3 REQUEST FOR QUALIFICATION ARCHITECTURAL SERVICES FOR PLANNING, DESIGN AND CONTRACTING OF A COMBINED FIRE & EMS STATION 1 GENERAL INFORMATION 1.1 Introduction Blanco County Emergency Services District #2 (ESD) requires Architectural Services for the development of a combined Volunteer Fire Department (VFD) & Emergency Medical Services (EMS) station; hereafter referred to as Station. This procurement is made per the Texas Professional Services Procurement Act. 1.2 Background The ESD wishes to construct a single facility that meets the combined needs of the VFD and EMS. Vehicular traffic along the US Hwy 281 corridor and tourism associated with the Blanco State Park result in an emergency call volume normally associated with a much larger population base. Recent departmental changes include recruitment of several full time fire fighters and emergency medical technicians. The VFD and EMS are now cross training personnel to service the high call volume. Colocation is necessary to realize the full benefit of cross trained personnel and in accordance with the ESD Strategic Plan for The existing fire station, located in the City of Blanco, is too small to accommodate the existing fleet of vehicles and equipment. It lacks living accommodations, office and training space. It is located on leased land. Expansion is not an option. The existing EMS station is also located within the City of Blanco. It is marginally adequate for the EMS needs, but is inadequate for the combined needs of the EMS and VFD. The ESD #2 Building Committee has investigated multiple potential Station sites around town and in the county. This investigation included consideration of traffic patterns, land acquisition costs, cost of utilities, highway access, utilities and site preparation costs. The new Station will be constructed on the west side of US Highway 281 inside the Blanco City limit. Construction Manager at Risk (CMR) is the preferred contracting strategy. 3

4 1.3 Architectural Scope of Services The selected architectural firm will be charged with: Pre-CMR: Schematic design and cost estimate for the Station Assistance in the application of USDA or other grants and/or loans. Post CMR: Preparation of contracts and bid documents for the CMR Assist selection of a contractor to serve as CMR for this project Contract Administration services Preparation of contract documents - detailed design of the Station, including all drawings and specifications needed to construct the facility Conduct value engineering of the designed facility Field observations of the Station during construction Issuance of inspection reports at major milestones; i.e. foundation, framing, electrical, plumbing, mechanical, final Weekly onsite meetings with the CMR contractor and the Building Committee will be required during construction Project close out services including punch list development and management Post construction services NOTE: There may be a fund raising gap between completion of the Schematic Cost Estimate and selection of the CMR contractor. The duration of the gap, if any, cannot be predicted at this time. The Architect will be responsible for retention of all basic engineering disciplines such as mechanical, electrical, plumbing, fire protection, civil and structural engineering as needed to deliver the Scope of Services. 1.4 Clarification of the RFQ Requirements Requests for additional information and clarifications will be accepted by to Mike Rieken at southblancocountyesd2@gmail.com. Responses will be posted to the same web site that contains this RFQ. 1.5 Restrictions on Lobbying Activities Respondents are prohibited from directly or indirectly communicating with Blanco County, Blanco City, Blanco ESD #2, Blanco EMS and/or Blanco VFD officials or staff members regarding the firm s qualifications or any other matter related to the eventual award of a contract for the services requested under this RFQ. Any violation will result in immediate disqualification of the Bidder from the selection process. 4

5 1.6 Compliance with Texas Government Code Section The Respondent selected by the ESD to provide the services described herein must comply with Texas Government Code Section and must certify such compliance. 2 Proposal Submission and Organization 2.1 Submitting the Proposal The Respondent must submit one (1) original response. Sealed Proposals shall be addressed to the President of Blanco County ESD #2. Proposals must be received by 5:00 pm, October 18, No statement received after closing time will be considered. All Architectural firms interested in responding to this RFQ should indicate that interest by to Mike Rieken at southblancocountyesd2@gmail.com and include the firm s name, address, phone number, address and the contact person. This information will provide for transmittal of any changes or addendum to this RFQ. 2.2 Proposal Organization and Format Proposals must contain and be organized as follows: Cover page, which clearly displays the title of the RFQ Table of Contents Introductory letter, to include the name and contact information for the primary contact for this proposal 5

