7 ACTIVITIES OF DAM SAFETY DIRECTORATE Preparation of Health Status Report of dams (WRD & TANGEDCO) Annual Consolidated Report (ACR) Technical Investigation of large dams by Multi- Disciplinary Committee. (Phase-I Investigation of Dams) Phase II Inspection Committee State Dam Safety Committee (SDSC) National Committee on Dam Safety (NCDS) 7
8 Definition of Large Dams for inclusion under NRLD A large dam - Maximum height of more than 15 meters from its deepest foundation to the crest A dam between 10 m and 15 meters in height from deepest foundation is also classified as Large Dam if it satisfies with any one of the following conditions: a) Length of crest of the dam not less than 500 meters or b) capacity of the reservoir not less than one MCM or c) Max. discharge of the dam not less than 2000 cubic metre or d) Dam specially with difficult foundation problems or e) Dam of unusual design. 8
9 Monsoon Reports Monsoon reports for all the dams are being prepared every year after inspecting the dams by the concerned inspecting officers at various levels as detailed below: Height of Dam Inspecting officer <30m Executive Engineer 30m to 60m Superintending Engineer >60m Chief Engineer 9
10 Health Status Report Periodical monsoon inspections of Dams are carried out yearly four times by the field officers as per the target given below. Sl. No. Monsoon Period of InspectionTarget Date for Submission 1) Pre-Monsoon 10 th Apr - 14 th Jun 25 th June 2) Monsoon I 15 th Jun - 15th Aug 3) Monsoon II 16 th Aug - 14 th Nov 4) Post Monsoon 15 th Nov - 9 th Apr 25 th August 25 th November 20 th April Pre and Post Monsoon Reports are reviewed by Dam Safety Directorate and the Health status of the Dam is assessed. Annual Consolidation Report (ACR) is prepared every year by consolidating Health Status Report for all the Dams based on Pre Monsoon and Post Monsoon inspection reports and submitted to CWC for review. 10
11 Technical Investigation of large dams (Phase-I Inspection) WRD and TANGEDCO dams are inspected once in five years by a five member multidisciplinary committee 1) Director - Dam Safety Directorate - Chairman 2) Superintending Engineer (Designs), WRD - Member 3) Executive Engineer (Soil Mechanics and Research Division), WRD - Member 4) General Superintendent, P.W.Workshop and Stores, WRD - Member 5) A Representative from Geological Survey of India, Chennai. - Member So far 4 cycles have been completed. 5 th cycle inspection commenced from September 13. So far 11 dams have been inspected. 11
12 PHASE II INSPECTION A Dam Safety Expert Committee (National Expert Team) for carrying out phase II safety inspection of dams is constituted by Govt. Members of Phase II committee are 1. Dr. B.K.Mittal, Former Chairman, CWC 2. Shri K.V.Subba Rao, Former CE, Hyderabad 3. Shri O.D. Mande, New Delhi Phase II inspection should be conducted when the findings of the phase I inspection indicates the need for additional analysis and investigation to any Dam. 12
13 State Dam Safety Committee The State Dam Safety Committee meets once in six months with the following members to discuss the Dam safety issues. 16 National Committee on Dam Safety The National Committee on Dam safety meets once in a year with the following members. 18 AWARD FOR BEST MAINTAINED DAM Government have constituted a Committee for Selection of Best Maintenance of Dams in the G.O.(Ms) No.18 Public Works(I.Spl.1) Department Dated: The Hon ble Chief Minister ordered that a cash incentive of Rs.10,000/- awarded from the level of Assistant Engineer to the level of Executive Engineer, Certificate and Shield for Superintending Engineers and Chief Engineers for the Best Dam Maintenance in that year. (as per G.O. Ms.No: 20 PW (I Spl 1) Dept dated )

35 MONITORING AND EVALUATION A. TECHNICAL COMMITTEE (TC) MEETING FOR DRIP Technical Committee for DRIP was constituted: To provide technical input to the National Level Steering Committee for DRIP. To finalize technical details of the project. To co-ordinate with the implementing committees of respective State Governments. To review the progress of the projects and To report to the National Level Steering Committee. Once in three months to review the progress. So far 10 TC meetings have been conducted. 35
36 B. REVIEW BY WORLD BANK MISSION Review twice in a year. If required Mid term review will be conducted to discuss the bottle necks. 37 CONCLUSION The expected out come of the project are: The dam and its appurtenances are standardized to its original design strength. Existing deficiencies are rectified and safety is improved. Life of the dam is extended. Operational performance is increased and serve to the state by bringing maximum benefits. 37
