INTRODUCTION Proposals are due March 14 th, 2019 by 4pm The Columbia River Estuary Study Taskforce (CREST) and Washington Department of Fish and Wildlife (WDFW) requests contractor services to implement a project on South Bachelor Island. This project is sponsored by WDFW and CREST. The project has several stakeholders including Bonneville Power Administration, Washington Department of Natural Resources, and the US Fish and Wildlife Service. CREST requires a contractor with task specific knowledge and expertise working in wetlands and restoration projects for this project. The project is scheduled to commence July 15, II. BACKGROUND The Phase II South Bachelor Island Wetland Reconnection and Habitat Enhancement Project is located on Bachelor Island, directly adjacent to the Ridgefield National Wildlife Refuge. The project area is an inactive dredge material placement site along the Columbia River, located on state-owned aquatic lands that are managed by Washington Department of Natural Resources. The area surrounding the project site supports several species of salmonids including chum salmon (Oncorhynchus keta), Chinook salmon (O. tshawytscha), coho salmon (O. kisutch), steelhead (O. mykiss), and coastal cutthroat (O. clarki clarki). WDFW and CREST propose to implement reconnection and enhancement actions at South Bachelor Island to maximize access for juvenile salmonids and other stream and riparian-dependent species. The project consists of excavating material along a backwater channel to reconnect 39 acres of existing wetlands to the Columbia River. Phase I was completed in December 2018 and excavated the ground elevation for the entire work area down to elevation 20.0 (NAVD88) Phase II work includes the in-water work for the project. The channel will be excavated down to elevation 5.0 (NAVD88). Restoration actions will include removing sand from the work area and hauling it to the onsite disposal location(s), resulting in the river connecting back into the off-

2 channel wetlands, while avoiding surrounding forested habitat. Earthen plugs will remain in place at the northern and southern ends of the channel to keep the area isolated from the Columbia River and open water wetlands. This project also includes the installation of erosion control measures such as turbidity curtains and sandbag cofferdams, removal of wooden pilings, installation of large woody debris, and removal of temporary fencing and other debris. III. OVERALL PROJECT GOAL AND OBJECTIVES WDFW has developed the project to restore estuary habitat critical to the recovery of Threatened/Endangered salmon species utilizing the Columbia River Estuary. Specific project objectives include: Re-establish juvenile salmon access by excavating a backwater tidal channel to reconnect 39 acres of existing wetlands to the Columbia River Remove sand and lower the elevation of the channel to encourage native vegetation establishment, and create conditions that promote development of higher quality wetland habitat IV. PROJECT APPROACH SCHEDULE The work to be performed under this contract consists of the following general tasks: *** Note*** The Lake River Bridge is being replaced during Summer This construction will impact land access to the South Bachelor Island project. Contractors and staff will only be allowed to drive through this work area Monday-Friday before 7:30am, 11:30-12:30pm, and after 4:30pm. Plan accordingly for the construction schedule. This existing bridge over Lake River has weight limitations. Refer to Lake River Bridge inspection report for details on allowable weight limits. A. Scope of Work I. Mobilize Equipment and Prepare Site a. Establish material staging areas and equipment fueling areas (pre-project surveying and staking will be conducted by WDFW) b. Mobilize equipment II. III. Sensitive Area Protection & Dewatering a. Install high visibility orange fencing between disposal areas C & D b. Install sandbag cofferdams and siltation curtains c. Establish dewatering setup for channel excavation Clearing and Grubbing a. Clear and grub work areas at disposal areas C & D

