marked with students name, grade and class information Schools may opt to have pictures packaged and mailed to student s home for an additional charge All pictures must be in color, cropped and then sized. Professional retouching service is to be provided upon request Senior Color Portraits: The Contractor must provide formal sitting attire: girls (drape), boys (tux) A minimum of four (4) poses shall be taken digitally or on color professional grade film Proofs for ordering purposes must be mailed to student within ten (10) days of sitting or will provide proofs at the sitting at no charge. Completed orders must be shipped to students within six (6) weeks of proof return and receipt of payment All portraits shall be in color, cropped then size, professionally and completely retouched at no additional charge Prom/Homecoming/Dance Photographs: The Contractor must provide backgrounds, set-ups and any other required equipment at no charge. The contractor must work with the school s prom/dance committee to select appropriate backgrounds for each event Completed orders must be shipped to student s home within two (2) weeks of the prom/homecoming/dance Graduation Handshake Photographs: The Contractor may attend a minimum of one (1) graduation rehearsal per school. The Contractor must collaborate with the principal or his/her designee regarding the photographic details for the event. Photographers will dress appropriately (business dress) and will remain unobtrusive during the ceremony. 6
11 A minimum of one (1) proof must be mailed to student s home within fifteen (15) days of graduation at no charge. Completed orders must be shipped to students within three (3) weeks of proof return and receipt of payment Graduation Cap and Gown Photographs: A minimum of four (4) poses shall be taken digitally or on professional quality color film at no charge Proofs must be mailed to student s home within fifteen (15) days of sitting at no charge. Completed orders must be shipped to students within four (4) weeks of proof return and receipt of payment School Group/Club, Sport Team and Panoramic Photographs: Group/club, sport individual and team, and panoramic picture taking dates must be coordinated with the school principal or his/her designee and will be scheduled to accommodate fall, winter and spring sports. The number of trips required by the Contractor to provide this service shall be unlimited The Contractor must customize all group/team/panoramic photographs to the specifications of each individual school at no additional charge. Customization shall include, but is not limited to, selection of graphic background, color, layout, mascot, text, etc The Contractor must sort pictures in accordance with school s preference (i.e. alphabetically by group/club/team, class, grade, etc.) and deliver to school for distribution to students within three (3) weeks after picture taking session. Packages must be clearly marked with students name and group/club/team name Schools may opt to have pictures packaged and mailed to student s home for an additional charge The Contractor must provide a digital photograph of each group/club/team to the school for the yearbook at no charge Candid Photographs for Yearbooks: The Contractor must provide candid photographic coverage of all school related events, including those events held off-site such as regional sporting events, prom, graduation, etc. The number of trips required by the Contractor to provide this service shall be on an as needed basis. The contractor must coordinate scheduling of candid photographic coverage with the principal or his/her designee. 7
12 PRICING: The Contractor agrees to provide Photography Services for all PWC schools, current and future, on an as needed basis at the following firm, fixed prices. All Unit Prices for items listed in SECTIONS A and C shall include delivery to appropriate school. Individual schools may opt to have said items delivered directly to students homes at an additional charge as indicated in SECTIONS A and C below. All Unit Prices for items listed in SECTIONS B, D, E, F and G shall not include delivery charge. All items, with the exception of proofs, in said pricing schedules shall be delivered directly to students homes at an additional charge as indicated in SECTIONS B, D, E, F and G. Proofs for ordering purposes shall be mailed to the student s home at no charge. Contractor shall customize all group/team/panoramic photographs to the specifications of each individual school at no additional charge. Customization shall include, but is not limited to, selection of graphic background, color, layout, mascot, text, etc. For the purposes of this contract, the term a la carte is defined as an item which may be purchased individually or in conjunction with other a la carte items; no package purchase is necessary to obtain a la carte pricing. 8
