1 KHADI & VILLAGE INDUSTRIES COMMISSION (Ministry of MSME, Govt. of India) (Divisional Office, Varanasi) TENDER NOTICE FOR SELECTION OF FABRICATOR FOR ZONAL LEVEL PMEGP EXHIBITION AT PREMISES OF KHADI & VILLAGE INDUSTRIES COMMISSION,TELIYABAG, VARANASI FOR THE PERIOD FROM TO Khadi & Village Industries Commission, working under the Ministry of Micro, Small and Medium Enterprises, Govt. of India is planning to organise Zonal Level PMEGP Exhibition at its premises i.e. Khadi & Village Industries Commission, Teliyabag, Varanasi and propose exhibition is to be designed and fabricated within the open space for the purpose. 2- Separate & Financial bids are invited from local parties/reputed exhibition fabricators of the District or nearby district for fabrication of exhibition stalls, theme pavilion etc. The applicant should have experience in fabrication /construction of exhibition stalls/pavilion of at least 03(three) years. The contractor should have executed at least one such exhibition of value not less than Rs. Ten lakhs in a year and shall have achieved a minimum turnover of Rs lakhs annually. The fabricator will have to Submit EMD of Rs.60,000/- (Rs. Sixty thousand only) in form of demand Draft payable at any Nationalised Bank at Varanasi in favour of KVIC-PLAN A/C Along with the. 3- The tender document may be purchased from the Divisional Office, Khadi & Village Industries Commission,, Teliabag, Varanasi ,(U.P.) on payment of Rs. 1,000/- (Rs. One Thousand only) in form of DD only, between hrs to hrs from to in office period. Tender form may also be down loaded from the websie of KVIC in this case cost of form will have to be paid by DD in favour of KVIC-PLAN A/c and to be enclosed with the. Last date of submission filled in sealed tender documents( & Financial s in separate cover) is hrs on , after this period no tender will be received. Tender received without EMD and cost of tender form ( in case downloaded from website) or received after stipulated period will be rejected out rightly. Scope of Work : The scope of works involves construction and fabrication of exhibition pavilion and other related works mentioned in technical bids. ELIGIBILITY CRITERIA OF FABRICATOR : 1. They should have experience of working as exhibition fabricator in exhibition stalls/pavilions of major exhibition like State, Zonal, National level exhibitions or IITF. 2. All fabrication should be done strictly as per specification/layout prepared and submitted by bidder along with technical bid and approved by this department. 3. The agency should have qualified team of professionals. 4. Agency should have adequate infrastructure related with fabrication at Varanasi or nearby place where exhibition have been proposed. An affidavit in this regards must the submitted with technical bid.

3 TECHINICAL CAPACITY : The bidder shall have successfully completed fabrication works during the last three years proceeding (a) Three similar completed works costing not less than Rs lakhs or (b) Two similar completed works costing not less than Rs lakhs or (c) One similar completed work costing not less than Rs lakhs. The bidder should submit client certificates in support of such completed works. Besides, other required details of having minimum infrastructure facility, machinery, technically competent man power etc. FINANCIAL TURN OVER :- Minimum average annual turnover of the bidder during last three years ending 31 March 2018 should be at least Rs lakhs. EARNEST MONEY DEPOSIT (EMD) : Rs.60,000/- as earnest money deposit should accompany the technical bid in the form of Bank Draft in favour of KVIC-PLAN, A/C. Payable on any nationalised Bank at Varanasi in separate sealed envelope along with technical bid. No interest is payable on the EMD. The EMD will be forfeited in case of non-performance of by the fabricator. Also EMD of bidder submitting false and misleading information shall be forfeited. The EMD of successful bidder shall be converted into security deposit and shall be released after successful completion of work. BIDS/OFFICERS NOT ACCOMPANIED WITH THE EMD AS STATED ABOVE SHALL NOT BE ENTERTAINED. SUBMISSION OF BIDS : The bidder will have to submit the bid in two separate sealed envelopes in prescribed format. a. First envelop super-scribed for fabrication of Zonal Level PMEGP Exhibition. should be in prescribed format which shall include company profile. Earnest money in the form of Bank draft drawn in favour of KVIC- PLAN, A/C and last three years copy of IT return, latest

