2 Request for Qualifications Architectural Services for Child Development Center Renovation Community College District of RFQ # Jefferson County November 6, Viking Drive Closing Date: December 7, 2017 Hillsboro, MO (NOT LATER THAN 2:00 P.M.) I. GENERAL CONDITIONS The Community College District of Jefferson County is requesting statement of qualification proposals from firms interested in providing architectural services to the College. Services needed include renovation design, engineering, construction plans, bid specifications, and construction oversight for existing space to be renovated in the Child Development Center on the Hillsboro, Missouri campus. Proposals are to be received on or before 2:00 p.m., December 7, 2017, at the College Business Office, Attention: Sheree Bell, Procurement Coordinator. Bids must be sealed in an envelope and clearly marked on the outside in the lower left-hand corner, RFQ # : Architectural Services for Child Development Center Renovation. There will be a walk-through at the Child Development Center on Monday, November 27, 2017 at 3:00 p.m. to discuss the project. Proposal award will be made on or about January 11, Successful proposer will be notified of the award and order details will be completed. II. ARCHITECTURAL SERVICES A. Scope of Work for Renovation 1. Renovation of the Child Development Center building consisting of 5,184 square feet. 2. Main level is 2,592 square feet; lower level (finished basement) is 2,592 square feet. 3. Building is a wood frame structure built in Thirty percent of the current main level office and clerical area is in need of architectural re-design to update and function properly. Main level also includes a fully operational kitchen, three children s restrooms, and one staff restroom that will need demolition and replacement, meeting federal, state, and local compliance requirements.

3 5. New windows, doors, roof, flooring, LED lighting, some concrete Work, and child-friendly landscape will be a part of the new design. 6. Design creativity is expected to construct a child-friendly and fun environment for the Child Development Center. B. Scope of Work for Architectural Services The basic services to be provided will include architectural and engineering services and construction oversight for the project. 1. Work with stakeholders to determine the most appropriate and efficient final design along with implementation timelines. 2 Prepare the contractor bid package(s) in conformance with applicable requirements and supervise the construction bid advertising, tabulation, and award process, including preparing the advertisements for any bid solicitation, conducting the pre-bid conference, bid opening, evaluation of bids, and subsequent recommendation of lowest responsive bidder. 3. Conduct a pre-construction conference and issue the notice(s) to proceed; 4. Provide construction oversight including regular on-site supervision of construction work, facilitating and recording construction and safety meetings, construction administration and preparing inspection reports; 5, Assure compliance with all federal and state labor standards as applicable, including reviewing payroll reports to assure compliance with prevailing wage requirements; assuring that required equal opportunity, labor standards, and wage determination have been posted; and conducting regular on-site interviews with a representative sample of construction personnel (working for any subcontractors) to assure compliance with federal Davis-Bacon and/or state prevailing wage labor standards. 6. Provide quality control to ensure the contractor and subcontractors are providing materials, labor, and products consistent with what is identified in the design and specifications; 7. Provide quality control to ensure compliance with technical specifications and conformance with codes and standards; 8. Review and approve all contractor/subcontractor requests for payment and submit approved request to Jefferson College for payment processing;

4 9. Provide two complete set of as-built, reproducible plan drawings to the College upon project completion; and 10. Conduct final inspection and testing. III. STATEMENT OF QUALIFICATIONS Proposals should demonstrate that the firm has the professional capability and availability to satisfactorily and in a timely manner complete all the tasks as described in the Architectural Services section of this RFQ. Responses should include: 1. The firm s legal name, address, telephone number, and principal contact e- mail address. 2. The principal(s) of the firm and their experience and qualifications. 3. The experience, qualifications and assigned roles of any and all staff to be assigned to the project. 4. Description of the firm s prior experience with educational or university facilities, including design and construction management of any similar renovation projects, location of project, and total construction cost. 5. List what engineering services the firm provides. If areas are subcontracted, what consultants are normally used for these services? 6. Minimum of three references that are knowledgeable regarding the firm s recent performance on projects, including the company s name, location where services were provided, contact person(s), contact telephone number, contact , and a complete description of services provided, including dates of service. IV. EVALUATION CRITERIA Respondents will be evaluated and scored according to the following factors: 1. Overall quality of the Statement of Qualifications 20% 2. The qualifications and experience of the professional personnel to be assigned to the project 20% 3. Consultant Location 10%

5 4. Related experience on similar projects 30% 5. Recent or current work related to the college 20% Upon receipt of responses, proposals will be evaluated and assigned scores based on the stated evaluation criteria provided. Highest-ranking firms may be asked to attend an interview or the College may opt to open direct negotiations with the firm that presents the most qualified, highest scoring proposal. If interviews are conducted, finalists are encouraged to bring renderings/photos of related examples of work and any other pertinent information. Contract negotiations will commence with the highest-ranked architectural firm. The contract will be awarded upon reaching an appropriate price for this work. If an appropriate price cannot be reached with the highest ranked firm, the second-ranked firm will be approached, and so on. Unsuccessful firms will be notified as soon as possible. The solicitation is being offered in accordance with federal and state statutes governing procurement of professional services. Accordingly, the College reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed as well as the right to reject any and all responses deemed unqualified, unsatisfactory, or inappropriate. The project involves planning and construction management, and no future work is implied or guaranteed. The College reserves the right to increase the scope of work with the selected firm as long as the increase is within the firm s ability. Payment and contract terms will be negotiated with the selected firm. V. INSURANCE Firms interested in contracting with the College are minimally required to provide independent contractors insurance showing at least $1,000,000 worth of business liability insurance, $1,000,000 worth of auto coverage, and proof of workers compensation coverage (or an independent contractor s exemption certificate). VI. LICENSE REQUIRED The selected firm must possess a current State of Missouri Architectural License. VII. BUILDING COST PROPOSAL Child Development Center: $150,000 including architect fees.

6 VIII. INDEMNIFICATION Firm agrees to indemnify and hold harmless the Community College District of Jefferson County and its directors, officers, employees, and agents from and against any and all liabilities, losses, damages, costs and expenses of any kind (including, without limitation, reasonable legal fees and expenses in connection with any investigative, administrative, or judicial proceeding, whether or not designated a party thereto) which may be suffered by, incurred by or threatened against the College or directors, officers, employees or agents of the College because of or resulting from injury or claim of injury to person or property arising from firm s actions or omissions relating to this Agreement or arising out of firm s breach or failure to perform any term, covenant, condition, or agreement herein provided to be performed by the firm. IX. AWARD The outcome of this RFQ process may, at the College s discretion, result in: 1. Notice to proposers of selection or rejection for contract negotiations and possible award. 2. Further steps to gather additional information for evaluation. 3. Not award if it is in the College s best interest not to proceed with the execution. 4. If awarded, terminate if the College determines adequate funds are not available.
