Santana, City Administrative Officer Office of the City Administrative Officer Subject: 06-7 PERSONNEL AUTHORITY RESOLUTION Attached is the 06-7 Personnel Resolution, Attachment A, B, and C (C.F ) for your consideration. In accordance with the 06-7 Adopted Budget, Attachment A lists all of the on-budget resolution authority positions to be authorized. Attachment B lists all of the changes the Council made to the Mayor s Proposed Budget to reflect the 06-7 Adopted Budget, as well as any classification and pay grade changes approved by the Personnel Department and the Office of the City Administrative Officer, Employee Relations Division. 2 RESOLUTION WHEREAS, the 06-7 Budget Resolution adopted by the City Council on May 5, 06 instructs the City Administrative Officer (CAO) and the City Attorney to prepare the Departmental Personnel Ordinances for 06-7 (C.F ); and WHEREAS, the CAO annually submits a Personnel Resolution (PAR) prior to submission of the Departmental Personnel Ordinances (DPOs) reflecting positions authorized by Council action as part of the 06-7 Adopted Budget; and WHEREAS, the PAR provides employment authority to City departments for the current fiscal year, pending the completion and formal adoption of the DPOs. NOW THEREFORE BE IT RESOLVED, with the concurrence of the Mayor, that by adoption of this Resolution, the City grants personnel authority in accordance with attachments A, B, and C which consist of the following: ) Attachment A provides authority effective July, 06, unless otherwise noted therein, for positions approved by the Council in the 06-7 Adopted Budget requiring temporary on-budget resolution authority. ) Attachment B provides temporary authority for the positions included in the 06-7 Adopted Budget and the 06-7 Proposed Detail of Positions and Salaries, pending the effective date of the 06-7 Departmental Personnel Ordinances. ) Attachment C provides authority effective July, 06, for positions that were approved by resolution during the 05-6 fiscal year, which are funded off-budget and continue to be needed during In instances where departments/bureaus are requesting continuation of resolution authority beyond current authorized periods of time, the City Administrative Officer concurs with such requests contained herein. Aging Purpose: provide resolution authority for four positions authorized by Council as part of the 06-7 Adopted Budget (C.F ) to support the Age-Friendly Cities Initiative and the Senior Safety and Community Education Unit. 10 City Administrative Officer Purpose: provide resolution authority for two positions authorized by Council as part of the 06-7 Adopted Budget (C.F ) to support and expedite efforts to implement and monitor the City's Comprehensive Homeless Strategy. Resolution 590- Administrative Analyst II 9 Principal Project Coordinator City Attorney Purpose: continue resolution authority for 5 positions approved by Council in 0-5 (C.F. -5) to address the increased workload related to the passage of Proposition 7, the Safe Neighborhoods and Schools Act. Proposition 7 reclassified a variety of drug and theft offenses from felonies to misdemeanors. Cases that were previously handled as felonies by the District Attorney are now handled by the City Attorney. Resolution Deputy City Attorney II Legal Clerk II 5 Purpose: continue resolution authority for four positions approved by Council in 0-5 (C.F. -088) to support the Administrative Citation Enforcement (ACE) program. The ACE program is intended to achieve compliance with a wide variety of municipal code violations using an alternative approach to criminal prosecution.
