Introductions Chairman Scott Tkach called the meeting to order at 10:05 A.M. Self-introductions were made. A quorum was present. 2. Approval of Minutes Chairman Tkach asked for any corrections to the February 3 meeting minutes. Hearing none, he asked for a motion to approve. Mark Woodson moved to approve the February 3, 2016 meeting minutes as presented, seconded by David Swietanski. Motion passed unanimously. 3. 2 4. Regional Transportation Improvement Program (TIP) A. Review High Priority Project Development Schedules STP Apache County Sanford Drive: The IGA between ADOT and Apache County has been approved. County staff was told that a new PM and Design Consultant have been assigned to the project, but ADOT has not put the new PM or consultant in touch with the County to date. City of St. Johns 24 th West Overlay: The City received an invoice last week for the local match, and mailed payment to ADOT. The project kickoff with the consultant will take place in the near future. Town of Springerville Coconino Drive: This project is at 15% plans moving toward 30% plans. The Town programmed an additional $80,000 for design while waiting on a JPA amendment that put everything into a holding pattern. Coconino County Townsend Winona-Leupp Road: This project is at 100% plans. Staff will be taking the GNP before the Board of Supervisors for approval on 5/19. City of Page Elm Street: The environmental clearance will be done in the next couple of weeks. The project will be prepared for the stage 4 submittal at the end of April. Town of Pinetop-Lakeside Woodland Road: Town staff is moving forward with the acquisition of the project s right of way, and will likely ask for additional funding. The project is at 30% plans. Jason Kelly added that by the end of the month, NACOG would need to have a clear idea of where the Town is headed with this project, and what their needs are. Billy Creek Pedestrian Bridge: The Town is $300,000 under budget on this project. Show Low East Huning: This project was advertised last week. The bid opening will be April 9. Construction is scheduled for this summer. Town of Snowflake Snowflake Boulevard: Town staff is waiting on the IGA. Jason Bottjen noted that the IGA cannot be submitted until the Project Manager has been assigned. The initiation letter was submitted to ADOT six weeks ago. The project is approximately 3 months behind schedule. Town of Taylor Love Lake Road: Jason Kelly noted that discussion on this project would be deferred, as it is included in the TIP amendment item on today s agenda. Papermill Road: Discussion on this project was deferred, as Town staff is not in attendance to make their report. City of Winslow NACOG Technical Subcommittee Page 2 of 9

3 Renaissance on Route 66, Phase VI: Mark Woodson reported that this project is included in today s TIP amendment to move money from design back to construction. The kickoff letter was sent to ADOT last week. The project is at +15% plans. Yavapai County SR 89-Verde Ranch Road: The County s IGA with ADOT was approved on 2/17. Construction will begin soon. Boynton Creek: The County s IGA with the City of Sedona has been approved by the Board of Supervisors. The design contract is on the board agenda for today. County staff is waiting on the ADOT IGA. The City of Sedona also approved the IGA with the County last month. Town of Camp Verde Main Street & Montezuma Castle: This project has been discontinued and its funding moved to the SR 260/Industrial roundabout and the Finnie Flat sidewalk projects. SR 260/Industrial Roundabout: This project received $250,000 in additional funding moved from the Main Street/Montezuma Castle project. It is now fully funded. Staff is waiting on ADOT to move the project from design so it can go out to bid. Finnie Flat Sidewalk: The remainder of the Main Street/Montezuma funding was moved to this project. It is now fully funded, and is with ADOT Contracts and Specifications. Town of Clarkdale Main Street/Broadway: The 60% plans have been submitted to ADOT. The project is with Contracts and Specifications. ADOT has invoiced the Town for $20,000 in review fees. The Town is working to get the utility clearance for a waterline utility conflict. A temporary construction easement needs to be acquired from the property owner. There will be no cost to the Town for the easement; the owner will just sign it away. Jason Kelly added that he has followed up with the Project Manager regarding the high priority project schedule that was discussed in February, and was told that the project is on schedule. He will follow up with the PM again to be assured that the project will obligate on time. City of Cottonwood Mingus Avenue: Jason James reported that the City has received a partial environmental clearance from ADOT, authorizing the geotech investigation. The consultant continues to make revisions to the plans by removing the water line plans and making that a standalone project. City staff is waiting on the geotech report and the final environmental clearance from ADOT. Transportation Alternatives Program City of Page Lake Powell Boulevard: The IGA has been signed by both parties. The City has been invoiced for their share of the design. Navajo County Woodruff/Snowflake Bridge: Discussion on this project was deferred, as it is included in the TIP amendment item on today s agenda. City of Winslow Renaissance on Route 66, Phase V: The project is at PS & E for the final. The City s match check has been sent to ADOT. NACOG Technical Subcommittee Page 3 of 9

