I. Introductions (Quorum was established). Roll Call [00:0:55]. II. Public Comments [00:01:45]: No public comments were offered. III. Additions to the Agenda [00:02:00]: The agenda was approved by consensus without changes [00:02:18]. IV. Approval of June and July meeting summaries [00:02:30]: The June meeting summary was approved by consensus [00:02:54]. The July meeting summary was approved by consensus with one correction [00:05:02]. Due to an unexpected Hood Canal Bridge opening the agenda was modified to accommodate the late arrival of Micah Wait from the Wild Fish Conservancy. We skipped that item on the agenda until his arrival and proceeded with the Updates. [hours:minutes:seconds] on audio recording of the meeting.

7 NPCLE Meeting Summary: 16 September, 2014 V. NPCLE Updates [00:06:05]: Washington Coast Sustainable Salmon Partnership Update [00:06:15]: - Rich and Miles reviewed the agenda from the last WCSSP meeting. This included a review of how the Regional SRFB funds were allocated between the Lead Entities in the current round. - We then [00:09:55] discussed the National Fish and Wildlife Foundation (NFWF) grant that was to support the Region s implementation of the Regional Strategy over the next three years, but a sudden change in key staff at NFWF has put that on hold. - Then [00:16:08] we discussed the openings for NPCLE representatives on the WCSSP BOD that will be coming when Katie moves off the NPCLE committee after October, and when Rich leaves the LE Coordinator position sometime next year. Cathy Lear and Tami Pokorny are also members and might be able to increase their participation via call-in. No other members volunteered to participate at this time. - Next [00:22:50] we touched base on WCSSF (WCSSP's non-profit foundation). They just finally received their federal non-profit status. - Then [00:25:05] we touched base on the WCMAC (Washington Coast Marine Advisory Council). The last meeting was July 9th and the next official meeting is October 22 nd but a special meeting has been called for September 18 th to finalize a letter to the Governor requesting continued funding of the committee for the next biennium, and to receive presentations on the scope of potential energy projects that could feasibly be undertaken on our coast by alternative energy experts. - The final WCSSP update [00:30:30] was on the new Outreach and Communications Plan being developed to integrate all the salmon restoration efforts in the State by the Governor's Salmon Recovery Office and the Council of Regions working with Pyramid Consulting. This is the new effort first described in our June and July meetings. This process is still going forward but has been delayed a bit and may not get too far until this winter. Update on Lake Ozette Sockeye Steering Committee [00:34:08]: The agenda from the recent September 11th LOSSC meeting was reviewed. Currently there is a five year review of the recovery plan underway and there are plans to have a Sockeye Salmon Predator workshop next Spring. Other topics included a presentation on genetic studies being undertaken by the Northwest Indian Fisheries Commission, and a presentation on juvenile tagging studies that might be undertaken on some of our local systems in order to better understand sedimentation effects on juvenile Coho. VI. Hoh River Assessment [00:45:20]: Next we returned to a previously scheduled presentation by Micah Wait from the Wild Fish Conservancy. This was a presentation (attached) on the potential projects for the Hoh River that have been identified as a result of completing the Hoh River Assessment that was originally undertaken by Wendy Marsh in First Micah reviewed the suite of restoration methods they would consider employing on the proposed project sites. This was followed by an overview of each reach and its potential project sites. Next steps will be for the Lead Entity to recommend a sub-set of 3-5 potential projects that will be developed as preliminary designs and submitted by WFC with their final report. 2

