3 Africa Good Governance Program on the Radio Waves Introduction This distance learning program is being transmitted by First Voice International via digital satellite radio technology on the Africa Learning Channel to municipalities in Ghana, Kenya, Tanzania and Uganda. The objective is to support local government capacity building and community empowerment through transmission of key information related to anti-corruption, civic participation and fiscal decentralization. The program draws from the lessons learned from the successful broadcast of a pilot project held in Malawi in It is against this background that MDP is pleased to announce the Africa Good Governance Program on the Radio Waves, which is comprised of the following four components: 1) Governing Municipalities without Corruption; 2) Civic Participation; 3) Municipal Finance/Participatory Budgeting; 4) Africa Municipal News Magazine; Africa Municipal News Magazine will use a magazine format and serve as an umbrella program to disseminate information, share experiences and 3 provide news to municipal stakeholders in the region. The other three components will be structured as formal capacity building initiatives. Africa Good Governance Program on the Radio Waves will run for 9 months, from April to December, Target Audience The program aims to address but is not limited to representatives of the following stakeholder groups: mayors, local public officials, members of local communities and representatives of the civil society. Methodology The program builds on the great oral tradition of knowledge exchange in Africa learning through active listening and sharing. 4 will be supplemented by course materials including discussion/reflection questions, self-evaluation exercises, a course workbook, and other relevant documents necessary to promote self-guided learning. Modules will be reserved for the interactive programs You ask, we answer. The program will also feature relevant regional case examples and interviews with representatives of key stakeholder groups and members of the community in the listeners countries. be able to build the information system that will help promote good governance and a transparent local government in their communities. Civic Participation for Good Governance. This course will introduce listeners to key concepts, definitions, and tools regarding civic participation and governance. The course features four modules: Principles of Community-Driven Development, Strategic Planning for Communities, Civic Participation and Local Governance, and Participatory Monitoring & Evaluation. Listeners will learn why participating in their community s development is so important, and how to effectively engage in their own local governance. Listeners will learn useful tools such as setting goals and forming action plans, and also gain knowledge on how to hold local governments and organizations accountable through monitoring and evaluation methods. Municipal Finance/Participatory Budgeting. The course will present a step by step methodology on how municipal government can work collaboratively with the community in order to define, execute, monitor and evaluate a budget which reflects the priorities and needs of the popu- Components: Governing Municipalities without Corruption. This component aims to support a process of institutional change at the local government level by facilitating the design of tools for combating corruption. It provides a platform to learn anti-corruption strategies, which can be adapted and applied to municipalities. The course consists of approximately 15 hours broadcast time, divided in two phases: In the first phase modules will deal with the definition of corruption, diagnosis, coalition building and development of municipal integrity instruments. 5 lation. The course focuses on both revenue generation in budget formulation as well as defining public expenditures within the context of limited means. In addition the course will emphasize how to ensure the budget mobilizes and motivates the contribution of both the community and the private sector. Given that each country has their own internal budgetary processes the course is not intended to replace or change existing systems but rather to complement and improve the overall municipal budgeting experience. Africa Municipal News Magazine. The objective of this monthly news magazine is to ensure the good news of successful municipal governance is known throughout Africa. In addition, the news magazine will present lessons learned from past practice and emphasize how to avoid errors and mistakes. The Magazine intends to give voice to municipal government in Africa ensuring local governments are linked through knowledge and good news. The Africa Municipal News Magazine will take as its principal source the Africa Local Government Action Forum (ALGAF) but will also be fully open to contributions by listeners and interested institutions. Each municipal association will be invited to partici- 5 pate, ensuring relevance and impact. A summary of the program will be prepared in written form and will be posted in partner home pages as well as sent as a news release to national and local journalists in order to foster local dissemination. Frequently Asked Questions Question: How does the satellite radio technology work? Answer: It uses a small hand sized antenna to receive satellite digital information including crystal clear audio data. Question: What do I need to know prior to the beginning of the radio training program? Answer: To listen to the program a digital radio receiver is required. Information on the locations of receivers in your country may be obtained from the national associations of local governments in your country. Question: How does one tune into the program? Answer: The digital radio has stations and it is necessary to know the correct frequency which will be posted on the MDP home page, as well as advertised widely by the national associations of local governments. 9/2/05, 3:26 PM
6 Question: May there be any technical problems? Answer: The antenna is very sensitive; if there is any small barrier disturbing its direction, the radio will not receive the broadcast. Hence, you are advised to search the best direction of the antenna to receive the programs in best quality. Question: How do I register/enroll to the program? Answer: A registration form can be obtained from the national associations of local governments. You can also download it from the web: Question: What do I need to get a Certificate of Participation? Answer: In order to get a certificate for any component of the program, you have to register, fully participate by handing in the quizzes, homework, surveys, and evaluation sheets and getting engaged in work activities. The certificate will be issued by MDP. Question: Can I listen to the programs online?