4 The Station at La Posada: Discussion on this project was deferred, as it is included in the TIP amendment item on today s agenda. Town of Clarkdale Safe Routes to School: This project is close to 60% plans. Jason Kelly noted that his notes show that Clarkdale is supposed to submit a TIP acceleration letter by April A commitment letter is needed, so that acceleration of the project to FY17 can be considered as an action item in June. B. Review and Possible Action on Fiscal Year TIP Amendment 4 Jason Kelly reported that there are seven project modifications for action today. Each was considered individually. Town of Taylor Love Lake Road: increase project budget using bid savings. Mark Woodson moved to approve the Town of Taylor s request for a TIP amendment, seconded by Shane Hemesath. Motion passed unanimously. City of Winslow-The Station at La Posada: ADOT and the owner found $34,000 in additional funding to apply to this project. The amendment request is to add this funding to the TIP. Shane Hemesath moved to approve the City of Winslow s request for a TIP amendment, seconded by Paul Ramsey. Motion passed unanimously. NACOG- Regional Sign Replacement Phase 2: Use bid savings to increase construction funding to $538,000. ADOT has agreed to do an administrative amendment to increase the project funding in the IGA. Mark Woodson moved to approve NACOG s request for a TIP amendment, seconded by Shane Hemesath. Motion passed unanimously. NACOG- Regional Sign Replacement Phase 3: This request is to use bid savings for the addition of a new project, Phase 3 of the sign replacement. The participation in this phase would be NACOG s tribal partners. The project includes sign panels only, no posts. Budget is $617,000. Design would be scheduled for FY17 and construction in FY18. Mark Woodson moved to approve NACOG s request for a TIP amendment, seconded by Paul Ramsey. Motion passed unanimously. City of Holbrook Safe Routes to Schools: This request is for a project name adjustment, for consistency with the STIP. The new project name is Hulet Elementary & Holbrook Jr. High School SRTS. Mark Woodson moved to approve the City of Holbrook s request for a TIP amendment, seconded by Dan Gabiou. Motion passed unanimously. City of Winslow Route 66 Renaissance VI: This request is to move $90,000 in project funding back to the project s construction. The City will cover the design costs. 5 Paul Ramsey moved to approve the City of Winslow s request for a TIP amendment, seconded by Matt Patterson. Motion passed unanimously. Navajo County Woodruff/Snowflake Bridge: This request is to incorporate additional Bridge Rehab funding in the amount of $77,000 to the project. Mark Woodson moved to approve Navajo County s request for a TIP amendment, seconded by Tim Dalegowski. Motion passed unanimously. C. Review Regional Funds Management Strategies Jason Kelly reported that staff has submitted its proposals to ADOT for fund balance loans. FY16 bid savings are in the amount of approximately $600,000. There are also loan returns in the amount of approximately $3 million. After all of the project shuffling, the resulting fund balance is approximately $700,000. Staff has been in coordination with ADOT finance to loan those monies into FYs In addition, the Town of Pinetop-Lakeside is seeing bid savings on the Billy Creek project of about $300,000. Looking at our allocations over the 4-year horizon, the NACOG region has a fund balance of approximately $700,000, plus the Pinetop-Lakeside bid savings of $300,000 with no projects to obligate. ADOT requires the regions to be fiscally constrained, so we have cash that we need to program. Staff recommends that each of the sub-regions confer before the June meeting to come up with recommendations of where to program those dollars that must be allocated in FY17. Staff will facilitate sub-regional meetings to take place in May for the purpose of development of these project recommendations. D. 6/30/16 LPA Project Commitment Deadline Jason Kelly announced that the deadline for submitting the required project commitment information for FY18 projects is June 30, This deadline applies to the following projects: Coconino County- Mormon Lake Mill & Overlay Pinetop-Lakeside- Woodland Road Pathway Yavapai County- SR89 Paulden Widening Clarkdale- Main Street & Broadway Reconstruction E. Status of Regional Sign Replacement Projects 1. Sign Replacement Phase 1 The contractor has completed the sign installations in Clarkdale and Yavapai County. Work is currently being done in Snowflake and Taylor. The remaining areas for sign installation in Phase 1 are Pinetop-Lakeside and Winslow. The contractor is currently ahead of schedule. 