6 A narrative demonstrating that the firm understands the project A proposed work plan and timeline detailing the tasks to be completed for this project A statement of the qualifications of the team, including work experience, organizational chart and personnel resumes. History and background information concerning the firm, including number of years in business under this name, a breakdown of the personnel in the proposing office, and any previous names of the business. A description of previous work similar to this request, which includes the clients and the dates of those projects. Projects subject to Texas State contracting statutes, fire and/or EMS station projects and projects completed under a Construction Manager at Risk (CMR) contractual relationship are of particular interest. A minimum of three reference data sheets (last page of this RFQ). List of any contracts terminated prior to completion. Identification of services usually subcontracted to other firms. Litigation / Ethics o Details of any current/pending litigation and any litigation settled or disposed within the past five (5) years against the Respondent, including its parent, sister or subsidiary companies, and proposed subcontractors. o Details of any ethics violations or board actions within the past ten (10) years against the Respondent, including its parent, sister or subsidiary companies, and proposed sub-contractors. o Proof of insurability o Conflict of Interest Questionnaire Services that your firm provides and whether those services are included in the basic services or available for an additional fee (in the Table below). Yes No 3 Public Information Notification The ESD considers all materials, information, communications and correspondence in any form from the respondents to this RFQ to be non-proprietary and nonconfidential and, therefore, subject to public disclosure under the Texas Public Information Act (Texas Government Code et seq.) after a contract is awarded. Respondents are informed that the ESD will abide by all statutes, court rulings and opinions of the Texas Attorney General concerning disclosure of RFQ information. Should any part or section be considered by the Respondents to be proprietary or confidential in nature, each page or section should be designated as proprietary or confidential. Respondents should be prepared to fully justify these exclusions to the State Attorney General s Office should it be required. 4 PROPOSAL SELECTION AND AWARD PROCESS 4.1 Proposal Scoring and Selection The purpose of the proposal is to demonstrate the Respondent firm s (Firm) qualifications, competence, capability and capacity to meet the ESD s requirements. An evaluation team will review the proposals and rank each based on the evaluation criteria, below. The ESD may require additional information and/or conduct interviews at the ESD s discretion. The ESD reserves the right to reject any and all submittals and does not guarantee a contract will be awarded. All costs associated with the preparation of the proposals, site visits, presentations, and any other costs are the responsibility of the submitting firms. Responding to this RFQS constitutes understanding and agreement to methods of evaluation and selection. 4.2 Evaluation Criteria Evaluation of the proposals received may consider, but shall not be limited to the following review criteria: General Quality and Adequacy of Response 20% o Completeness and thoroughness, responsiveness to terms and conditions o Understanding of the project o Degree of interest shown in undertaking the project Organization, Personnel, and Experience 50% 7

8 o Demonstrated familiarity with Texas State Statutes governing construction of public buildings o Demonstrated experience in design and construction of low cost, functional fire/ems stations. o Demonstrated experience with Construction Manager at Risk contracting strategy. o Qualifications of the personnel who will be assigned to this project o Knowledge and familiarity with local conditions o Firm s history of ethics violations or board actions Project Performance 30% o Demonstrated cost and schedule attainment o Change Order history 4.3 Right to Reject Proposals and Negotiate Contract Terms The ESD reserves the right to reject any and all proposals. The ESD reserves the right to negotiate the terms of the contract, including the reimbursement rates, with the selected Respondent prior to entering into a contract. If contract negotiations cannot be concluded successfully with the highest scoring Respondent, ESD reserves the right to negotiate a contract with the next highest scoring Respondent and so on until an agreement is reached. The Building Committee will serve as the selection team. It consists of the Fire Chief, EMS Chief, two ESD Board Members and the Chairman. Additional members may be added at the discretion of the Building Committee. The Building Committee will recommend contract award to the successful Respondent to the ESD. 4.4 Funding Out The State of Texas statutes prohibit the obligation and expenditure of public funds beyond the fiscal year for which a budget has been approved. Should, during the term of this contract, funds be withdrawn by the funding authority, a Force Majeure shall be deemed to exist, and this contract may be terminated without penalty or recourse by either party. 5 Insurance 5.1 Professional Liability Insurance The successful Respondent will maintain professional liability insurance during the term of this agreement in an amount of not less than $250,000 per person or claim and $500,000 per occurrence or annual aggregate and, if the policy is on a claims made basis, for a period of not less than five (5) years after the Project is complete, and provide proof of such continuing coverage. Firm further agrees to provide proof of coverage as needed for prior acts back to the date of execution of this agreement if insurance carriers are changed during this extended indemnity period. 8

9 5.2 Commercial Liability Insurance The successful Respondent will maintain general commercial liability coverage with minimum combined single limit of $1,000,000 for property damage and damages resulting from bodily injury or death. 5.3 Details With respect to the above required liability insurances, the ESD will: Be named as additional insured for general liability insurance. Be provided with a waiver of subrogation, in favor of the ESD Be provided with 30 day advance written notice of cancellation, nonrenewal, or reduction in coverage. Prior to execution of the Agreement, be provided with either their original Certificate of Insurance or insurance policy evidencing the required limits and requirements, subject to approval by the ESD. 6 Offer and Certifications 6.1 Submission of a Qualification Proposal indicates the acceptance by the Firm of the conditions contained in this RFQ unless clearly and specifically noted in the Proposal and confirmed in the contract between the ESD and the selected firm. The ESD reserves the right without prejudice to reject any or all submissions. 6.2 By submitting a proposal, the Respondent certifies that the Firm is not debarred or excluded from bidding by any government agency, has not been convicted or had a civil judgment against them for commission of fraud in obtaining or performing a public contract, and has not been terminated on a public contract for cause or default. 6.3 By submitting a proposal, each Respondent certifies that it is a duly qualified, capable, and bondable business entity, that it is not in or contemplating bankruptcy or receivership and that it is not currently delinquent with respect to payment of taxes assessed by any political subdivision. 7 PROJECT PARTICULARS Design Deliverables: Multipurpose; Conference, Training, Incident Command Center sufficient to hold 50 people. o Electrical outlets, computer connections, white boards, cork boards computer projector.