8 NPCLE Meeting Summary: 16 September, 2014 VII. Additional Remaining Updates [01:58:12] (after a 6 minute break we returned to the agenda where we left off with our SRFB Round 15 Update): Review of SRFB Round 15 Schedule: NPCLE is essentially finished with Round 15 (No projects have been flagged so far this year). Preview of Round 16 work plan: We discussed the annual SRFB round cycle by reviewing the Round 15 Work Plan schedule. - It was noted that the 2015 Salmon Recovery Conference will be in Vancouver, WA the week before Memorial Day. VIII. Washington Coast Restoration Initiative [02:01:25]: The next round of the Washington Coast Restoration Initiative (WCRI) for the 2015 state legislative session. We reviewed the suite of potential WCRI projects being proposed for WRIA 20. The new TNC project and the new twist of Jill Silver's invasive species proposal were the only WCRI salmon project proposals the Lead Entity had not reviewed or already added to the priority list. We thought we would try and get presentations on those two projects for the October meeting. IX. Discussion on a schedule & job description for the new Lead Entity Coordinator search [02:13:33]: Rich's transition out of the Lead Entity Coordinator (LEC) position sometime after the first of the year (2015) has been put on hold until the status of the NFWF funding to WCSSP that would support it can be confirmed. Initial comments on the UW (2012) Job Description for LEC and participation in the hiring process will continue when we have a better idea of the new timeline. Next steps will be to send the description out again for individual editing that will be group edited at an up-coming monthly meeting. X. Next meetings and Announcements [02:16:35]: The next NPCLE meeting is scheduled for October 21 st, which will be the meeting where the Implementing Government representatives annually appoint Citizen and Technical Committee members. David Hahn and Mike Tetreau are both interested in the position. XI. Public Comments/General [02:19:12]: Tami Pokorny announced that immediately following this meeting there would be a showing of the draft version of the MRC Seal video. Mike Hagen announced that Hoh River Trust has finished all their fish passage projects for the year thanks to the good weather conditions. Alice Rubin clarified that "flood fencing" is an approved method for SRFB projects. Steve Allison announced that the Hoh II project off 101 is near completion. No other public comments were offered. 16 Washington Coast Sustainable Salmon Partnership (WCSSP) A. WCSSP Salmon Restoration Plan (Completed in 2013) : 1. Implementation of the Plan (Initiated in ) B. National Fish and Wildlife Foundation (Federal matching grant organization) 1. Offered to help with implementation of the WCSSP plan if we are willing to do it as one of their Business Plan versions (like CA & OR). a. They are prepared to fund years of implementation. b. CA & OR are doing theirs on Coho. 2. Salmon Recovery Funding Board (SRFB) has contributed matching funds of $50,000 for WCSSP to go ahead with it. 3. WCSSP needs to decide if we want to do it on Coho or some other stock.

23 Washington Salmon Communication Plan (Pyramid Consulting) Washington State Salmon Recovery (Restoration) = The Washington Way Bottom-up restoration = Lead Entities identify projects and are involved in the development of the scientifically vetted restoration strategies implemented in their watersheds. Governor s Salmon Recovery Office (GSRO) 1. Council of Regions (COR) (all state salmon regional organizations) 2. Washington Salmon Coalition (WSC) (all state Lead Entities used to be called Lead Entity Advisory Group (LEAG) until Recreation and Conservation Office (RCO) SRFB grant program, Region and Lead Entity contracting. 35 From NPCLE Bylaws 2.0 Lead entity components: The Initiating Governments are counties, cities, and tribal entities within the geographic area. In WRIA 20 there are six. They include: Clallam County, Jefferson County, the City of Forks, the Makah Tribe, the Quileute Tribe, and the Hoh Tribe. The initiating governments (hereinafter, sometimes, IGs ) are responsible for seeking formation of the lead entity from the State of Washington, establishing the lead entity geographic area, selecting the contracting agent for the lead entity, making business recommendations to the contracting agent (e.g., hiring a coordinator, approving a budget or budgets, and approving major expenditures), establishing committees, and approving bylaws and ground rules for operations.. The Citizen Committee is the component of the lead entity responsible for final prioritization of the habitat project list based upon recommendations from the technical committee, its own evaluation of community support, and policy considerations (e.g., weighing geographic balance). Its membership is consistent with Chapter (b) RCW and to the degree possible, reflects interests identified in the statute.. RCW Habitat project lists. (1)(a) Counties, cities, and tribal governments must jointly designate, by resolution or by letters of support, the area for which a habitat project list is to be developed and the lead entity that is to be responsible for submitting the habitat project list. No project included on a habitat project list shall be considered mandatory in nature and no private landowner may be forced or coerced into participation in any respect. The lead entity may be a county, city, conservation district, special district, tribal government, regional recovery organization, or other entity. (b) The lead entity shall establish a committee that consists of representative interests of counties, cities, conservation districts, tribes, environmental groups, business interests, landowners, citizens, volunteer groups, regional fish enhancement groups, and other habitat interests. The purpose of the committee is to provide a citizen-based evaluation of the projects proposed to promote salmon habitat. (c) The committee shall compile a list of habitat projects, establish priorities for individual projects, define the sequence for project implementation, and submit these activities as the habitat project list. The committee shall also identify potential federal, state, local, and private funding sources. (2) The area covered by the habitat project list must be based, at a minimum, on a WRIA, combination of WRIAs, or any other area as agreed to by the counties, cities, and tribes in resolutions or in letters of support meeting the requirements of this subsection. Preference will be given to projects in an area that contain a salmon species that is listed or proposed for listing under the federal endangered species act. (3) The lead entity shall submit the habitat project list to the salmon recovery funding board in accordance with procedures adopted by the board. (4) The recreation and conservation office shall administer funding to support the functions of lead entities.