6 2. Sign Replacement Phase 2 NACOG staff is currently reviewing the Phase 2 IGA. This project involves the communities of Eagar, Holbrook, Page, Springerville, St. Johns, Taylor and Williams. The project is on schedule. 5. Regional Highway Performance Measuring System (HPMS) A HPMS Data Input Results Staff referred the committee members to the agenda packet memo for the results of this year s data entry. He thanked everyone for their data input. B. NACOG HPMS Quality Control Measures Work on this project is ongoing. NACOG staff is working with ADOT and a consultant on completing this task over the summer and getting as much done as possible to make things go more smoothly for everyone next year. When the quality control measures have been completed, staff will contact all LPAs to double check their data before finalizing the corrections. Jason James will contract Patrick Stone for a firm status of the Show Low request for reclassification of a large amount of roadways. 6. Regional Plans, Studies, Proposals and Initiatives A. Role of LPAs in Developing Regional In-Kind Services for NACOG Planning Program Because NACOG has increased the number of program staff to properly manage its planning programs, the agency must capture more in-kind to use as its match requirement for ADOT funding. In-kind funding is captured by reporting the time spent by NACOG s partners on program-related tasks. If NACOG is unable to acquire enough in-kind, the agency would need to either furlough staff or ask for monetary contributions from its member local governments to support the program. Currently, about one-third of participating LPAs have been submitting their monthly in-kind time cards. It is important for the remainder of our members to do so as well, to make our program whole. B. Status of Joint NACOG-FMPO-CYMPO Policy Meeting to Discuss Regional Position on General Additional State Transportation Revenues Board members from NACOG, CYMPO and FMPO met on February 10 to discuss transportation revenue strategies. Jason Kelly provided a handout summarizing the results of the discussion. This summary can be shared with local elected officials, and used for talking points when advocating to the State Legislature on behalf of our communities. C. Regional Strategic Transportation Safety Plan (RSTSP) The Request for Proposals for consultant services to develop a regional strategic transportation safety plan has been published. The due date for proposals is April 22. Mr. Kelly asked for volunteers to serve on the committee to review the RFP responses. Responses will be reviewed by the first week in May, and by the June meeting the committee will have selected the preferred firm and will be in contract negotiations. 7 D. ADOT Corridor Profile Studies The I-17 corridor involves the section of the highway from the Loop 101 in Phoenix to I-40 in Flagstaff. Working Paper #6 for this corridor was completed in March. It documents the evaluation process and suggests solutions for the corridor. ADOT has developed a ranked list of recommended projects. The I-40 corridor involves the section of the highway from I-17 in Flagstaff to the New Mexico border. Working Paper #4 was completed in March, and it entails a needs-based assessment of the corridor. The result of this analysis will define performance needs that can be addressed through strategic investments. The SR87/SR260/SR377 corridor involves the roadway from the SR202L junction in Payson to I-40 in Holbrook. Working Paper #2 was completed in March, and its objective is to assess the health of the corridor based on performance. The assessment of corridor needs will occur in a later working paper. All studies are available on the ADOT website. E. TIGER Staff referred to the memo included in the agenda packet, and provided a reminder that applications are due on April 29. F. FASTLANE Program Staff referred to the memo included in the agenda packet, and provided a reminder that applications are due on April 14. G. Federal Lands Access Program (FLAP) Staff referred to the memo included in the agenda packet, and provided a reminder that a call for projects will open on April 11. H. Tribal Transit Program The Federal Transit Authority has announced the availability of $5 million in competitive grant funds to enhance public transit service for residents on rural tribal lands. The program supports projects that operate or enhance existing transit service, launch new public transportation services, invest in new or replacement equipment, or plan for future transit needs. More information can be found on the FTA website. 7. Regional Transit Planning A. Update on 2016 ADOT Section 5310 Grants The 2016 Section 5310 application cycle is currently underway. The deadline for applications is April 28. Projects must be included in the regional coordination plan to be eligible for funding. B. Review and Possible Approval of NACOG Regional Coordination Plan 2016 Update Staff has submitted a tentative list of potential applications. Please contact staff with any questions. There was a 250% increase in the number of applications from last year, and that number is expected to continue to substantially increase over the next several years. This reflects need, as well as the work activity of the regional planning program working with the local service providers. NACOG Technical Subcommittee Page 7 of 9

