The paper has much relevance to marine data and information for environmental purposes, including the Marine Strategy Framework Directive (MSFD). WG DIKE discussed the paper at its meeting in October 2012; members were encouraged to respond to the consultation. The consultation on the Green Paper will be followed by an impact assessment undertaken by DG MARE that will address possible options for achieving the aims of the initiative. A study carried out by the consultant COWI in cooperation with Ernst & Young will provide background information for the impact assessment. This study aims inter alia to provide valuable input about the nature and scale of data issues within Member States and Croatia resulting from the implementation of the MSFD. This input will be important in order to find opportunities at the European level, including use of EMODnet, that can support Member States in their work and potentially lead to reduced data management costs. The consultant has consulted Member States, via WG DIKE contact points, on costs in relation to the implementation of the MSFD, including questions which aimed to capture the resources used within each Member State in the 2012 reporting process for MSFD 1

Based upon the responses received to date (from 12 Member States), the consultant has compiled information concerning the data needs and potential costs for MSFD implementation, as shown in the attached set of slides. They will use this information to draw conclusions for the Impact Study due to be completed in May WG DIKE is invited to: a. Review the information attached and consider whether it provides a reasonable basis upon which COWI can draw conclusions on the topics addressed, including potential costs for MSFD monitoring and data management; b. For those Member States who have not yet responded to the questionnaire, consider whether the information can be supplied to COWI (for the attention of Ms Julia Teyssen (jtey@cowi.dk, ). 2

10 Estimates of costs of data collection perspectives Estimate of total data cost for initial reporting in 22 coastal MS and Croatia: 19 Million Estimate of cost for existing and new monitoring programmes dedicated to MSFD for the period : 64 Million /year Previous studies in relation to marine data has estimate a total annual costs of data collection at around 1,000 million. Estimates of the costs of implementing the MSFD done as part of the IA of the Directive suggested that it would costs: 90 million during implementation and then around 70 million per year The previous studies on marine data has suggested that better sharing and coordination could have a large saving potential 8

11 Issues and discussion questions We have got replies from about 12 Member States but only 3 regarding the updated questions on how the costs are distributed by the Article 8 tasks! The overall question is whether the estimated costs are of the right order of magnitude? 9
