2 INTRODUCTION At the end of the last conference held in Aug-September 2006 in Maseru, Kingdom of Lesotho, Ministers called upon MDP-ESA to work with Ministries of Local Government, National Association of Local Government Authorities and National and Regional Training Institutions to establish innovative capacity building programs to address the need for strengthening of competencies for participatory planning and budgeting for effective local level delivery of services 2

Two high level seminars on participatory budgeting, one for Eastern and Southern Africa March 6-8, 2007 in Harare, Zimbabwe and the other Africa wide March 10-14, 2008 in Durban, South Africa for elected leaders and senior officials involved in local government capacity building. The next high level seminar will be held in August 2008 in Dakar, Senegal. 10 ACCOMPLISHMENTS Continued. Commissioning of A Study on the State of Decentralisation in Africa under the coordination of PDM-WCA. MDP-ESA covered nine countries Kenya, Mozambique, Namibia, Rwanda, South Africa, Tanzania, Uganda, Zambia, Zimbabwe, in Eastern and Southern Africa. Commissioning of Research on Participatory Budgeting and Revenue Generation in Africa Swaziland, Tanzania, Uganda, Zambia, conducted jointly by Capstone Graduate Students of Public Administration from New York University (NYU) Robert Wagner School of Public Service and Makerere University Department of Political Science and Public Administration. 10

Launching the Local Governance and Development Journal which can be downloaded from The aim of the Journal is to serve as a forum for exchange of ideas, opinions and research findings so as to promote and enhance participatory governance and social accountability. The journal will be produced bi-annually, in June and December. 15

17 PROMOTION OF SOUTH-SOUTH COOPERATION The Launching of the Africa-Latin America Peer-to-Peer Mutual Action Learning Initiative on Participatory Budgeting. So far twelve project proposals are being reviewed for funding. These include: Linking Participatory and Revenue Generation Monitoring the impact of Participatory Budgeting Communication for inclusion & gender sensitivity of PB Linking PB to performance based budgeting Rwanda study tour in Brazil and Peru to exchange experiences in linking PB to result oriented budgeting Capacity building for budget demystification Alternative forms of communication for PB implementation in small and intermediate cities A pilot engagement of peer institutions in PB across West, East, and Southern Africa, on Government dialogue and democracy Building Capacity of Social actors and Enhancing Trust Legal, institutional and strategic framework of Participatory Budgeting How to integrate cultural values in the PB Process Guidelines on implementing Participatory Budgeting step by step 17