3 IV. Excavate Channel a. Excavate and transport approximately 92,000 cy of material from channel to Disposal area D b. Excavate and transport approximately 8,000 cy of material from channel to Disposal area C c. Grade fill areas V. Removal of wooden piles & Salvaged LWD Placement a. Remove every 3rd pile from pile dike in wetlands (25 piles) b. Cable salvaged large wood debris to pile structure VI. VII. Demobilization a. Stabilize restored channel, disposal area, and other disturbed areas as needed (no seeding) b. Remove and dispose of all orange fencing (including phase 1 fencing) and straw wattles c. Remove and dispose of any garbage or recovered from work area d. Site cleanup and demobilization Access Road Repair a. Treatment Area A: Disk, roller harrow, seed and straw access road b. Treatment Area B: Roller harrow and seed access road c. Treatment Area C: Track walk and seed access road B. Additional Work VIII. Water-based Mobilization/ Demobilization a. Mobilize heavy equipment via barge from City of Ridgefield boat ramp if weather and ground conditions are excessively wet, such that damage to USFWS land could occur during mobilization or demobilization (or if loading limits exceed limits of Lake River Bridge). These tasks are further detailed in the attached bid sheet and project specifications. Proposers shall submit unit prices, extensions and total budget on the cost sheet. This project budget must be based on the enclosed plans and specifications. Contractors will be selected on the basis of cost, their past work experiences on similar projects and capacity to meet the project schedule and the proposal documents as outlined below. Three references must be provided as well as a narrative supporting their firm s capacity to meet the proposed schedule. Companies should focus references within the lower Columbia River, if possible. Contracts will be negotiated with not to exceed cap. Progress payments shall be based on completion of the items on the cost sheet at the unit prices submitted. If situations require additional work than originally contracted, CREST approved change orders may be utilized.

4 A mandatory site visit will be held on Friday, March 1 st, You must RSVP by Wednesday, February 27 th with Tom Josephson to attend the site visit. Due to boat capacity limitations, please only send one representative per company. V. LOCATION DESCRIPTION The project site is located on the southwestern portion of Bachelor Island, directly adjacent to the Columbia River. By land the site can be accessed through a non-public gate owned by the USFWS on S. Hillhurst Rd., onto USFWS Ridgefield property, then west and north across several unpaved berms and levees. Note: Land access is by WDFW and USFWS permission only and a number code is required at the gate on South Hillhurst Rd. VI. SUBMITTAL REQUIREMENTS A. Each responsible proponent shall respond to the Submittal Requirements as presented in Section VI of this RFP. Proposals received without the required information may be rejected as incomplete. B. One original proposal shall be sealed in an envelope, addressed and delivered/mailed to the Columbia River Estuary Study Taskforce, Attention: Tom Josephson/ Phase II South Bachelor Island Wetland Reconnection and Habitat Enhancement Project, 2701 NW Vaughn St. Suite 450, Portland OR 97210, showing on the outside of the envelope the name of the business or proponent. Proposals will be received until the date and time stated in this RFP. Any proposals received after the scheduled closing time for receipt of proposals shall be returned to the proponent unopened. NO PROPOSAL WILL BE ACCEPTED BY WAY OF FAX OR ELECTRONIC DATA INTERCHANGE. C. Proposals should provide a straightforward, concise description of proponent s capabilities to satisfy the requirements of this RFP. Emphasis should be on completeness and clarity of content. Proponents should specify what equipment will be used, dewatering techniques for channel construction, proposed schedule, and other construction methods and detail. D. CREST Reserves the Right to: Reject any and all proposals received in response to this RFP, if deemed to be in the best interest of the project and in consideration of the limited grant funds available. Waive or modify any irregularities in proposals received, after prior notification to the proponent. Consider proposals or modifications received at any time before the award is made, if such action is in the best interest of CREST. Seek clarification of each contractor s proposal.

