1 Guidelines for filling the PROJECT APPLICATION FORM ESTONIA-LATVIA PROGRAMME Intro Before you begin filling in the application form, please also read the programme manual. Support when filling in the application You can ask all questions related to the content of the application from programme consultants of the Joint Secretariat: Please turn to our ems manager in case of questions related to the technical functioning of the ems: Peep Purje by or phone (372) Important to remember: 1. The inserted information will not be automatically saved. Please press SAVE button in each page after entering text not to lose the inserted information. If you are navigating out of any page without saving, the inserted information will unfortunately be lost and you will need to insert it again! 2. Required fields are marked with *, therefore without inserting the information in those, you will not be able to save or proceed further. 3. Time by time please press Check saved project. This is important for seeing possible error messages, as it is not possible to submit application unless you have eliminated them. Error messages appear in the top of the page. If there are more than 1 error message, they will not be shown immediately altogether, they will appear 1 by 1, as you correct them. 4. Please do not use a backspace button in automatically generated information fields. This might result in navigating out of the opened section and losing the entered data. 5. Please make sure, that you have answered all the questions in the application form. 6. Application form must be filled in English! 7. 2 8. Please read carefully all the field guidelines! Please check also the guidelines, which are hidden under 9. In case your project partner is applying for different types of state aid with different ERDF co-financing rates, please read the section Project partner requesting different types of state aid on page After all the necessary information is inserted in the application form, don t forget to submit the project by pressing Application form is located on this webpage: To get access to the application form, please create a user account by clicking "Register". Please create your username and password and memorise it to be able to log into the system. If you forget your password, you can reset it by choosing Forgot Password from the login page. You must provide your user name and reset password link will be sent to your account. From this location you will be able to set a new password. If you forget your username, please send an to peep.purje@estlat.eu providing your name, surname and address that you used for registering your ems account. Your username will be sent to you. 2

3 Dashboard and left-side menu After logging in successfully, you will be directed to your Dashboard. Dashboard contains three sections: My projects section, where all your projects will be listed; Mailbox section, where messages about your project status and from co-workers will be listed; and Calendar view, with information about ongoing calls. Left-side menu contains following sections: Personal, where one can access dashboard, mailbox, generated files and user account. Generated files section displays files generated by user. For example if user pushes Save as pdf file button inside the application form, the pdf and html versions of application form will be generated and displayed under Generated files section. Please note that it takes about seconds to generate pdf files. Please be patient and do not push Save as pdf file more than once. Under User account you can change your password, name and dashboard preferences. Applications section contains My applications i.e. list of applications the particular user is involved in and Bookmarked applications. Bookmarking an application is additional way to access important applications more easily. ems management section provides link to all calls both open and already ended. If the link Apply is active, you can start submitting a project under this call. Project idea section is not in use by Estonia - Latvia programme. How to start submitting the project The easiest way to start project application is to click Add project button under the section My projects on Dashboard. Alternative way is to choose ems Management Calls. The list of calls is displayed and by choosing Apply one can start to fill the application form. 3

11 Project partner requesting different types of state aid Read the following text only in case your project has a project partner: - that requests more than one type of state aid (e.g. de minimis aid and state aid based on GBER), and - the ERDF co-financing rate of the requested types of aid are different. For example de minimis aid (85%) and aid falling under article 20 of the General Block Exemptions Regulation (GBER; 50%). In such cases you need to fill information about a partner (create more than one ems partner for one project partner organisation) as many times as many different types of state aid the partner requests. In other words, you need to divide the budget and activities of this project partner between several project partners in ems, although in reality it is one partner organisation in the project. It is necessary, because ems does not allow inserting different ERDF co-financing rates for one partner. Please note that dividing the budget must be done based on the types of activities (not based on types of costs). The division between different (types of) activities has to be as clear as possible (e.g. covering a purchase of machinery with de minimis and covering marketing costs with GBER). The type of aid must be added to the abbreviation of the partner. For example, a company Four Corners Ltd (abbreviation: FC), which requests in total EUR ERDF co-financing, including EUR de minimis aid, EUR of aid falling under article 20 and EUR of aid falling under article 25 of GBER, should appear in the list of project partners as: FC (de minimis): EUR FC (GBER, art. 20): EUR FC (GBER, art. 25): EUR NB! Although you should divide the staff costs between different types of state aid, the description of Staff costs has to be the same for all the partners. 11

