2 Key facts and figures of the first call for proposals o Open to all programme priorities and all specific objectives o Organised according to a two-step procedure o Indicative financial allocation up to EUR 80 million ERDF o Web-based application form (ems electronic Monitoring System) o Simplified formal requirements for submission o Preparation costs can be partly reimbursed (approved projects only)

3 Eligible partners a) National, regional and local public bodies (including EGTCs) b) Private institutions, including private companies, having legal personality c) International organisations acting under the national law of any CENTRAL EUROPE Member State or, with restrictions, under international law o Private institutions can be lead partners in all programme priorities o Private lead applicants must fulfil minimum financial capacity requirements (self-assessment tool)

4 Eligible partnership o Partnerships must be composed by at least three financing partners from three countries, at least two of them located in the CENTRAL EUROPE area (AT, CZ, DE, HR, HU, IT, PL, SK, SI) o In duly justified cases, projects can be implemented outside the cooperation area

5 Types of partners o Financing partners: contribute to the project budget and receive ERDF contribution (beneficiaries). o Associated partners: bodies willing to be involved as observers in the project without financially contributing to it. o Assimilated partners: national public authorities/bodies competent in the eligible area but are located outside of it (e.g. ministries located in Bonn (DE) or Rome (IT)).

6 Main characteristics of projects o Recommended financial size: 1 to 5 million EUR total project budget. Smaller or larger projects will be supported in exceptional cases o Recommended size of the partnership: up to maximum 8 to 12 partners (larger partnerships not excluded) o Recommended project duration: 30 to 36 months (up to maximum 48 months)

8 Continuity between step 1 and 2 of the call o Thematic focus of the project (objectives and results) cannot change o Lead applicant must remain the same o Change of partners is subject to limitations Partnership of 3 to 5 partners: max 1 partner change Partnership of 6 to 10 PPs: max 2 partner changes Partnership with more than 10 PPs: max 3 partner changes o Total budget cannot be increased by more than 20 % Proposals failing in one of the above continuity requirements will become ineligible

9 Project budget Step 1: ogeneral information on indicative total budget allocated to each partner Step 2 odetailed budget at partner level (breakdown per budget line, work package reporting period) ochoice of cost model for staff (real costs or 20 % flat-rate of direct costs) oexpected net revenues at partner level o Timely budget development is essential! (already in step 1) o A complimentary tool will be mad available upon launch of the call

10 Preparation costs o Preparation costs refer to activities made by the partnership for preparing and negotiating the project proposal o The programme reimburses preparation costs solely to projects selected for funding that signed the subsidy contract o Preparation costs are eligible up to EUR total costs o ERDF reimbursement of preparation costs occurs as a lump-sum

11 Formal/administrative requirements of applications o Submission of the project proposal in due time o Transnationality of the partnership o Completeness of the project proposal (application form filled-in and accompanying documents uploaded) Automatic checks by the electronic monitoring system (ems) For step 1, only the Lead applicant declaration (in electronic form only)

12 Provisional timeline for the first call Launch of step 1 Closure of step 1 Milestone Pre-selection of step 1 applications and launch of step 2 Closure of step 2 Funding decision and contracting Provisional timeline Upon official adoption of the programme (first half of February 2015) After 60 calendar days (first half of April 2015) Possibly before summer break 2015 (depending on No of applications) After 60 calendar days (Autumn 2015) Early 2016 o The timeline is subject to change depending on the number of applications submitted within step 1 o Detailed timeline for step 2 will be published after closure of step 1

13 General assessment criteria o Strategic criteria: Assessment of the relevance of applications and the extent of their contribution to achieving a programme specific objective o Operational criteria: Assessment of the quality of implementation with regard to the feasibility and viability of applications as well as their value for money (resources used in relation to results delivered) It is a competitive process! (in both step 1 and step 2)

16 Features of successful projects o Transnational and territorial relevance o Relevance and capacity of the partnership o Delivery of concrete and measurable results reflecting a change o Durability of outputs and results o Coherence (work plan) o Strategically relevant communication o Effective project management o Sound budget Projects focusing on purely academic cooperation, basic research or aiming at mere networking and exchange of experience and/or not demonstrating the translation of soft outputs (studies, etc.) into concrete and sustainable results will not be supported.

17 The pathway to success o Analysing the current situation in the area (identification of challenges, needs and potentials) relevant stakeholders o Building on past experiences and lessons learned avoid reinventing the wheel o Concentrating on few project objectives and results clearly contributing to programme ones thematic focus o Building partnerships which are thematically and territorially relevant competent project partners Precise definition of who-does-what and where Time as a crucial factor!
