1 1 THE TOWNSHIP OF LEEDS AND THE THOUSAND ISLANDS BYLAW (updated January , 2001) tin Lt->. dp~ ~ ~~l~ &7,0 / Being a Bylaw to Provide Salary Ranges, Benefits and Working Conditions For Permanent Employees 1fERr-AS HERr-AS The Municipal Act authorizes local municipalities to pass 'ylaws to provide for certain benefits for permanent employees; 1fEREFORE HEREFORE the Council of the Corporation of the Township of Leeds and he Thousand Islands enacts as follows: he benefit package for full time permanent employees is as follows: GROUP INSURANCE - Shall be as per the United Counties of Leeds and Grenville Group Insurance Plan as negotiated from time to time the summary of which is attached hereto as Schedule "A" to this bylaw. - Term life insurance at two times salary. PENSION PLAN - The OntariO Ontario Municipal Employees Retirement System (OMERS) according to the OMERS Act and Regulations. SICK LEA VE CREDITS - Sick leave under this plan will be 12 days credited to each employee at the beginning of each year to be available and used by the employee throughout the year, and that 50% of unused sick time earned that year, to be paid to the employee at year end. - Any consecutive sick leave absence beyond three days may require the submission of a doctor's certificate to maintain eligibility for sick leave credit as determined by the employee's supervisor. - Sick leave credits are to be used only in the event of absences due to illness and are not vested and shall not accrue an accumulated cash value to the employee. - Sick leave credits for the current year are to be used first in the event of an absence. - All sick leave credits plans of the former townships shall be cancelled and any accumulated credits under these plans are to be paid out as of December 31, 2000.

VACATION ENTITLEMENT Vacation with pay as per Ihe Employment Standards Act, Sections 28 (1) & (2),29 29 (1) & (2) & (3),30 30 and 31 is payable to every employee. first first full year of employment - two (2) weeks vacation at not less than 4% of gross wages. - Third full year of employment - three (3) weeks vacation at not less than 6% of gross wages. - Tenth full year of employment - four (4) weeks vacation at not less than 8% of gross wages. - Twentieth full year onwards - five (5) weeks vacation al not less than 10% of gross wages. Employees of the former townships which enjoy vacation entitlement benefits exceeding the above shall be separately identified and shall continue to receive the increased (current - added by the Transition Board) benefit. The employee anniversary date shall not be used 10 determine eligibility for entitlement, but all employees shall be calculated for eligibility beginning in January 1 rst rsl in the year of employment. Up to one (1) work week of unused vacation entitlement may be carried into the next year to no later then three (3) months or as otherwise olherwise approved by Council. Approval is required from the appropriate departmenl head on the timing of the vacation. E. VACATION ENTITLEMENT New Year's Day Good Friday Easter Monday Victoria Day Canada Day Civic Holiday Labour Day Thanksgiving Day Remembrance Day (floater) Christmas Eve (at discretion of Council) CounCil) Christmas Day Boxing Day New Years Eve (at discretion of Council) F. OVERTIME: HOURLY PAID EMPLOYEES Hourly paid employees shall be paid an overtime rate of 1 Y, Y:, times their regular rate of pay for time worked in excess of 44 hours in one week. Full time hourly paid employees will have the option of taking time off in lieu of overtime at a rate of 1 Y, Y:, hours offfor each hour worked to a maximum of 40 hours accumulated in each calendar year.

Overtime wo.rked and time o.ff in lieu must be scheduled with the respective department head and will o.nly be taken after appro.val. Ho.urly paid emplo.yees will accept reaso.nable o.n call requests fo.r after ho.ur emergency wo.rk, as determined by the respective department head, with o.vertime to. be paid o.n eligible ho.urs wo.rked. The respective department head will have the right to. schedule the ho.urs o.f wo.rk, including ro.tating shifts and weekend standby. G. OVERTIME: SALARIED EMPLOYEES The granting o.f time in lieu o.f o.vertime wo.rked shall be at the discretio.n o.f the Clerk-Administrato.r as a discretio.nary po.licy and no.t as a right o.f emplo.yment and is co.ntingent upo.n the co.ntinued high maintenance o.f service to. the public. H. WITNESS/JURY DUTY Emplo.yees subpo.enaed to. serve as juro.rs o.r witnesses in criminal o.r civil co.urts shall be granted leave o.f absence fo.r such purpo.ses witho.ut lo.ss o.f pay fro.m the municipality if the leave required is less than five jive days. If a leave o.f absence o.ccurs fo.r lo.nger than five jive days, the emplo.yee shall pay o.ver to. the Treasurer that to.tal amo.unt o.f co.mpensatio.n received fo.r serving as a juro.r o.r witness. 1. I LEAVE OF ABSENCE The municipality shall grant up to. three scheduled wo.rking days if requiredfo.r co.mpassio.nate leave with pay in the event o.fthe death o.f any emplo.yee 's spo.use, father, mo.ther, bro.ther, Sister, child, mo.therin-law, father-in-law o.r grandparents. In exceptio.nal Circumstances, extra days may be granted at the discretio.n o.f the emplo.yee 's superviso.r. Leave to. attend the funeral o.f a relative no.t herein defined, dejined, o.r clo.se friends, may be permitted subject to. prio.r appro.val approval o.f the emplo.yee's superviso.r. The emplo.yee is required to. no.tify his/her superviso.r o.ne day in advance o.r by telepho.ne befo.re the regular start o.f the wo.rk perio.d o.r riskfo.ifeiture o.f pay, suspensio.n o.r discharge. J VISION CARE Visio.n care is underwritten by the municipality fo.r co.rrective lenses o.r eye-glasses to. a maximum o.f $150 per emplo.yee, $75 per spo.use and dependants, per year.

CONVENTIONS AND SEMINARS Employees that ai/end attend conventions and seminars approved by their supervisor or Council as per the Education and Training Policy are entitled to the following: following: - cost of registration. _ $200 per day lodging, transportation, meals and any other reasonable expenses - receipts required if expenses exceed $200. L. SAFETY BOOT ALLOWANCE An annual safety boot allowance of $1 00 per employee, as required by full time staff of the Roads and Public Works, Recreation and Building Departments. M. PROTECTIVE CLOTHING Coveralls shall be provided to all outdoor workers who require them as determined by Council. N. SALARY RANGES Salary ranges are as attached hereto as Schedule "B HB ". H. This schedule will be adjusted annually to reflect cost of living and job rating changes and recalculated every three years. o 0. MILEAGE Wherever possible, township vehicles shall be used for business travel. In circumstances were personal vehicles are used, compensation shall be at the rate of $.35 per km on approval of the supervisor. P. PAY PERIOD Remuneration shall be paid on a bi-weekly basis.