4 audited statements of account and layout plan of exhibition as per schedule of work mentioned below etc. b. Second envelope will content Financial bid as per prescribed format super-scribed as Financial for fabrication Zonal level PMEGP Exhibition c. Both the sealed covered are to be put in a bigger envelope which should be sealed and super-scribed as Tender For Zonal Level PMEGP Exhibition and sent to the following address so as to reach by 13:00 hrs on to the receiver:- DIRECTOR DIVISIONAL OFFICE, KHADI AND VILLAGE INDUSTRIES COMMISSION, TELIYABAG, VARANASI Tender/ received after 13:00 hrs on , will not be accepted. d. The cost of tender document is Rs. 1,000/-(Rs. One Thousand only) should be paid by Bank Draft in favour of KVIC-PLAN, A/C. of any nationalised Bank at Varanasi and the same should be enclosed with the in the sealed cover, In case of Tender documents downloaded from KVIC s website PRICE OF BID:- and GST etc. The price should be coated inclusive of all cost, taxes levies TIME FOR COMPLETION OF WORKS:- The fabricator selected for execution of the job will ensure completion of the job latest by one day prior to the two days of inauguration of exhibition. Any laps/short falls on the part of fabricator may result cancellation of contract including forfeiting of EMD and penalty as deemed fit by KVIC. DOCUMENTS:-

5 The ding fabricator/organisations should attach following documents along with technical bid- 1. Relevant documents in support of experience and technical competency. 2. Income Tax return (ITR) for the last three year and acknowledgment of IT Return if filled online. 3. Registration Certificate under service tax/gst, if the selected firm/fabricator not found registered under service tax applicable service will be deducted from their running bill. 4. Audited Balance Sheet certified by Chartered Accountant for the year ending 31 March 2018 previous year along with the details of the Tool and Plants. 5. Affidavit regarding availability of Tools and Plants should be attached with tender documents. 6. Lay-out plan of exhibition as per schedule of work mentioned. 7. The selected bidders shall have to execute and agreement on stamp paper specifying the terms and conditions for executing the works.

Sulabh Shauchalaya near by Exhibition place may be obtained from the competent authority/department. 8. Drinking Water facility : The water arrangement may be made both for domestic and non-domestic use for which necessary approval may be obtained from the competent authority/department. 9. Erection of Gandhi Mandap : Gandhi mandap size 5x5 ft by Rural look of statue of Gandhi Ji, along-with decoration of Mandap. 10. Theme Pavilion : Title As-KHADI GRAMODYOG, AAPKE GHAR ME Theme pavilion should be look like house, having three part 1. Wash Room- (Wash Basin, Mirror, Hanger, Towel, Soap with stand etc.)2.kitchen with utensil- (Kitchen Platform along with stainless steel utensil) 3. Living Room- (Bed with Mattress, Bed-sheet Pillow with cover, Sofa Set T.V. set, Chair set, Phone Table, Table Lamp, Computer with Table, Water jug with Glass etc.). Banners : 500 nos. flex banner of 8x3ft and 200 pole hording of 4x3 ft should be displayed different location of the city. 17. Printing of invitation card : 200 nos. invitation card along-with envelops and 5000 scheme vouchers. 18. Refreshment : Daily Cultural Programme : - Group-B (Light & Sound) 20. Lighting Arrangement : 20 LED Bulbs in open places of exhibition in decorative manner, 4 halogen, Proper lighting on rare side of stall. Decorative lighting on gate and Gandhi Mandapam. 21. Electricity Arrangement : Electricity connection and proper wiring. 22. Sound System : High quality sound system for cultural programme and control room. 23. Generator : Provision for stand by Generator along-with fuel with sufficient power. Group-C 24. Security : 24 hours security for watch and ward has to be made from recognised security agency with proper dress and arms. 25. Fire Protection Measure : Fire fighting majors to be provided (6 nos. fire extinguisher and 10 nos. sand bucket etc.). 26. Cleaning/sanitation : Proper cleaning and sanitation

10 arrangement arrangement have to be made during the period of exhibition. The schedule of work is given above is essential requirement for exhibition. If, the bidder has other concepts to organised the exhibition for which additional work is to be done, the bidder may be express his interest in the form of addendum in the technical bid. In case of extra work if any, other proposed bidder should also include of its cost separately in the financial bid. Along with the technical bid it will be preferable to enclose the layout drawing indication the Stall/Pandal/Gate/Gandhi Mandap/Stage/ Fire Fighting arrangement etc. the bidder should indicate the detail of the other programme to be organised as listed above. General profile of the firm is required to be submitted. 14 The date of exhibition may be postponed or may be cancelled due to unavoidable circumstances, for which no compensation will be made. No modification of /Financial will be allowed without approval of the KVIC authority. Party has to enter into an agreement within 7 days from the date of issue of the work-order. For no execution of work or withdrawal of after opening of the /Financial, the EMD will liable to be forfeited. KVIC has reserved the right to accept the partially/in full or may reject any or all the s without assigning any reason. In case of unsatisfactory of the work the proportionate or full amount will be disallowed for the particular work or the whole work. TDS will be deducted as per norms.
