That the Thompson-Nicola Regional Hospital District Provisional Budget Bylaw No. 183, be read a first time by title only. That any amendments to the Thompson-Nicola Regional Hospital District Provisional Budget Bylaw No.183, be made after the first reading and direction be provided in this regard. 2. That the Thompson-Nicola Regional Hospital District Provisional Budget Bylaw No. 183 (as amended) be read for the second time by title only and carried through to third reading. 3. That the Thompson-Nicola Regional Hospital District Provisional Budget Bylaw No. 183 (as amended) be reconsidered and adopted. \. Approv for Board Consideration CAO BACKGROUND: Accompanying is the proposed 2012 Provisional Budget for the Thompson-Nicola Regional Hospital District, as required by the Hospital District act Section 23. DISCUSSION: Total expenditures for 2012 have been budgeted at $ 32,500 which is down $ 104,079 from the 2011 amount of $ 136,579. It is anticipated that the expenditures for the Thompson-Nicola 2012 Provisional Budget Bylaw No. 183 Page 7 of 12
8 December 12,2011 Subject: 2012 Provisional Budget Bylaw No. 183 Page 2 of 2 Regional Hospital District will continue to decrease until the year 2015 when all debts will be retired and this hospital district will be wound up. The 2011 residential tax rate on a combined basis with the Thompson-Nicola Regional Hospital District (TNRHD) was $.2306(.2262 TRHD and.0044 TNRHD) per one thousand of residential assessment. The 2012 tax rate proposed on a combined basis with the TNRHD is $.3071(.3158 TRHD and TNRHD) of residential assessment. This tax rate increase and the premise upon which it is based will be explained at the budget meeting on December 22, 2011.The impact of the tax rate increase on an average residential property assessed at $ 275,855, the average for 2011, is $ 21. The average property paid $ in 2011 and with the proposed increase would pay $ in 2012 based on the 2011 assessment and exclusive of new growth. CONCLUSION: When combined with the 2012 requisition for TRHD, a household property tax of $.3071 cents per thousand of assessed value ($ on a home valued at $ 100,000) be levied. Garost, CA Director of Finance ---A-R~ved for Board Consideration CAO BACKGROUND: A Request for Proposal for Audit Services was sent out to provide audit services for a period of five years, Two accounting firms, BDO Canada LLP and KPMG LLP submitted proposals. DISCUSSION: The submissions were evaluated and scored based on a weighted set of criteria including: Completeness and thoroughness of proposal - 10 points Demonstration of high caliber client service - 10 points Demonstration of ability of rneet deadlines - 10 points Demonstration of ability and experience auditing local government organizations - 20 points Experience with special projects related to the TNRD - 10 points Cost of services including hourly rate - 40 points Appointment of Auditors for years ending Page 11 of 12
12 December 9,2011 Subject: Appointment of Auditors for years ending Page 2 of 2 The cost comparison and final score results of the evaluation were: BOO KPMG Costs of the services to be provided TNRHD $ 3,000 TNRHD $ 3,600 Hourly Rate $130.14/hour $101.61/hour Final Score (75) (90) KPMG LLP was awarded the highest overall score and therefore it is recommended they be appointed auditors for the Thompson Nicola Regional District. Under the goods and services purchasing policy No. 5.8, if the value of the contract is less than the $250,000 maximum over a five year term, the Chief Administrative Officer and the Director of Finance can sign the contract. The total value of the contract over 5 years will not exceed the $250,000 maximum. CONCLUSION: Based upon the results of the evaluation of submissions, it is recommended that KPMG LLP be appointed as the auditor for the Thompson-Nicola Regional District.