8 C. Status of CYMPO/NACOG Joint Regional Mobility Management Implementation Plan for Yavapai County This is a joint project for mobility implementation in Yavapai County. The program committee met on April 4 to refine the plan goals, discuss the foundation for services, and evaluate strategies. Participation in this plan development is encouraged. Those interested can contact Vincent Gallegos at CYMPO, or RJ Erickson at NACOG. D. Status of NACOG Grant Application for Northern Arizona Mobility Management Implementation Plan This is the sister plan to the Yavapai County project, and entails the plan for Apache, Coconino and Navajo counties. NACOG was awarded $94,000 by ADOT to administer mobility management in the region. Staff will work with local public transit agencies and non-profits to set up an action plan. Work will start in September of this year, and wrap up in December This program requires match/in-kind services. Jason Kelly asked the committee members to document their time and their staff s time and submit to NACOG. If NACOG is unable to capture the required matching funds, it would be detrimental to the project. 8. Statewide Planning Initiatives A Arizona Long Range Transportation Plan Dan Gabiou reported that ADOT staff held two workshops in the NACOG region, one following the February Technical Subcommittee meeting in Holbrook, and the other following the February Regional Council meeting in Flagstaff. The next steps with the Long Range Plan include identifying objectives, performance measures, and performance targets. After the performance targets have been determined, ADOT will reach out again for input on policy evaluation criteria. It is important for the rural communities to participate in this process. The current criteria favor urban areas. Rural input would help balance criteria. B Planning Assistance for Rural Areas (PARA) Program The 2016 PARA Notice of Funding Availability and Call for Projects will be circulated this spring. The program will include only pre-scoping studies, with a maximum budget of approximately $30,000. Dan Gabiou has submitted a budget in the amount of $270,000 to fund the PARA awards, which amounts to 9 pre-scoping projects to be approved statewide next year. This budget has not been approved yet. Dan will notify the LPAs once the budget is approved. He reminded the committee members that pre-scoping projects take 3-4 months to complete. C. Federal HSIP Guidance The due date for FY17 HSIP applications is May 1. HSIP applications must be submitted through the COG. The deadline to get the application/information to Jason James is April 29. FHWA hosted a webinar on April 1. A power point of this webinar was distributed to the committee members this morning via . Topics of discussion included rules and safety performance measures. NACOG Technical Subcommittee Page 8 of 9

9 FHWA is revising existing HSIP regulations and implementing new regulations to be consistent with MAP-21 and the FAST Act. Some items will be removed, including: the transparency report, High Risk Rural Roads, and the 10% flexibility condition for states to use safety funding. Items that will be added: State Strategic Highway Safety Plan update requirements, HSIP reporting content/schedule. FHWA will be looking for a 5 year rolling average of the following performance measures to apply for HSIP funding: number of fatalities, rate of fatalities per 100 million vehicle miles traveled number of serious injuries, rate of serious injuries per 100 million vehicle miles traveled number of non-motorized vehicle fatalities number of non-motorized vehicle serious injuries FHWA will establish performance targets for states, and subsequently the MPOs and COGs. Targets are applicable to all public roads regardless of functional classification or ownership, and they are based on the calendar year. Dan Gabiou added that he is holding a meeting later this month with ADOT s environmental planning group, civil rights group and FHWA to discuss USDOTs Ladders of Opportunity. The intent is to ensure that populations are receiving proper access. 9. Miscellaneous Reports from Partners Mark Woodson reported that ASCE is holding its luncheon meeting at Sizzler following this meeting. David Wessell is today s speaker. The May 20 State Transportation Board meeting and hearing on the 5-year plan will be held in Flagstaff. 10.