12 PROJECT DESCRIPTION section This section in the ems consists of 4 subsections: 1. Project justification. 2. Objective, result and durability. 3. Related projects. Tourism product. 4. Horizontal principles. Information, which needs to be provided is specified separately in each subsection. 1. 16 WORK PLAN section This section in the ems consists of 3 subsections: 1. Work package list 2. Target groups 3. Define periods 1. Work package list There are 2 predefined work packages (hereinafter-wp) Preparation (WP P) and Management (WP M). All the other work packages are so called implementation work packages that must be added and defined by the project partners. Please note that Timeline will fill in automatically after the activities in the work packages are added. WP preparation For creating the work package, please press and then the new window will open: 16

17 WP start Please choose the month, when the project preparation started. WP End Please choose December Partner Please make a tick for every involved partner in a preparation of the project. Please note, that lead partner must be chosen, as the lump sum must be in the lead partner s budget. Summary Please provide here a summary description of the work package, including explanation on how the partners were involved (who did what). (max 2000 characters) WP Management To insert the needed information for this work package please press window opens: and then a new 17

18 WP duration is filled in automatically from the beginning until the end of the project (based on the information provided in the section Project summary ). Responsible partner For this WP the responsible partner must be the lead partner, therefore it is filled in automatically. WP duration is filled in automatically according to the start and end dates provided for the activities of this work package. 22 Activities There is no need to add every single activity separately, please try to make groups of activities and assign a title for each group. For example, 4 trainings (3 days long), 2 in Estonia, 2 in Latvia with 5 participants from EE and 8 from LV each on topics "X", Y and Z. Target groups 1 Select target groups Please choose the relevant target groups of your project: business support organisations; education/training centres and schools; enterprises, excluding SMEs; general public; higher education and research organisations; infrastructure and (public) service providers; interest groups including NGOs; local public authorities; national public authorities; regional public authorities; sectoral agencies; SMEs; tourists; others. Project budget per period In this section please specify the indicative project budget per each period. 2. Partner budget (information to be added for each partner separately) In this section for every partner of the project please: 1) Define budget 2) Define contribution 26

27 1) Defining the budget To define each partner s budget, please press separately for every partner (please take a look in the above). After pressing this button a new window opens: Please fill in indicative budget figures in each relevant budget line under each work package for the chosen partner. Budget line staff costs To add the indicative budget for Staff costs under the relevant work package(s) please press and then a new window opens: 27

28 Please use the box Description of the WP M (Management) for providing information about every staff member working for the project. NB! This includes staff that works for other work packages. The description must include all the planned staff positions, their main tasks and total number of full time positions. For example: - bookkeeper (compiling financial reports, making payments), - programming expert (creating user interface for the planned product), - project manager (overall management of the project, leading the work of WP T2). Altogether 1.8 full-time positions. Unit type Under WP Management please choose Full-time, under other WPs please don t choose anything. 28

The value in the unit cell must remain The total sum of staff costs has to be divided between work packages based on the planned workload under each work package. These sums need to be filled in the cell Average amount per unit for each work package. Inserting in-kind costs: In case you are planning to use in-kind costs (unpaid voluntary work), this information must be inserted in the box Description of the budget line Staff costs of the WP T1. The information must include: - approximate number of volunteers; - approximate number of days to be worked for the project. Average amount per unit The total sum of staff costs has to be divided between work packages based on the planned workload under each WP. These sums need to be filled in the cell Average amount per unit for each WP. Total This will be calculated automatically after the average amount per unit is inserted. 30 Budget line Office and administration costs According to the programme manual this budget line is calculated as a flat rate from the staff costs, therefore you must make a tick in the box, then the box appears. Then press. There are no other options for calculating office and administration costs. Budget line Travel and accommodation To add the indicative budget for Travel and accommodation costs, please press the relevant work package(s) and then a new window opens: under Unit type Please leave empty. Unit Please leave 1. Average amount per unit Please follow the above guidance for the Staff costs. Total This will be calculated automatically after the average amount per unit is inserted. Description Please leave empty. Budget line External expertise and services 30

