10 A F R I C A C O N S U M E R G O O D S F O R U M P O L I T I C A L, L E G I S L A T I V E & E C O N O M I C U P D A T E S Angola 2017 Labour Law updates - Key Provisions - A foreign employee s salary must be paid in Kwanzas and the benefits or allowances paid by an employer (in cash or in kind) cannot exceed 50% of the base salary. - An employer must still employ 70 local workers for every 30 foreign workers per the national quota, but the new statute clarifies that Angolan nationals and foreign employees qualify as local workers in this context. - Employers must continue to register an employment contract entered into with a foreign national within 30 days at the Employment Centre. The registration now includes the payment of a registration fee of 5% of the total salary as stated in the contract, not only the base salary, as was previously required. - Employers must submit a copy of the job description approved by the General Inspectorate of Labor during registration of the employment contract. 10

12 H O T T O P I C S D I S C U S S I O N K E N Y A : T A X L A W C H A N G E S Kenya Expansion of Income Tax Bands : - The Kenyan Government through Finance Act 2016 expanded the individual tax bands and personal relief by 10% after a 15-year time lag. - The long awaited reprieve introduced by government in an effort to cushion taxpayers against the high and rising cost of living took effect on 1 January The applicable annual tax rates are as follows: Annual Income (KES) Monthly Income Tax Rate 1 st 134, Up to 11, % Next 126, , to 21, % Next 126, , to 32, % Next 126, , to 42, % Above 513, Above 42, % - The personal relief has increased from KES 13,944 p.a. to KES 15,360 p.a. 12
