1 DANSR FLEXIBLE FUNDING: DESCRIPTION, REQUIREMENTS, AND APPLICATION A. PURPOSE AND BACKGROUND Requests for flexible funding (up to $10,000/pilot jurisdiction) are issued under the authority of the Office of Juvenile Justice and Delinquency Prevention Statewide System Reform Program Grant. The purpose of the program is to infuse family treatment drug court principals in all dependency and neglect cases. B. PROGRAM ELIGIBILITY. Funds are awarded by the Core Planning team EXCLUSIVELY to Dependency and Neglect System Reform (DANSR) pilot sites. C. REQUIREMENTS OF THE COURT IMPROVEMENT PROGRAM FLEXIBLE FUNDING REQUESTS. Flexible funding requests are awarded by application to the DANSR Core Planning Team. Successful applicants will use the funds awarded to implement the DANSR practice guidelines in their jurisdiction. There are four types of activities that may be operated under this program: 1. Screening and Assessment. Improving and expediting substance use disorder (SUD) and mental health (MH) screening and assessment processes in the jurisdiction; 2. Collaborative Efforts. Co-locate SUD/MH assessor at courthouse or department of human services or approaches for including key stakeholders into the case planning, staffing, assessment and evaluation process; 3. Services for Parents. Provide ancillary services that existing funding streams do not cover; or 4. Evaluation of DANSR Practice Guidelines. Evaluating the changes to implemented through DANSR. The funds may be used for the Program for the following purposes: 1. Implementation of the DANSR practice guidelines; 2. Implementation of ASAM screening and assessment; 3. Implementation of MH screening and assessment; 4. Implementation of trauma screening and assessment; or 5. Implementation of process that increase the use of reliable and objective drug testing to monitor drug use. Funding cannot be used for: 1. Equipment; 2. Salary (this does not include contracts); 3. Incentives for litigants; 1
2 4. Services (unless it can be demonstrated that existing funding streams cannot cover); or 5. Program costs funded through another source. Funding Proposal Requirements: 1. Explain how it will benefit DANSR s immediate goals; specifically how it supports implementing a particular strategy. 2. Involve at least two agency partners from the three participating agencies in the pilot (Judicial, Mental Health/Substance Use Treatment, Child Welfare). 3. Outline a method for measuring and evaluating the goals and objectives you set forth in the request. This can be a Plan Do Study Act Model, incorporating data collection modeling from the beginning. 4. Your proposal must outline a plan to share evaluation with the Core Planning Team by February 1 st, D. FUNDING All flexible funding requests shall be subject to funds availability and approval by OJJDP. Flexible funding requests will be funded on an ad hoc basis by the DANSR Core Planning Team. The DANSR Core Planning Team has budgeted a portion of funding for flexible funding requests (of up to $10,000 to support implementation of the Practice Guidelines in the pilot jurisdictions. Applicants may contact Sarah Felsen to inquire into the availability of funds and timelines governing the allocation and liquidation of funds. Applicants may request funding for a DANSR grant from July 15, 2016 until the close of business on August 15, ADMINSTRATIVE MATTERS A. SCHEDULE OF ACTIVITIES: Date: 1. Submission of flexible funding applications July 15, 2016 to August 15, 2016 to Liaison 2. Core Planning Team considers applications August 15 th -September 1, Liaison notifies award September 1, Funding released to pilots September Likely Project Start date for Pilots November 1, Project evaluation submission to Liaison February 1, 2017 B. SUBMITTAL INSTRUCTIONS Completed proposals, including budget narratives, may be ed to sarah.felsen@judicial.state.co.us. C. EVALUATION OF REQUEST The Core Planning Team will review the request and vote to approve or reject. D. SUPPLEMENTAL INFORMATION 2
3 The Core Planning Team may, at its discretion, hold interviews and/or site visits with individual applicants to discuss project requirements. E. REPORTING REQUIREMENTS Through a schedule set forth by the DANSR coordinator, each participating applicant site will submit a report of activities to the Core Planning Team, in a format to be determined and approved by the Core Planning Team. F. PROGRAM EVALUATION Project participants will be required to implement a method of evaluating program impact and effectiveness incorporating DANSR practices. APPLICATION REQUIREMENTS The application shall provide the following information: A. GENERAL APPLICATION INFORMATION 1. Judicial District and Counties served. 2. Agency partners involved in the proposal. 3. Funding requested (round to whole dollars) 4. Project Supervisor: Person with overall responsibility for the project. Mailing address address 5. PROJECT DESCRIPTION Program Narrative must include: Broad description of project Identified need and exactly how the project will serve that need Identified benefits to DANSR partners, by partner Detailed timeline of activities Identified, measurable milestones Include a description of services currently offered by existing programs and how these services will be enhanced/expanded by the proposal Program Specification: Description of the project should include the following information: 1. The scope of the proposal. 2. The proposed goals and objectives of the proposal. 3. The method for measuring and evaluating the goals and objectives. 4. A plan to share evaluation with the Core Planning Team by February C. BUDGET NARRATIVE Budgetary Information: The request must include a budget (for up to $10,000) and budget narrative for the project. The budget must be complete, reasonable and cost effective in relation to the scope of the proposal. The budget should provide the basis for the computation of all related costs. There must be a clear link between the proposed activities and the proposed budget items. The budget should include only those activities, products and resources that are necessary for implementation of the proposal as discussed in the project narrative. Budget Specification: The application must provide a budget detailing each category of expenditure. If the request is funding a portion of the total project cost, the budget should reflect both the total budget and that portion of the budget for which funds are being requested. The request should provide a detailed description of each category and a brief explanation of the need for each item. 1. Travel. 2. Supplies. 3. Facilities - may include rent, refurbishing or repairs. 4. Training. 5. Contracts and consultants set out the services that each shall provide and break out costs for each. D. REPORTING PROCESS A written report, due no later than February 1 st, 2017 (sent by to the DANSR Liaison), must include: 1. Indicate status of each goal listed in your proposal. 2. List the activities that took place over the course of the proposal until at least January
5 3. State any corrective actions you had to take or plan to take to address goals that haven t been met. 4. Identify changes that are needed in the project to overcome problems. 5. Identify what support is needed from technical assistance or local or state level agency partners to achieve the goals listed for the project. The DANSR Liaison may contact your jurisdiction for follow up or clarification. 5