31 To add the indicative budget for external expertise and services, please press and then a new window to define sub-budget line opens: For preparation costs (lump sum 5 000) please create sub-budget line Project preparation costs (lump sum). Preparation costs for construction documents should be inserted as a separate sub-budget line. Please add a specification of costs per item/group here, e.g. tourism expertise, trainers for entrepreneurs training, etc. and press. Each group/type of expertise must be added separately in order to enter the planned budget for each of them. To add the indicative budget for each defined external expertise and services, please press under the relevant work package(s) and then a new window opens: Unit type The unit type should match with the title of Sub-budget line. 31

32 Unit For external expertise, please provide a relevant number according to the planned expertise. Average amount per unit Please add the indicative amount for services or external expertise. Total This will be calculated automatically after the average amount per unit will be inserted. Description Please describe and specify in detail the planned external expertise. Please note that in case of a series of trainings it is not necessary to specify all the related services, but only the number of trainings, their duration, location (country) and planned number of participants per country. Budget line Equipment To add the indicative budget for planned equipment, please press then a new window opens: and Please do not forget to save! Please add a specification of costs per item/group (equipment) here, e.g. computer, diagnostic stand, exhibition, etc. and press. Each type of planned equipment must be added separately in order to insert the planned budget for each of them. To add the indicative budget for each defined equipment type, please press relevant work package and then a new window opens: under the 32

33 Unit type Please specify the planned equipment. Unit Please provide the number of planned equipment units. Average amount per unit Please add the indicative amount for the planned equipment type. Total This will be calculated automatically after the average amount per unit is inserted. Description Please describe the items and justify the need for listed equipment, describe the way it works (in case it is specific equipment), how it will be used? The description is not needed if you submit also a document Justification of investments, where the piece(s) of equipment is/are already covered. In such cases just refer to the Justification of investments document. Budget line Infrastructure and works To add the indicative budget for planned infrastructure and works, please press and then a new window opens: 33

34 Please add a specification of costs per item/group here, e.g. building the watch tower etc. and press. Each type of planned investments in infrastructure or works must be added separately in order to enter the planned budget for each of them. To add the indicative budget for each defined investment in infrastructure and works, please press under the relevant work package, and then a new window opens: Unit type Please specify the planned infrastructure or works. Unit Please provide the number of planned infrastructure or work units. Average amount per unit Please add the indicative amount for the planned infrastructure or works type. Total This will be calculated automatically after the average amount per unit is inserted. Description Please describe and justify the need for listed investments, describe the way they work (in case it is specific infrastructure), how they will be used? The description is not needed if you submit also a document Justification of investments, where the relevant infrastructure and works is/are already covered. In such cases just refer to the Justification of investments document. Net revenue The inserted amount of net revenue (if the project partner is not receiving state aid or de minimis aid and net revenue can be estimated in advance) will be automatically deducted from 34

35 the total amount of the respective work package, as well as from the total budget of the partner. 2) Defining the contribution To define each partner s contribution in section Partner budget please press for every partner. After pressing this button a new window opens: Upper part of the table will be filled in automatically, based on the information provided in page Partner budget. Source of contribution This will be filled in automatically based on the information provided in section Partners. Legal status This will be filled in automatically based on the information provided in section Partners. Amount Please specify here the partner contribution amount. Please ensure that the amount inserted here is matching with the automatically calculated amount visible in table above in the field Partner contribution. 3. Activities outside 35