5 Negotiate a final contract under which the compensation paid to the contractor is fair and reasonable to CREST as determined solely by CREST and its funder(s). E. RFP Timeline EVENT DATES RFP released February 21 st, 2019 Prebid Site Visit March 1 st, 2019 Proposals due no later than 4 pm March 14 th, 2019 Proponent selection* March 22 nd, 2019 Execute contract* April 12 th, 2019 Mobilize for Construction* July 15 th, 2019 *Projected dates F. Incurring Costs CREST shall not be liable for any cost incurred by proponents prior to issuance of a contract. G. Addenda In the event it becomes necessary to revise any part of this RFP, addenda will be provided to all prospective proponents who have been issued an RFP document. H. Acceptance of Proposal Content The contents of the proposal of the successful proponent will provide the basis for a more detailed contractual obligation if the proposal is accepted. Failure of the successful proponent to accept these obligations in a contract may result in cancellation of the award. I. Liability If a contract is awarded, the successful proponent must provide a certificate of coverage at the time of contract execution, indicating proof of insurance coverage with limits not less than $100,000 property damage per claimant, $200,000 all other claims per claimant, $1,000,000 all claims. Such insurance shall be evidenced by Certificate of Insurance provided to the CREST, indicating coverage, limits and effective dates, by an insurance company licensed to do business in the State of Oregon. If a contract is awarded, the successful proponent must provide documentation of Errors and Omissions (professional liability) Insurance Coverage. J. Registration with Federal System for Award Management CREST requires contractors to be registered with the federal SAM (System for Award Management). See for more details. K. Contracting Requirements Selected contractor(s) will be required to comply with Federal, state, and local laws and regulations governing the performance of the business or activity. Contractors will be required to comply with the following as stated specifically in contracts with CREST: Federal Order 12549; EO Equal Employment Opportunity ; 18 U.S.C. 874 Anti-Kickback Act ; 40 U.S.C. 276a to 276a-7 Davis Bacon Act; 40 U.S.C for Contract Work Hours and Safety Standards.

6 L. Construction Bonding A construction performance surety bond will be required for the total amount awarded by the contract. M. Disqualification In compliance with Executive Order 12549, CREST will not award a contract to any contractor or subcontractor that has been debarred or suspended or otherwise excluded from participation by Executive Order Contractors will be asked to state that they have not been debarred, suspended or otherwise excluded. Contractors will also be disqualified due to a Construction Contractors Board listing as described in ORS 279C.375. VII. SUBMITTAL REQUIREMENTS A. List available equipment and operators and operating rates (federal prevailing wages). B. Provide the completed cost sheet including all costs and taxes. C. Provide three client references, preferably references in the lower Columbia River region or neighboring communities when available. D. If contractor has completed similar tidal wetland or excavation jobs in the past, indicate this in the response to proposal. E. Demonstrate Ability to meet the timeline outlined in Section VI of this document. VIII. CONTRACTOR SELECTION PROCESS A. A Technical Advisory Committee shall be established to review and rank all proposals based on the budget, prior work history, and ability to meet construction schedule. Review criteria will include: Budget (as shown on the cost sheet) 40% Ability to meet construction schedule 40% Past work experiences on similar projects/ References 20% IX. PROCEDURES FOR NEGOTIATING A CONTRACT A. CREST shall begin contract negotiations with the highest ranked proponent. In the event the final scoring and ranking results in high tie proposals, CREST: May further evaluate and rank all high tie proposals according to the criteria set forth in the RFP, with or without requiring further submissions from, or interviews with, the proponents involved in the tie, to determine which of the proponents to select, if any, to provide the required services in a manner most beneficial to the overall intent of the project, and to the expectations of CREST; and Provided the high tie is broken, shall then enter into negotiations with the highest ranked contractor as outlined in this RFP.

Contract negotiations will be directed toward obtaining written agreement on: The contractor s tasks; and Hourly rates for services which are consistent with the contractor s proposal and fair and reasonable to CREST, taking into account the estimated value, scope, complexity, nature of the contractor s service, and availability of grant funds. C. Upon completion of successful negotiations, a contract between CREST and the contractor will be mutually executed. D. Negotiations with a high-ranked proponent may be formally terminated if they fail to result in a contract within a reasonable amount of time. Negotiations will then ensue with the next ranked proponent, and if necessary, the next proponent and so on, until the negotiations result in a contract.

8 X. CONTRACT ADMINISTRATION A. Project administration is conducted through CREST, a Council of Governments that includes local counties, cities, and port districts surrounding the Columbia River Estuary in both Oregon and Washington. The awarded contract will be between the chosen contractor and CREST. A not to exceed total contract price with agreed upon unit costs will be negotiated prior to start of work. C. CREST will disburse all payments after the invoices from the consultant have been reviewed and approved by CREST and BPA. Payments will be distributed within 90 days of receipt by CREST to provide for processing times with CREST and BPA.