36 Activities outside the programme area Please describe and justify the location of activities, which take place outside the eligible programme area. Please note that the costs have to be incurred in relation to project activities taking place in the programme area, to initiating or implementing the project. The costs, which have incurred in relation to project activities outside the programme area, are eligible only in exceptional cases, if these are vital to the success of the project as a whole. Travelling in Estonia and Latvia outside the programme territory does not have to be explained in the application form in case it is necessary for: a) meeting project partners, who are located outside the programme area; b) meeting the programme institutions in Tallinn; c) transporting people and/or materials directly related to project; d) participating at the events organised by the Estonia-Latvia programme; e) travelling in Estonia and Latvia outside the programme territory to events, which have a clear link with the activities of the project and are for the benefit of the project (e.g. thematic conferences and workshops). (max 3000 characters) Total budget for activities outside Total ERDF for activities outside % of the total project ERDF Please insert here the amount of the total budget for activities outside the programme area described and justified above. 37 PROJECT BUDGET OVERVIEW section In this section of the ems different budget tables will be automatically generated to see the total project budget in different dimensions (e.g. partners vs budget lines, partners vs work packages, work packages vs budget lines etc.) Bases for calculations are the indicative budget figures inserted for each partner in subsection Partner budget under section PROJECT BUDGET. 37

38 ATTACHMENTS section In this section please upload all the necessary attachments relevant for your project according to the rules of the programme stated in the programme manual chapter To add the attachments to your project application please use the button times it is needed. as many After you will press a new window opens: Please find and choose a file from your computer to be uploaded and press. How to submit application If all required information in the application form is provided and all relevant attachments included, the application can be submitted. Application can be submitted only until the deadline of the call, i.e. until 6 October 2017, 14:00 local (Estonia, Latvia) time. Project application is considered to be submitted only if button Submit Checked Project is pressed. You will receive confirmation that project application is now submitted to your address, which is connected to your ems account. You can also check whether your application is submitted by looking at the status of your application in the dashboard, under Project State column. Application form that is saved in the ems but not submitted before the deadline, will not be considered as submitted application. Only the Lead applicant can submit application. Before submitting an application, project needs to be checked to make sure that it fulfils certain criteria. This is done by pressing Check Saved Project button. Then the ems will automatically check If partner contribution in the table Source of Contribution matches the target in the table Partner Contribution Rate. 39

40 If project budget per period matches total eligible budget in budget overview tables. Submission of application is possible only when application passes automatic checks described above. Applicants are recommended to test their applications against those checks well in advance of the submission deadline. 40

41 When the application form passes all the checks, button Check Saved Project will change to Submit Checked Project. We recommend to include all those attachments, which need to be signed, as digitally signed documents. Joint Secretariat will create a checklist to assist applicants to complete application. The checklist will be available on the programme s website. It is strongly recommended to use this checklist before submitting an application. 41

42 Section General In the left-side menu, the user can perform several actions: Save as pdf file allows to generate pdf from application form. Together with pdf file, an html file will be automatically created. Those files will be displayed under Generated files section. Please note that generating pdf file takes up to 2 minutes. Check saved project button performs several checks on the submitted information in application form and displays either error messages, if application form did not pass the checks, or the message Successfully checked, if it passed. After passing the checks, the same Check saved project button changes to Submit checked project. If you push this button, the application form will be submitted and no further editing is possible. Generated files section displays files generated by the user. For example, if user pushes Save as pdf file button inside the application form, the pdf and html versions of the application form will be generated and displayed under the section Generated files. Project history section displays selected application form version. This is relevant after the project submission, during implementation phase when project is changed. Attachments will open the same attachment section as from the Application form menu. User management allows to assign additional users who can either read or modify the application form. There are two options: 1) Add for reading adds additional pre-registered user and allows him/her to read the application; 2) Add for modification adds pre-registered user as co-worker and allows him/her to edit the application. Bookmark project button marks the project as bookmarked for easier and quicker access. Toggle tree button displays application form menu on the right side of the screen. Contacts displays all users that are involved with particular application form, whether lead applicant, reader or co-worker. In later stages, also financial controllers who are directly involved with this project, will be shown. Contacts interface allows to send ems internal messages to all those contacts. Help button displays section specific help, if available. Exit button returns to the previous page. 42
